NITE-STAR System Development IDIQ Attachment 4 Ordering Procedures

ORDERING PROCEDURES

The NITE-STAR Capability Development Multiple Award (MA) Indefinite-Delivery, Indefinite- Quantity (IDIQ) is not a mandatory contract vehicle.

This IDIQ is centralized. SSC/TIK is the responsible contracting office for all task/delivery orders (TO/DOs) awarded under this contract vehicle.

TO/DOs awarded under this IDIQ contract are intended to support the objectives of the OTTI Program Executive Officer (PEO) and support will extend to other stakeholders within the space test and training enterprise.

This IDIQ contract requires the issuance of TOs/DOs to authorize work pursuant to FAR clause 52.216-18 Ordering.

An initial DO in the amount of $10,000, for a Post Award Kickoff Conference, will be awarded upon execution of each MA IDIQ Basic Contract. This initial TO will satisfy the requirements in DAFFARS 5316.504(a)(2). The monetary limit for the sum of all TO/DOs against these contract vehicles is $981,000,000.

The procedures for ordering are governed by FAR 16.505 Ordering. With the exception of the initial TO/DOs, the Contracting Officer will issue a Fair Opportunity Request for Offer (FORFO) to all prime contractors, unless a fair opportunity exception exists. TO/DOs will be subject to FAR 16.505(b)(1) fair opportunity processes with specific instructions provided for each FORFO.

It is anticipated that TOs/DOs will be selected on a best-value tradeoff or lowest price technically acceptable but the Government reserves the right to use any selection method for TOs/DOs. The Government will evaluate proposals against established selection criteria specified in the FORFO.

The Government’s award decision will be based on selection criteria which address the factors outlined in the individual FORFO. As noted in FAR 16.505(b)(1)(ii), the Contracting Officer may exercise broad discretion in developing appropriate order placement procedures.

Evaluation, proposal procedures, and other information specific to particular requirements will be articulated in the individual FORFO. To determine best value, full trade off will be the main method used for evaluation, however, the Government reserves the right to use any method applicable. The Government may conduct interchanges with some, none, or all offerors at its discretion.

The NITE-STAR Capability Development MA IDIQ ordering period consists of a five (5) year ordering period with one (1) five (5) year optional ordering period. The overall period-of-performance (PoP) for TOs/DOs can extend beyond the ordering period but performance shall not extend more than one (1) year beyond the optional ordering period end date.

The Government plans to utilize Firm-Fixed Price (FFP), Fixed Price Incentive Firm (FPIF), Cost Plus Incentive Fee (CPIF), Cost Plus Fixed-Fee (CPFF), Cost Reimbursable (CR), Cost Plus Award Fee (CPAF), and Fixed Price Award Fee (FPAF) contract types on the task/delivery orders, but reserves the right to use any contract type described in FAR Part 16.
