TECHNICAL WORKSHEET
SOLICITATION #: HTC711-20-R-R019
STEVEDORING AND RELATED TERMINAL SERVICES
PORTS: Bremerhaven, Germany LS&W
When completing this technical worksheet based on the posted requirements, the Offeror shall assume the Government has no prior knowledge of the experience past or present the Offeror may have or performed, and will base its evaluation SOLELY on the information presented within this Technical Worksheet questioner.
**Submission Rules**
· When completing this technical evaluation worksheet, the potential bidders will assume the Government has no prior knowledge of the potential Longshoring and Warehousing (LS&W) contractor’s capability or experience.
· The proposal shall not simply rephrase or restate the Government’s requirements, but rather shall provide convincing rationale to address “how” the LS&W contractor intends to provide all requirements in accordance with (IAW) the Performance Work Statement. The below questions will serve as an evaluation of those (not all inclusive) services the US Government seeks. Statements by the potential contractor that understands, can, or will comply with the PWS; statements paraphrasing the PWS or parts thereof; flowcharts simply listing activities related to performance of the PWS; and phrases such as “standard procedures will be employed” or “well known techniques will be used,” etc., without a detailed description of “how” services will be performed” shall be considered unacceptable.
· The entire submission of this Technical Worksheet SHALL NOT exceed 20 single sided pages in length.
· Page size shall be no larger than 8.5”x11” (US).
· Submitted Technical Worksheets that exceeds 15 pages, will have only the first 20 pages evaluated and all other pages will be removed before the Technical Worksheet is evaluated.
· All requested attachments, port certifications, licensing, permits, documentary evidence (photos) and Material Handling Equipment (MHE) lists shall not count against the page limits.
**Note, the Offeror may demonstrate relevant experience through a combination of efforts which together show the complete range of services. Failure to provide detailed answers, examples, description, or “how” may result in its quote being ineligible for award.
**Technical Evaluation Questions**
1. Labor/Management
1a. Multiple work site. Describe or explain in detail your capability and how your company would provide longshoremen within 24hr notice to support the following multiple work sites: working reception of cargo for 40 commercial trucks, while discharging cargo from a vessel, from multiple decks simultaneously.

1b. Labor Shortage. Describe and explain your plan for addressing labor shortages due to competing requirements “example; commercial cargo “vs” military operation? And moving from normal work day schedules to working 24/7 and how you would mitigate the change and deal with personnel shortfalls.

1c. Describe in detail, each class of labor, their skill level, and number of each, that makes up the different work parties/gangs available and their supervision structure for the following: (truck, rail and vessel) both LOLO, RORO.
1d. Qualified Drivers. The U.S. Army no longer is responsible for driver training however the requirement for qualified drivers remains for military vehicles. Please Describe and explain “how” you plan to maintain a qualified driver pool for handling USG vehicles?

2. Material Handling Equipment (MHE)
2a. MHE. Describe and provide a detailed list and photos, of what equipment you have in your inventory that is available to use to handle all classes of supply (to include HAZMAT and Explosives). Please include details for LO/LO and RO/RO operation for vessel and truck operations.

2b. Describe how would you supply equipment while conducting longshoring operations working 24/7 operations to support loading and discharging multiple decks simultaneously on multiple vessels on berth while also performing reception USG cargo?

2c. Describe and provide photos of what equipment you have in your inventory that would be used to tow/dray dead lined vehicles up to 150,000 lbs. on and off a vessel with deck heights up to 10’6’’. Describe also your plan to mitigate working multiple decks on a vessel discharging inoperable vehicles to and from staging lots, while keeping up with minimum set productivity levels.

2d. Contact Maintenance. The Government requires you provide contact maintenance team, equipment and vehicle(s) during all phases of the required cargo operations. Do you have mechanics capable of determining the condition of USG cargo rapidly? Describe in detail “how” your company will support this requirement when working in multiple areas (i.e. staging lots, loading trucks, and working multiple vessel decks).

