C-1.0 General Description: This Statement of Work (SOW) provides the requirements for laboratory testing services in Panama. The Contractor will be responsible for the laboratory testing of government-owned petroleum products in accordance with the specifcations as described herein, and transportation of samples from contracted locations to the contractor’s laboratory. Government-owned products mentioned in this SOW may be shipped to the Contractor’s laboratory for testing.

C-1.0.1 Service Locations: When ordered, the contractor shall be able to provide services required in this SOW to DLA Energy at Defense Supply Point (DFSP) located in Panama. DFSP Rodman is the current supply point but subjected to change.

C-1.1 Facilities: The contractor shall have facilities that meet the required turn-around times in section C-3.8. The contractor shall provide the location(s) of the facility where the product shall be tested, facility testing capabilities and contact information. The contractor’s facilities used for performance of this contract shall be located in the country of Panama.

C-1.2 Specifications, Standards and Handbooks: At each laboratory, the contractor shall retain a copy of all required specifications, standards, test methods, handbooks, etc., per this SOW and perform services in accordance with testing requirements. Military Specifications referenced in Attachment 1 for petroleum product types can be obtained at http://quicksearch.dla.mil or https://assist.dla.mil but can also be requested in writing to the Contracting Officer (CO) or Contracting Officer’s Representative (COR).

C-1.3 Scheduling of Services: After the CO authorizes a task order, the COR or Quality Assurance Representative (QAR) will contact the laboratory to schedule the testing. The contractor shall not perform services under this SOW without a task order or direct authorization from the CO. If a task order was not received, the contractor shall contact the CO or COR prior to any testing. Only the CO can formally, either in writing or verbally, authorize testing and create an obligation.

C-2.0 Contract Deliverables: All plans shall be submitted to the CO for review and acceptance as a part of the technical proposal as documented in the solicitation. Plans shall be kept current for the life of the contract. The government reserves the right to request changes or modifications to any detailed plans at any time throughout the contract performance period. Plans shall be made available for Government review upon request at any time during the contract performance period.

C-2.1 Contract Compliance Plan: The contractor is responsible for compliance with all contract performance requirements. The contractor is responsible for all actions taken by any sub-contractor utilized under this contract. The contractor shall be ISO 9001 and/or ISO/IEC 17025 certified.

C-2.2 Laboratory Test Reports: The contractor shall maintain records evidencing all analysis performed under this contract. All samples tested shall be documented with a detailed report. Reports shall be complete and legible containing information pertaining but not limited to: Lab Name, Date of test, Test Method, Test Name, Test Results, Test Units and signature certifying results.

Thermal Stability test reports shall include the following additional data:

1. Type of tester used.

2. Tube manufacturer and serial number.

3. Rating method: Visual Tube Rater (VTR), Interferometric Tube Rater (ITR), or Ellipsometric Tube Rater

(ETR).

Any reports not containing the appropriate information shall be corrected and resubmitted by the contractor.

C-2.2.1 Laboratory Test Report Additional Email Addresses: The contractor shall be responsible for emailing all test results to the organizational email address of: dlaenergylaboratoryreports@dla.mil, COR, and QAR (CO when requested) within 2 hours of test completion.

C-2.3 Contract Contingency Plan: The Contract Contingency Plan shall outline contractor actions to ensure there is no significant interruption of services resulting from labor disputes, catastrophic failure of equipment, or the effects of mailto:dlaenergylaboratoryreports@dla.mil

Page | 2 natural disasters/emergencies. The plan shall provide specific details regarding labor issues that may result from potential strike actions, world events, world actions, military contingency and war time manning requirements.

C-2.4 Contract Training Plan: The contractor shall provide a detailed plan that identifies employee training requirements and procedures necessary to maintain proficiency. The plan shall identify length of training, training sources and a brief description of courses such as safety, environmental protection and job qualification training. The contractor is responsible for ensuring all individual training requirements are accomplished. The contractor must demonstrate current participation in a proficiency program or suitable means to verify laboratory performance.

C-2.5 Safety Plan: The contractor shall provide a detailed plan outlining the policy, procedures and actions necessary to maintain a safe working environment for employees and visitors. The plan shall cover the products stored, handled, Safety Data Sheets (SDS) and guidelines regarding the safe handling of such products and shall be maintained and updated over the course of the contract.

C-2.6 Transportation Plan: The contractor is required to submit a plan for review to transport the petroleum samples to an approved laboratory for testing or shipping (contractor supplied transport, third party delivery service, etc.) and how they plan on tracking the chain of custody to the contractor’s facility. Product quality must be preserved and not altered by shipment. DLA Energy or it’s subcontractor(s) do not have the ability or certification to ship or package fuel samples.

C-2.7 Laboratory Equipment Plan: The contractor will furnish, and update annually, to the CO and COR the status by name, model and serviceability of all equipment used in laboratory testing. Equipment that malfunctions or is non-serviceable shall be reported to the CO and COR within 48 hours with a mitigation plan to provide testing capability.

