Section C: Justification for Soliciting from a Single Source or Brand Name
The 59th Medical Logistics Readiness Squadron (59 MLRS) requests the use of a brand name justification IAW FAR 13.106-1(b)(1) to procure a high-density shelving material supply inventory replenishment system. This brand name product is essential to the Government's mission. The Pegasus Medical Concepts Inc. high-density shelving material supply inventory replenishment system will replace the existing wire shelving and plastic bins that are located at 59 MDOG/WHASC, JBSA Lackland, TX. The high-density shelving material supply inventory replenishment system will provide infinite-customization shelving that will allow for very specific storage requirements down to the individual stock-keeping unit (SKU) while utilizing the Kanban supply management system, which is vital for providing essential medical supply needs for acute care treatment of patients participating in the Tri-Care program. In addition, the high-density shelving material supply inventory replenishment system will provide for a 30% expansion of storage space for an integrated Kanban two-bin system with high-density storage. The high-density shelving material supply inventory replenishment system also provides a complete modular system: spacing between shelves that can be reconfigured by the end-user without the use of tools, and shelving to allow access to the entire Container/Pack via retractable extension slides.
The 59 MDOG Acute Care Flight staff lacks medical supply room storage that can provide for continuous medical supplies and centralized accounting and management of medical supplies for an estimated 600 stock-keeping units ordered over the last 12 months. Medical supplies that are needed takes 15 minutes to track down or the item can't be found. This requires support from other clinics to find an alternate solution or cancel a procedure. In some cases, patients have been transferred to the Emergency Department at San Antonio Military Medical Center due to lack of available supplies to complete a procedure or treatment, which adds a cost of to transport a patient to another emergency room. Further, the current supply system requires manual inventory of medical supplies. When items are out of stock, that staff is not notified until the item cannot be found. There is no system in place to track supply inventories, locate, or order items to stock the supplies needed for the Emergency Department.
In 2018, the clinic expanded its capability from an Urgent Care Clinic to Emergency Department. This change required a significant change in the quantity of supplies and equipment stored in the same space, allowing the Acute Care Flight to store 30% more stock-keeping units in the same space, while integrating with the current supply management systems. Impact: The purchase of other than the Pegasus Medical Concepts Inc. high-density shelving material supply inventory replenishment system will not meet the needs of the Government to provide scalable shelving, which has the capability to be integrated with the existing bar code systems and radio-frequency identification (RFID) technology, that is vital to the accounting and management of medical supplies for the acute treatment of patients and compliance with Defense Health Act (DHA) authority. Without this storage system, the Emergency Department will continue to experience mismanagement of medical supplies that is impacting patient care and waste from expired supplies costing the 59 MDW an estimated annually.
