About this file

This is a Requirements/Specification Document from the National Institute of Standards and Technology (NIST) for the procurement of Type N and 2.4 mm power transfer standards compatible with microcalorimeters. The Communications Technology Laboratory's Radio Frequency Technology Division is acquiring these items as part of an agreement with the Navy Primary Standards Laboratory. Eight items are specified across two connector types: four Type N variants and four 2.4 mm variants. Type N items include three impedance-matched units (quantity 3 each), plus one each of open-circuit, short-circuit, and mismatch-circuit configurations. The 2.4 mm line mirrors this structure with identical quantities. Each impedance-matched unit must feature a 50 Ω coaxial interface, RF termination operating from DC to 18 GHz (Type N) or DC to 50 GHz (2.4 mm), reflection coefficient magnitude less than 0.10 or 0.15 respectively, maximum input power of at least 20 dBm, a DC heater with four-wire lead configuration and 400–600 Ω resistance, and a thermopile with minimum sensitivity of 150 mV/W. All units require an NTC resistor, DC connector, dimensions under 90 mm × 30 mm × 30 mm, mass under 150 g (Type N) or 120 g (2.4 mm), and a 1.5 m compatible cable. Variants replace the RF termination with open-circuit, short-circuit, or partial reflection/dissipation elements.

Vendors must possess an active Export Control Classification Number (ECCN) and an active Unique Entity Identification Number (UEI) on SAM.gov at time of award. Delivery shall be completed within 4 months of contract award to NIST-Boulder at 325 Broadway, Boulder, CO 80305, with partial delivery acceptable. Acceptance is not expected to exceed 7 business days. The document marks all ancillary services as not applicable, including installation, training, calibration, maintenance, facility utilities, government-furnished materials, and travel requirements. No warranty, option periods, or electronic media deliverables are specified.
