About this file
This is a Determination & Findings document for a single source acquisition justifying a sole source contract award for the 7th Special Forces Group (Airborne) Access Control System Maintenance.
The United States Air Force, through AFTC/PZIOA, is procuring routine, preventative, and emergency maintenance services for an existing Honeywell S2 NetBox Access Control System for a three-year period. The requirement is justified under RFO 11.204(a)(2)(ii) (Brand Name) authority, as the particular brand name and technical specifications are essential to the Government's requirements. The security infrastructure operates on proprietary Honeywell S2 NetBox software, controllers, and hardware that regulates authorized movement into restricted areas to prevent espionage, sabotage, and theft. The contract scope strictly covers access control elements including readers, door contacts, locking mechanisms, controllers, power supplies, and backup batteries. Market research and cost analysis determined that competing this requirement without brand-name restrictions would necessitate replacing the entire facility's physical security network, resulting in immense, unrecoverable costs and unacceptable security downtime. Additionally, only Honeywell S2-certified contractors possess the authorized access and manufacturer-approved credentials needed to deploy software updates and repair the standalone network without voiding active warranties. The Contracting Officer, WILMA K. SNIDER, NH-3, USAF, approved this determination on June 29, 2026.
