Limited Asbestos Report
July 23, 2024
Shaela Kendall
Project: FE Warren AFB, Building 217 (Ceramic Tile Replacement Project)
Cheyenne, WY 82001
Dear Ms. Kendall, On July 19, 2024, ATS performed an asbestos inspection of the above-mentioned project. The purpose of the survey is to identify asbestos containing material (ACM) using nondestructive sampling protocols.
Inspection, sampling and analytical procedures were performed in general accordance with the Environmental Protection
Agency’s (EPA) interpretations, and guidelines of the Asbestos Hazardous Emergency Response Act (AHERA).
Asbestos containing materials as defined by the Occupational Safety and Health Administration (OSHA), the Environmental
Protection Agency and the State of Wyoming are material with asbestos concentration greater than 1% (>1%) by volume.
However, OSHA governs asbestos exposures to employees above the Permissible Exposure Limit regardless of asbestos containing material concentration.
No inspection can eliminate the uncertainty regarding the presence of ACM. ATS’s level of diligence and investigative procedures are intended to reduce, but not eliminate potential uncertainty regarding the presence of ACM. The determinations in this report should not be constructed as a guarantee that all ACM present in the subject property has been included in this report.
The inspection was performed in a manner consistent with the level of care and expertise exercised by members of the asbestos inspection and assessment profession. Those entities and persons involved with the inspection and generation of this report do not imply or guarantee that all potential ACM on or in the building has been identified and sampled.
Historically, asbestos has been added as a component to over 3,000 materials and products produced in the United States.
The inspection was intended to identify those accessible materials that were reasonable suspect and that were most likely to contain asbestos in quantities subject to regulation, based on existing industry and regulatory standards.
If suspect material is discovered during renovation or demolition, work needs to be stopped and suspect material needs to be tested prior to proceeding.
Total samples taken: 14

LEAD INSPECTION NOTES:
On July 18, 2024, ATS performed non-invasive/non-destructive inspection services at FE Warren AFB, Cheyenne
Wyoming. The purpose of this inspection was to identify where lead-based (LBP) may reside for planned building renovations for Building 217 and determine if corrective measures should be taken to minimize possible exposure. ATS tested the following:
Total samples taken: 2 (homogeneous throughout renovation areas)
Lead Bulk Sample Analysis/Description: Location: Results:
L-01, Off-white paint on drywall, North wall Main- Lobby <0.010 (N.D)
L-02, Green/red/blue paint on door frame, North Main- Office <0.014(N.D.)
LBP = Lead-Based Paint (Greater than 5,000 ppm or 0.5 percent by weight (EPA, Federal definition for LBP)
LCP = Lead Containing Paint includes all paint layers in the collected sample that has less than the 0.5 percent by weight threshold; however, a detectible concentration of lead was reported by the laboratory.
N.D. = Non-detectable
Testing Method: Lead Bulk Samples, captured by removing 1 square inch of combined paint layers down to the original substrate for each collected sample (Lead Analysis by flame AAS)
Results:
Lead-based paint was not identified for the samples outlined above. The surface paint for most areas of the interior of the building appears to be in good condition, with new white paint covering other paint layers for the walls sampled above.
Please review the attached analytical reports from CA Labs. Please feel free to contact me with any questions.
Sincerely, Nate Challenger

Summary of polarized light microscopy (PLM / Stereomicroscopy bulk asbestos analysis) using the methods described in 40CFR Part 763
Appendix E to Subpart E (Interim and EPA 600 / R-93 / 116 (Improved). The sample is first viewed with the aid of a stereomicroscope. Numerous liquid slide preparations are created for analysis under the polarized microscope where identifications and quantifications are preformed. Calibrated liquid refractive oils are used as liquid mouting medium. These oils are used for identification (dispersion staining). A calibrated visual estimation is reported, should any asbestiform mineral be present. Other techniques such as acid washing are used in conjugation with refractive oils for detection of smaller quantities of asbestos. All asbestos percentages are based on calibrated visual estimation traceable to NIST standards for regulated asbestos. Traceability to measurement and calibration is achieved by using known amounts and types of asbestos from standards where analyst and laboratory accuracy are measured. As little as 0.001% asbestos can be detected in favorable samples, while detection in unfavorable samples may approach the detection limit of 0.50% (well above the laboratory definition of trace).
Vermiculite containing samples may contain trace amounts of actinolite/tremolite. When not detected by PLM, these samples should be analyzed using TEM methods and / or water separation techniques. Suspected actinolite/vermiculite presence will be indicated through the sample comment section of this report.
Fibrous talc containing samples may contain a regulated asbestos fiber known as anthophyllite. Under certain conditions the same fiber may actually contain both talc and anthophyllite (a phenomenon called intergrowth). Again, TEM detection methods are recommended. CA Labs PLM report comments will denote suspected amounts of asbestiform anthophyllite with talc, where further analysis is recommended.
Some samples (floor tiles, surfacings, etc.) may contain fibers too small to be detectable by PLM analysis and should be analyzed by TEM bulk protocols.
A "trace asbestos" will be reported if the analyst observes far less than 1% asbestos. CA Labs defines "trace asbestos" as a few fibers detected by the analyst in several preparations and will indicate as such under these circumstances.
Since allowable variation in quantification of samples close to 1% is high, <1% may be reported. Such results are ideal for point counting, and the technique is mandatory for friable samples (NESHAP, Nov. 1990 and clarification letter 8 May 1991) under 1% percent asbestos or "trace asbestos".
In order to make all initial PLM reports issued from CA Labs NESHAP compliant, all <1% asbestos results (except floor tiles) will be point counted at no additional charge.
CA Labs is accredited by the National Voluntary Accreditation Program (NVLAP) for selected test methods for airborne fiber analysis (TEM), and for bulk asbestos fiber analysis (PLM). CA Labs is also accredited by AIHA LAP, LLC. in the PLM asbestos field of testing for Industrial Hygiene. All analysts have completed college courses or hold a degree in a natural science (geology, biology, or environmental science). Recognition by a state professional board in one these disciplines is preferred, but not required. Extensive in-house training programs are used to augment the educational background of the analyst. The Laboratory Director and Quality Manager have received supplemental McCrone Research training for asbestos identification. LABORATORY ANALYSIS:
Summary of lead analysis by atomic absorption in all relevant media using the method described in
SW-846-7420. All analysts have received the necessary in-house and extramural training to perform analysis of samples for the presence of lead. A duplicate analysis is performed on greater than ten percent of all samples. A spiked concentration sample is analyzed with each sample group for instrument calibration. All analysts are required to participate in quality control analysis rounds.
Instrument calibrations are performed on a daily, weekly, and monthly basis.
