Statement of Work (SOW) Joint Base San Antonio (JBSA)
Fort Sam Houston (FSH) Access Control Point (ACP)
Communication Network Switch Installation
15 Feb 2024
502 SFG/S5S (AETC)
1. SOW: The Government requires installation of communication network switches at five Access Control Points (ACPs) at JBSA-FSH. This requirement will incorporate both, installation and removing of nonoperational, switches and cabling. The installation and figuration is needed at each ACP with operational cameras to provide video display at the local Base Defense Operations Center (BDOC). The integrity and aesthetics of the ACP shall remain intact. The location of each communication network switch will be secured in the communication panel located at each ACP.
2. PURPOSE: The purpose of this requirement is to provide network connectivity at 5 JBSA-FSH ACPs to support and provide the required connectivity for all operational and installed Closed Circuit Television (CCTV) cameras. The installation of the communication switches will enable BDOC to remotely view the CCTV cameras. By utilizing AF approved cameras and switches, we ensure there are no need for a separate Authority to Operate (ATO), and/or additional costs to operate and sustain the equipment via a maintenance contract. The contractor work schedule will be coordinated with the military assigned project manager. This requirement will consist of work at the following JBSA-FSH locations.
JBSA-FSH:
1. Harry Wurzbach East
2. Harry Wurzbach West
3. I-35 Brooke Army Medical Center (BAMC) to include Visitor Control Center
(VCC) and Commercial Vehicle Inspection Point (CVIP)
4. Wilson
5. Jadwin CVIP
3. REQUIREMENTS: To install, configure, and test network switches at each ACP to establish CCTV feeds allowing 24/7 video surveillance and availability through the currently installed Milestone Video Management System (VMS). The connection of the network switches will be able to support each locations data needs as well as provide transmission of useable video images that are clear and highly defined of all activity during day and night operations and inclement weather conditions. The installation and network connection will have and be sustained by a 4-hour battery back-up via an uninterrupted power supply (UPS). Threshold: Proof of data connectivity and camera views with useable digitally recorded video at the BDOC. Objective: Full integration and interoperability of new cameras, viewable at BDOC via the video management system.
4. The approved network switches will be installed at the below listed ACP locations.

All wiring shall be enclosed in conduit in accordance with National Electrician Code (NEC) unless incased in the communication panel. The cabling shall maintain a professional appearance to maintain the aesthetics of the ACP.
5.2. If issues arise the contractor will contact the project manager to resolve any data connectivity. The Program Manager (PM) will facilitate coordination with base agencies as needed.
5.3. The contractor shall label all new wiring, produce, and provide to the government a wiring diagram that shows the connection topology from the gate cameras to the
VMS.
5.4. The contractor will fill and repair all holes in the infrastructure created or exposed by the contract while performing the installation of the switches.
5.5. The contractor will remove and dispose of all mounting equipment removed during the installation of the new switches, along with any packaging, debris, etc.