2e. Minor Repairs. The Government requires its contractor have the capability to make minor equipment repairs on site and during an operation (i.e. changing tire, refueling vehicles, changing batteries). Describe in detail “how” your company will provide this requirement?

3. Reception and Disposition
3a. Import/Export cargo operations. The Government requires our stevedore contractor to provide receipt and disposition and transfer of cargo. Please explain or describe your company’s current methods or practices in regards to “how” it you would provide cargo reception (import/export), staging, tally & checking, transferring, vehicle prep, and dispositioning USG cargo (import/export) at Bremerhaven ports, per requirements in the PWS.

3b. Maintaining Security and Control. The Government maintains positive control of all cargo being imported and exported, please explain or show evidence of how (based on the requirements) you would maintain control of cargo placed in your care, including tallying, checking and inventory of cargo.

3c. The Government may elect to operate on a 24/7 basis, please explain or show evidence of your management services to operate under those conditions, include available labor, skills sets, and include certifications, licensing, training as describe in the requirement.
4. Vessel Operations
4a. Flexibility. The Government requires its contractor to be flexible in providing service. Can you provide flexible start times for receiving cargo at the port, starting vessels at odd hours or transitioning from normal work day schedules? Please explain “how” your company will provide their ability to be flexible during varied start times and describe any impacts to the Government.

4b. Safety Standards. Describe/explain your ability to load/discharge cargo to/from a vessel without causing damage and In Accordance With (IAW) the Governments safety requirements.

4c. Explain or describe in detail your plan for loading and discharging procedures for RO/RO & LO/LO cargo operations to/ from vessel. Please include descriptions ofr equipment, labor, coordination, and management.

4d. The Governments cargo is unique in that it comes in all weight classes, operable and inoperable (wheel vehicles, track vehicles, containers, breakbulk), where working multiple decks is advantageous to the Government. Explain your longshoremen’s ability to conduct vessel discharge operations, by describing MHE, labor, lift capability, and staging, where barge operations, and rail operations are being worked simultaneously?

5. Truck operations
5a. Conduct truck loading/unloading. Explain your company’s ability to successfully and efficiently conduct commercial truck loading operations without not loading cargo, causing delays, or causing damage to any USG cargo. Please describe your play on “how” to load or discharge the Governments cargo per its requirements.

5b. Explain your capabilities you have for cargo reception & disposition via trucks? Is the area used for loading/discharging trucks in close proximity of staging areas, and piers?

5c. Ramps. During truck operations there may be a need for fixed or portable ramp(s), (capacity 80 US tons 72,574 Kgs.) used for loading wheel or tracked vehicles. Please shows photo evidence and describe “how” your company will gain access to/or secure these ramp(s) in the weight class above?

5d. Government cargo as stated elsewhere is unique and loading or discharging trucks takes a broad range of MHE and skilled labor. Please explain or describe your company’s ability to handle loading and unloading dead lined or inoperable vehicles weighing from 5,000 to 150,000 lbs.

5e. Describe/explain your ability to provide security for handling sensitive, classified, HAZMAT cargo.
6. Rail Operation
6a. Does your company have the ability to provide direct rail access for loading and unloading US Military cargo?

7. Staging Areas (Yards & Lots)
7a. Staging. The USG requires its cargo (imported or exported) be on sterile (paved), secured lots or yards designated as “staging” areas, and requires that staging areas be coordinated by its stevedore contractor, meeting staging IAW requirements in the PWS is essential to the USG mission success. The Government also requires that the use of staging be orchestrated to coincide with reception and dispositioning cargo as its being used, fluctuating in size and period of use. Please describe or explain “how” your company can provide/coordinate this requirement.

8. Back Ground Information
8a. Corporate Experience. Explain and provide examples, documentation, photos of related to corporate experience. Provide a minimum of three (3) continuous years of experience performing Stevedoring and Related Terminal Services and recent (within the last 3 years) experience similar in size, scope and complexity to those identified Government requirements.
