STATEMENT OF NEED (SON)
FOR
PROXIMITY READER REPLACEMENT
Revised 01 March 2023
1.0 PURPOSE. The purpose of this requirement is to upgrade the existing access control system equipment at Bldg 977 for Air Force Lifecycle Management (AFLCMC), Joint Base San Antonio Randolph (JBSA), TX. The contractor shall provide all management, tools, supplies, equipment, transportation, and labor necessary for the removal and disposal of existing WIN-PAK Card Access System and install new WinDSX Access Control System, that will host up to 40 Doors; required to bring the Proximity Readers to a 100% operational reportable status. This requirement has been reviewed and contains no services that are inherently Governmental functions. All services are strictly non-personal in nature.
2.0 BACKGROUND. AFLCMC currently maintains and operates a stand-alone WIN-PAK Card Access System with HID Proximity Readers located at Bldg 977, 1960 1st Street West, JBSA Randolph, TX 78150. The current Honeywell International Inc. WIN-PAK Access Control System is outdated, malfunctioning and is not reliable.
3.0 REQUIREMENT. This is a one-time upgrade project at Building 977 to install the new WinDSX Access Control System with associated hardware components and software. The WinDSX Access Control System is also a stand-alone system that is not required to be plugged-in to the network.
3.1. LOCATION. The contractor shall coordinate delivery/installation with the Government Representatives at the following address: Bldg. 977 - AFLCMC, 1960 1st Street West, Randolph AFB, TX 78150
3.1.1. REMOVAL/DISSPOSAL. The contractor shall remove existing WIN-PAK Card Access System to include the Honeywell panels, readers and associated hardware. The contractor shall transport, deliver, and relocate all of the removed hardware to an authorized disposal location in accordance with commercial practices, local and federal applicable regulations, and DLA guidelines.
3.1.2. DELIVERY/INSTALLATION. The contractor shall provide products as configured below. All equipment is required to be new equipment. This is a turn-key project; all WinDSX cabling, connectors, hardware, and installation is to be included in the quote.
The New WinDSX Access Control System shall consist of:
3.1.2.1. Provide, provision, and Install 5 x DSX-1048 Packaged Panels allowing up to 8 Doors per panel.
3.1.2.2. Demo and remove all 40 existing proximity readers.
3.1.2.3. Provide, provision, and install 40 new identity card readers compatible with CAC cards.
3.1.2.4. Provide, provision, and install a new Windows 10 Pro Server/PC to host the WinDSX Software.
3.1.2.5. Export existing database and cardholders from the current system and import into the new system.
3.1.2.6. Host a single 2-Hour training session with respective POC as denoted by client on use and programming of the new system to facilitate proper functionality.
3.1.2.7. Test all equipment and devices Installed.
3.1.2.8. Provide a 1-year warranty on all parts and installation.

3.1.2.9. The contractor shall utiliz all existing door hardware, magnetic locks, and strikes.
3.1.2.10. The contractor shall utilize existing cabling and conduit.
3.1.2.11. The contractor shall provide and install products as listed above. All equipment is required to be new equipment. This is a turn-key project; all required cabling, connectors, hardware and installation is to be included in the quote. Date of Delivery: 90 days After Receipt of Order (ARO). (date of delivery = completion of install and all related tasks)
3.1.2.12. The contractor shall coordinate work schedule with the Government Representative 24 hours before work is to commence, this coordinated work schedule shall include power outages when required.
4.0. OTHER RELATED INFORMATION.
4.1. The contractor shall conduct full testing and integration of all components to ensure operability prior to transition.
4.1.1. Commissioning. The contractor shall provide commissioning to validate proposed proximity card readers will communicate properly with the access control server in building 977.
4.2. The contractor shall provide a binder and electronic copy of all operation manuals, list of all equipment (including manufacturer, model, and serial number), and any other relevant or necessary documentation upon completion of project.
4.2.1. The contractor shall provide all books, manuals, literature, CDs and DVDs and other documentation on all equipment installed, along with copies of any and all programming code used. This will include both a copy of the compiled and the original uncompiled source codes, panel files, and all other associated software components.
4.3. The contractor shall provide all equipment, hardware, software, software licenses and other miscellaneous items to install, integrate, program, test and certify all purchased equipment and software in accordance with this document.
4.3.1. Technical refresh. The contractor shall provide new design enhancements and technological updates/advances, hardware, and software components available to the contractor's commercial customers. The contractor shall provide any commercially available updates to the hardware and software provided under this SON. If such updates are available to other customers without charge, then they shall also be made available to the Government without additional charge. The contractor shall provide these updates to existing customers who have acquired the hardware/software being updated under this SON. Vendor commercial product offerings shall include “state of the art” technology, i.e., the most current proven level of development available in each product category.
4.3.2. The contractor shall comply with the Homeland Security Presidential Directive 12 (https://www.dhs.gov/homeland-security-presidential-directive-12).
4.4. The contractor shall be responsible for programming all components.
4.5. The contractor shall connect all devices, existing door hardware, magnetic locks, and strikes and ensure operability, free of failing to unlock/lock.
4.6. The contractor shall deliver and install all equipment at time of installation. No equipment shall be drop shipped to the customer. The Government will not provide storage.
4.7. Warranty. The contractor shall provide any original equipment manufacturer pass through warranty and standard commercial warranties applicable to the products being purchased at no cost. This shall apply to new, refurbished and remanufactured equipment.
4.7.1. Standard one year maintenance warranty. The contractor shall provide a one (1) year maintenance warranty plan prior to acceptance of this project per SON. 4.7.2. The contractor shall provide associated maintenance and upgrades to include spare/parts and emergency support worldwide, during the warranty period.
4.8. Training. The contractor shall provide total system operations/management/maintenance training following formal system acceptance. Training shall consist of operations, maintenance, advanced operational, management, and troubleshooting of the total system. This will include hardware operations, maintenance, troubleshooting, software operations and basic familiarization of proximity card readers and access control system equipment.
4.8.1. Training must be provided by a certified manufacture representative.
4.8.2. As a minimum, the contractor shall provide accredited on-site training for two Telecommunication Nodes staff members.
4.8.3. The contractor shall supply a soft copy of all equipment manuals, one copy of all software, and one as built wiring diagram of installation to use as part of the training. All manuals will be neatly labeled and assembled.
5.0. ON-SITE RESPONSIBILITIES.
5.1. The contractor shall conduct themselves in a professional, courteous manner, maintaining acceptable appearances and dress.
5.2. The contractor shall physically report in at the beginning of each day as well as check out and provide project status at the end of the day verbally (unless requested by email by the government POC) to the designated government POC during on-site installation.
5.3. The contractor shall be responsible for transportation to and from the jobsite as required. Building/area access will be provided to the contractor by the customer or an assigned contact.
5.4. The contractor shall maintain a clean and safe work environment. All unused materials, containers, tools and equipment shall be removed whenever possible, and all trash and debris shall be removed at the end of each day.
5.5. The contractor shall take all precautions to protect all floors, walls, windows, and other surfaces from stains, marring or other damage and shall be responsible for any necessary repairs.
5.6. The contractor shall acquire, assemble, deliver, and test all specified equipment and components to provide a fully functional system.

6.1. Hours of operation: 7:30am – 4:30pm, Monday-Friday (without Government escort). Weekend work requirements must be coordinated with the Government Representatives. Weekend work will require a Govt escort.
6.2. Project management/key personnel. The Contractor shall identify a primary and an alternate point of contact (POC) for all contract matters. The primary POC shall be the project supervisor, this individual holds the responsibility of accurate contract delivery. The POC shall coordinate and direct all Contractor resources for project success.
