About this file
This is an RFQ evaluation addendum (Attachment 2 to RFQ FA301626Q0090) that establishes the evaluation criteria and award methodology for a commercial items procurement.
The Government will select the award recipient using a Lowest Price Technically Acceptable (LPTA) process. All quotations must include unit pricing for every line item in the Bid Schedule to be considered; failure to meet any solicitation requirement results in ineligibility for award. Technical evaluation uses a pass/fail rating system with two subfactors: (1) Contractor has a verified active Pearson Education Account Number, and (2) Textbook package/ISBN picture or literature documentation. Quotations receive an "Acceptable" rating only when they clearly meet all minimum solicitation requirements and include both a verified active Pearson Education Account Number and acceptable Textbook package/ISBN picture or literature. An "Unacceptable" rating is assigned if either technical subfactor is deficient. If three or fewer quotes are received, all will be evaluated for technical acceptability; if more than three are received, only the three lowest-priced quotes will be evaluated technically, though the Government reserves discretion to evaluate additional quotes in price order if deemed in its best interest. Price evaluation examines the lowest total evaluated priced, technically acceptable quote for reasonableness, with all costs including delivery and transportation included in the firm-fixed price. All unit and extended prices must be rounded to the nearest dollar, and extended prices must be divisible by the number of units proposed. The Government intends to award without quote revisions but reserves the right to conduct interchanges with quoters demonstrating the highest potential to provide best value, which may address technical or price matters.

RFO 52.212-2 Evaluation Commercial Items Addendum The following addenda applies to the provision:
(a) Basis for Contract Award. The award will be made to the vendor whose quotation represents the best value to the government using the Lowest Price Technically Acceptable (LPTA) selection process. Award will be to the responsible contractor whose quotation conforming to the solicitation will be most advantageous to the Government, technical acceptability and price considered. The solicitation requirements include all stated terms, conditions, representations, certifications, and all other information (as applicable) required by this solicitation. Unless specifically identified in your quotation, by submission of its quotation, the Offeror accedes to all solicitation requirements, including terms and conditions, representations and certifications and technical requirements, in addition to those identified as evaluation factors or sub factors. Failure to meet a requirement may result in a quotation being determined ineligible for award. It is the Government’s intent to evaluate quotations and award a purchase order IAW RFO 12.2. Only technically acceptable quotes are eligible for award and only quotes received from Quoters that provided unit pricing for ALL line items within the Bid Schedule will be considered.
The following factors shall be used to evaluate the quotations:
1. Technical Acceptability
2. Price
i. Technical Acceptability. The government technical evaluation team shall evaluate the technical quotations on a pass/fail basis for technical acceptability, assigning ratings of Acceptable or Unacceptable. Quotes will first be ranked by price, from lowest to highest.
If three (3) or fewer quotes are received, the Government will evaluate all quotes for technical acceptability. If more than three (3) quotes are received, the Government will evaluate the three (3) lowest ranked quotes for technical acceptability. However, the Government reserves the right to evaluate additional quotes for technical acceptability, if deemed to be in the Government’s best interest. If additional quotes are evaluated for technical acceptability they will be selected in the order of price. For the quote to be overall technically acceptable, the technical acceptability factor and each subfactor must be rated as acceptable. The failure of an Offeror to meet any or all technical criteria will result in a technically unacceptable rating and be ineligible for award.
A. Quotations shall be evaluated against the following subfactors:
Technical Subfactor 1: Contractor has a verified active Pearson Education Account Number Technical Subfactor 2: Textbook package/ISBN picture or literature
Technical Acceptable/Unacceptable Rating Method Rating Description
Acceptable
Quotation clearly meets the minimum requirements of the solicitation including the submission of all requested documentation. Contractor has a verified active Pearson Education Account Number and an acceptable Textbook package/ISBN picture or literature.
Unacceptable
Quotation does not clearly meet the minimum requirements of the solicitation including the submission of all requested documentation.
Contractor does NOT have a verified active Pearson Education Account Number or acceptable Textbook package/ISBN picture or literature.
ii. Price Evaluation. To determine price reasonableness, the Government will then conduct a price evaluation of the lowest total evaluated priced, technically acceptable quote. Price quotes will include all costs necessary for delivery, including transportation from the supplier’s shipping point to the Government’s delivery destination. Quoters whose price is determined to be unreasonable will not be considered for award. To be eligible for consideration of award, the total firm-fixed price shall include vendor’s contract line-item number (CLIN), unit price and extended prices (to include any discounts for the CLIN(s)). All unit and extended prices provided shall be rounded to the nearest dollar. Extended prices must be divisible by the number of units proposed.
The quote must accurately cover all items listed in the schedule. (Attachment 3).
Interchanges. It is the Government’s intent to award without interchanges. The Government may consider, throughout the evaluation, the “correction potential” of any quotes to this solicitation.
The judgement of such “correctional potential” is within the sole discretion of the Government and may be held with all, some, or none of the Quoters. If any aspect of a Quoter’s quote does not meet the Government’s requirements and is not considered correctable, the Quoter will be ineligible for the award. The Government may determine one or a few Quoters have the highest potential to provide the best value to the Government. The Government may conduct interchanges with those Quoters that, at the discretion of the Contracting Officer, have the highest potential to represent the best value. These interchanges may address technical or price matters, and any required RFQ documentation including any other matter in the evaluation process. Resolution of minor or clerical issues would not constitute interchanges, and the Government reserves the right to award the purchase order without the opportunity to revise quotes.
(b) Options—deleted in its entirety.
