Limited Source Brand Name Justification
1. Agency and Contracting Activity:
Office of Secretary of Defense, Defense Microelectronics Activity (DMEA).
2. Nature/Description of Action:
Approval is being requested for a new Firm Fixed Price contract to purchase 3D Systems’ ProJet 2500 Plus (3D Printer) and associated maintenance.
3. Description of Supplies/Services:
The contractor will provide DMEA with ProJet 2500 Plus Printer, associated software, installation and training, parts, and maintenance. The anticipated dollar value of this procurement is including options.
4. Authority Cited:
FAR 13.106-1(b)(1)(ii) Simplified Acquisition Procedures; 41 U.S.C. 1901. Contracting officers may solicit from a single source that specifies a particular brand-name item.
5. Reason for Authority Cited:
DMEA’s Quick Reaction Engineering (QRE) Branch (MEAB) procured its initial ProJet 3D printer made by 3D Systems to deliver printing capabilities meeting DMEA Engineering requirements. For the last 5-10 years, DMEA has utilized a material jetting based system and the 3D systems support software, the technology and processing required is well understood by the engineering team. The ProJet 2500 plus system is the latest update to DMEA’s current legacy system ProJet system, that offers additional performance and material options to meet DMEA’s growing demand and requirements.
6. Efforts to Obtain Competition:
This J&A will be posted to SAM.gov in accordance with FAR 13.106-1(b)(3) publication requirement.
7. Fair and Reasonable Cost Determination:
I hereby determine that the anticipated cost to the Government for this contract action will be fair and reasonable.
