About this file

This is a Determination & Findings (D&F) document authorizing a single-source acquisition for Flame-Ionization Detectors (FIDs) Gas Generator repair services. The contracting activity seeks full repair and refurbishment of two FID units—the FID-1000 (Serial Number: FVN7QJSL) and FID-2500 (Serial Number: K01RCMEG)—at a total cost of $25,271.32. The acquisition is justified under multiple regulatory authorities, including RFO 8.401 and GSAR 538.7104-3(a) for FSS Orders, RFO 11.204(a)(2)(ii) for Brand Name acquisitions, RFO 12.102(a) for Commercial Products and Services, and RFO 13.101(b) for Noncommercial Products and Services.

Parker Hannifin Corporation is identified as the sole source provider, being the Original Equipment Manufacturer (OEM) and exclusive authorized repair facility located in Haverhill, Massachusetts. The justification rests on Parker Hannifin's exclusive access to OEM-approved parts, proprietary diagnostic procedures, inspection criteria, and factory testing protocols required for complete system repairs and recertification. Additionally, repairs sourced from any other vendor would void manufacturer warranties and introduce operational risk to equipment safety and gas-generation reliability. This determination was confirmed via email dated September 9, 2026, and documented in the contract file. Contracting Officer Jennifer L. Blackford approved this determination on September 11, 2026, with authority derived from DAF Approval Authorities Matrix PM 26-C-11 Matrix Item 51.