C-2.8 Monthly Reporting: The contractor shall provide a monthly written report to the CO and COR with the number of laboratory tests performed, what testing was included and the location.

C-3.0 Laboratory Requirements: The below are general requirements for all contractor laboratories. Laboratories are required to have the listed referee test methods which is referenced in the product specifications and international test methods (ASTM, EI, etc.).

C-3.1 Operating Hours: The contractor shall be responsible for adjusting hours of operation to meet workload demands and turn-around times in section C-3.8.

C-3.2 Staffing: The contractor shall provide sufficient staffing to accomplish all functions and tasks to include simultaneous operations of performing multiple tests at a time, and provide the contact information for laboratory manager or assistant laboratory manager if the laboratory is not manned 24 hours, seven days a week.

C-3.3 Knowledge and Skills: The contractor shall ensure that personnel assigned to all tasks have the requisite knowledge and skills to meet the performance standards and comply with all applicable federal laws, state laws, regulations, and codes. All supervisors and key employees shall be able to read and understand English so they can understand and follow oral or written instructions directions, directives, regulations, and operating procedures. All supervisors and contractor key employees shall be capable of writing in English to compose the required detailed reports.

C-3.4 Access: The contractor shall allow DLA Energy representatives to witness testing or sampling. It shall provide the applicable information for access and provide follow-up to obtain access (for personnel and vehicles) to all facilities where product is tested or sampled. For areas that require special admission the contractor will assist with gaining access.

C-3.5 Epoxy Lined Sample Cans: The contractor shall maintain a supply of 10 unused epoxy lined fuel sample shipping containers to be provided to DLA Energy personnel per request. Sample containers shall be stored to ensure they are clean and free from all substances that might contaminate the product being sampled. Containers must meet the following specifics: Complies with ASTM D-4306, height not to exceed 9 inches, diameter not to exceed 7 inches, capacity 1 USG, Bung Plug ¾” with lock-wire hole, carrying handle able to be shipped as hazardous material.

C-3.6 Thermal Oxidation Stability Failures: If a failure occurs using an ALCOR (PAC) Mark IV, the retest shall not be conducted on any ALCOR (PAC) Mark IV model.

C-3.7 Ellipsometric Tube Deposit Rater (ETR): The contractor shall perform ASTM D3241 Annex 3 ETR within the testing turn-around times in section C-3.8 Sample Testing Turnaround Times. ETR is the preferred method and shall be treated as the referee method.

C-3.8 Turn-around Times: The contractor shall perform testing in accordance with the turn-around times listed in the table below. Turn-around time starts when the contractor is notified that the sample is prepared for transportation from sample location to the servicing laboratory. Turn-around time ends when testing results are completed and delivered to DLA Energy. DLA-Energy will give the contractor at least 12 hours of advance notice ofthe sample being prepared for shipment (turn-around time start) (prime contractor is responsible for any sub-contractor actions). The 12 hours of advance notice is not included in the turn-around time. If testing cannot be completed within the turn-around time the contractor will immediately notify the CO and COR. The contractor shall specify the problem and the estimated completion date and time. If there is a need for an expedited test, it will be a maximum turn-around time of 12 hours.

C-3.9 Retain samples: After analysis, the contractor shall retain samples for a minimum of 45 days. In the event of a suspected quality issue or dispute, a longer sample retention period may be requested by DLA Energy. The contractor shall be responsible for disposal of excess fuel samples and sample containers.

C-4.0 Transportation Performance Requirements: The contractor shall be responsible for packing and transporting all petroleum samples from a job site to the laboratory in accordance with laws and regulations. When requested by DLA Energy personnel, the contractor shall be able to provide an epoxy line sample can, detailed in C-3.5 for replacement. When sample transportation is not required of the contractor, they shall be notified in advance.

C-5.0 Secured Fuels Performance Requirements: Due to mission demands DLA Energy shall request petroleum testing under Attachment 2 from MIL-STD-3004-1 table XII. DLA-Energy will provide the contractor with as much advance notice as possible as the turn-around time shall not exceed 6 hours after receipt of sample at the laboratory.

Specifics/logistics shall be scheduled by the QAR after a task order for the secured fuels testing services is issued.

C-6.0 Sample Shipment: The contractor shall, upon request, be responsible for shipping fuel samples from locations in C-1.0.1 to the laboratories in the chart below. Fuel samples shall be shipped within 48 hours of request and arrive to the below laboratory within five calendar days.

Attachment 1: Products Specifications shall dictate the testing required and the contractor shall develop a plan based on product specifications (A level testing) and MIL-STD-3004-1 (B-1, B-2, B-3, C test). MIL-STD_3004-1 describes products to be tested, types of testing required and additional information as required. Attachment 2: Series Testing Requirements The list below provides tests by name and methods that shall be required to be performed on petroleum products at the contractor’s laboratory in accordance with product specifications MIL-STD-3004-1, specifications, and authorized test methods. Tests shall be requested by series or individually by DLA-Energy representative as situation warrants.
