About this file

This document is Attachment 4 to Solicitation FA255326RB001, establishing the ordering procedures for the NITE-STAR Capability Development Multiple Award Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract. The IDIQ is not mandatory and is centralized under SSC SYD 81/TIK, the responsible contracting office for all task and delivery orders (TO/DOs). The contract supports the objectives of the OTTI Program Executive Officer and extends to stakeholders within the space test and training enterprise. The total maximum dollar value for all orders across all awardees is $981,000,000.00, shared among all contractors rather than allocated per contractor. Upon execution of each Multiple Award Basic Contract, an initial $10,000 task order will be awarded for a Post Award Kickoff Conference.

Task and delivery orders will be subject to FAR 16.507 fair opportunity procedures, with the Contracting Officer issuing Fair Opportunity Proposal Requests (FOPRs) to all prime contractors unless a fair opportunity exception applies. Orders will be selected on best-value tradeoff or lowest price technically acceptable basis, though the Government reserves discretion to use any selection method. Selection criteria will be specified in individual FOPRs, with the Government retaining broad discretion in developing order placement procedures. Non-small business prime contractors will be required to submit Small Business Subcontracting Plans meeting FAR and DFARS requirements. The contract ordering period consists of five years with one optional five-year extension, with overall period-of-performance for task orders potentially extending one year beyond the optional ordering period. Contract types on task and delivery orders will include Firm-Fixed Price (FFP), Fixed Price Incentive Firm (FPIF), Cost Plus Incentive Fee (CPIF), Cost Plus Fixed-Fee (CPFF), Cost Reimbursable (CR), Cost Plus Award Fee (CPAF), and Fixed Price Award Fee (FPAF), though the Government reserves the right to use any contract type under FAR Part 16.

Solicitation # FA255326RB001, NITE-STAR Capability Development IDIQ Attachment 4 Ordering Procedures

ORDERING PROCEDURES

The NITE-STAR Capability Development Multiple Award (MA) Indefinite-Delivery, Indefinite- Quantity (IDIQ) is not a mandatory contract vehicle.

This IDIQ is centralized. SSC SYD 81/TIK is the responsible contracting office for all task/delivery orders (TO/DOs) awarded under this contract vehicle.

TO/DOs awarded under this IDIQ contract are intended to support the objectives of the OTTI Program Executive Officer (PEO) and support will extend to other stakeholders within the space test and training enterprise.

This IDIQ contract requires the issuance of TOs/DOs to authorize work pursuant to FAR clause 52.216-18 Ordering.

An initial TO in the amount of $10,000, for a Post Award Kickoff Conference, will be awarded upon execution of each MA IDIQ Basic Contract. This initial TO will satisfy the requirements in DAFFARS 5316.504(a)(2). The total maximum dollar value of all orders (TO/DOs) placed under this contract, and all other contracts awarded under this solicitation (FA2553-26-R-B001) shall not exceed $981,000,000.00. This maximum is shared among all awardees, not per contractor.

The procedures for ordering are governed by FAR 16.507 Additional Ordering Procedures for Multiple-Award Contracts. With the exception of the initial TO/DOs, the Contracting Officer will issue a Fair Opportunity Proposal Request (FOPR) to all prime contractors, unless a fair opportunity exception exists. TO/DOs will be subject to FAR 16.507-2 fair opportunity processes with specific instructions provided for each FOPR.

It is anticipated that TOs/DOs will be selected on a best-value tradeoff or lowest price technically acceptable, but the Government reserves the right to use any selection method for TOs/DOs. The Government will evaluate proposals against established selection criteria specified in the FOPR.

The Government’s award decision will be based on selection criteria which address the factors outlined in the individual FOPR. As noted in FAR 16.507-2(a)(2) the Contracting Officer may exercise broad discretion in developing appropriate order placement procedures. The Government may conduct interchanges with some, none, or all offerors at its discretion.

The Government will analyze the requirements for each task order/delivery order.to determine the appropriate goal for small business participation. If an order requires a subcontractor, the prime contractor (if other than small business) will be required to submit a Small Business Subcontracting Plan meeting the requirements of FAR 52.219-9 Alt II and DFARS 252.219-7996 (Deviation 2026-O0037) (or DFARS 252.219-7997 (Deviation 2026-O0037) if the contractor has a comprehensive subcontracting plan). The plan, at a minimum, shall address the elements set forth in FAR 52.219-9(d).

The NITE-STAR Capability Development MA IDIQ ordering period consists of a five (5) year ordering period with one (1) five (5) year optional ordering period. The overall period-of-performance (PoP) for TOs/DOs can extend beyond the ordering period but performance shall not extend more than one (1) year beyond the optional ordering period end date.
