About this file
This is a Determination & Findings (D&F) document authorizing a single-source acquisition for calibration and preventative maintenance services. The Air Force Petroleum Agency's Aerospace Fuels Laboratory at Wright-Patterson Air Force Base is procuring nonpersonal services from Spectro Scientific Inc. for a one-year base period plus four one-year option periods to service two analytical systems: one MiniLab Series 153 (which includes five integrated components: MiniVisc 3050 Series, FluidScan Q1100, Spectroil Q100, and Lasernet Fines Elemental Analyzer Q230) and one Fuel Dilution Meter (FDM) 6000.
The contracting activity (AFLCMC/PZIBB) justified the single-source award under RFO 12.102(a) (Commercial Products and Services), determining that only one source is available. The market research findings establish that Spectro Scientific Inc. is the only certified vendor capable of providing calibration and preventative maintenance services for these specific instruments without voiding product warranties. A prior contract (FA860124P0138) was awarded to Spectro Scientific Inc. on August 26, 2024, for $29,107.00, though option year one was not exercised due to lack of funding and expired August 25, 2025. Contracting Officer Jennifer Blackford approved the determination on August 10, 2026.
