In addition, for proper security marking, email communication shall include “Source Selection Information – See FAR 2.101 & 3.104” in the subject line. Alternate means of communication may occur if approved by the PCO.

1.6 Proposal Property

2.3 Discrepancies, Errors, and Omissions

If an Offeror believes that the requirements in these instructions contain an error, omission, or are otherwise unsound, the Offeror shall notify the Contracting Team via email within seven calendar days after Request for Proposal (RFP) and/or solicitation amendment release. The Offeror shall provide supporting rationale as well as the remedies the Offeror is asking the PCO to consider as related to the omission or error.

2.4 Procurement Integrated Enterprise Environment (PIEE)

Proposals shall be submitted via the Procurement Integrated Enterprise Environment (PIEE) Solicitation Module. The Offeror must establish a “Proposal Manager Account” in sufficient time to access documents and submit the proposal. For instructions on how to post a proposal, please refer to the Posting Offer demonstration: https://pieetraining.eb.mil/wbt/sol/Posting_Offer.pdf.

The Solicitation Module is a vendor portal for solicitation within the PIEE platform to automate and secure the process for capturing solicitations, attachments, and responses from industry. Vendors submitting an offer in the Solicitation Module must register in PIEE and submit a request for the Proposal Manager role.

Training resources are provided below.

The Government will not assist Offerors in transmitting proposals within PIEE. It is the Offeror’s responsibility to plan far ahead of the proposal submission deadline, anticipating potential PIEE connectivity delays.

After successfully submitting a proposal, a success message of the submission will be displayed in the Solicitation Module and the offer display will collapse. The “message of submission,” a red lined box, will be your confirmation and should state:

“The offer was submitted on [date] [time] by Proposal Manager. Please print this page and maintain for your records.”

It is the Offeror’s responsibility to retain a copy of this confirmation. The Solicitation Module automatically tracks the date and time of all submissions.
