Statement of Need
Integrated Library System (ILS) / Library Services Platform (LSP):
Must be FedRAMP approved Must be a secure web-based/cloud-based system (for PII/PHI & library licensing legal considerations) Must include the following components: resource sharing/interlibrary loan, cataloging, circulation, link resolving, analytics/reports, electronic resource management (automatically update from vendors not manual), discovery (search)
Aimed at academic / medical library needs (not public library needs) Discovery (search) must be vendor neutral and not use code to put a vendor at the top of a search results over another vendor Discovery (search) should have the option of basic and advanced search and pull results from print, electronic and open access (free) resources Allow for inside the system journal/book/database duplication (“overlap”) analysis customizable report (assists with budget decisions and collection development) Configure scheduled automated reports daily, weekly, monthly, annually Must work together with SpringShare and OpenAthens products Must show library staff if an item can be used for interlibrary loan for copyright purposes The system must be able to manage licenses and amendments, including attaching digital versions Must automate journal access set up & track the journal subscription process, cost, renewal and cancellation The system must enable license terms to be displayed to users. Library needs to be able to configure terms and any labels System must provide users with the ability to link directly to full-text content.
It must be possible to restrict access to specific resources to pre-defined groups of users Automated workflows to notify staff when to complete an action Include a customizable search option that can be embedded into a webpage and also be a standalone feature Support setting up trials for electronic content and to evaluate e-resources before purchasing;
allow user feedback Allow staff to log in based on role and location Allows for multiple means of authentication (verifying patron access) Must be intuitive for library staff administrative behind the scenes functions Allow continuous updates as needed Must provide monthly updates on electronic content from publishers/vendors Be able to allow and support cataloging record uploads in multiple formats Offer shared catalog records with other libraries (no additional cost)
Support ANSI/NISO z39.83 for cataloging Offer calendar to set up library operating hours Allow for file transfer to upload patron accounts from other systems Allow staff to set up rules for materials checkout, and user notices; staff must be able to do on demand notices also Aust support offline circulation if outage occurs Comply with following ISO standards: 22301, 27001 (security), 27017, 27018 Support COUNTER5 and SUSHI data sets Must support RFID tags, and software etc for inventory purposes Provide set up training and a training testing component for staff to practice Product support to assist library staff in our region Ability to run real time reports (does not take hours-days to retrieve report) and offer a report dashboard that can be bookmarked for easy staff access Comprehensive reports (customizable) to gather user statistics and cost per use Reports must be embedded, sharable, be printable, offer data visualization, exportable, and show trends (available in multiple formats) Must be able to allow for document delivery within the system to users Must be able to incorporate data imported from external sources
