About this file
This document is a Statement of Work (SOW) for the procurement of five medium voltage pad-mounted transformers for Vandenberg Space Force Base (VSFB). The transformers must meet specific electrical requirements, including stainless-steel construction, dead-front configuration, and compliance with the latest Department of Energy efficiency standards. The contractor shall furnish all labor, transportation, and other requirements necessary to obtain the equipment. The transformers must be delivered to the specified address at VSFB. No government-furnished property or services are provided, except for initial medical treatment for life-threatening emergencies. The contract opportunity is solicitation number FA4610Q0222, issued by the Department of the Air Force Space Command, for the purchase of the required transformers. The unique stainless-steel requirement limits the number of companies capable of fulfilling the purchase order.

POWER TRANSFORMERS
8 AUGUST 2024
1.0 BACKGROUND
This contract requires the contractor to purchase five medium voltage pad-mounted transformer for the replacement of equipment that is approaching end of life service located at Vandenberg Space Force Base (VSFB).
2.0 DECRIPTION OF WORK
The contractor shall furnish all labor, transportation and other requirements necessary for obtaining the equipment described in section 1.0. The pad-mounted transformers shall have the following voltage ratings:
• 122.5 KVA, 208Y/120, 12 kV
• 150 KVA, 480Y/277, 12 kV
• 300 KVA, 480Y/277, 12 kV
• 500 KVA, 480Y/277, 12.47 kV
• 750 KVA, 480Y/277, 12 kV
In addition, the transformers shall meet VSFB electrical requirements below:
• All stainless-steel construction (includes tank, cabinet, base, radiators, fasteners, hinges, etc.), stainless-steel grade shall be 304L or 316L (if available).
• “Pentahead” cabinet locking mechanism/device.
• Dead-Front construction (HV-200A load break elbows with shield adapters).
• Externally clamped LV bushings with threaded copper stud for full load current below 2,100.
amperes – NEMA spades shall be provided per ANSI hole requirements.
• Radial feed or Loop feed
• Loop feed must be reviewed and approved by the government.
• KVA Rating: As required.
• Primary Voltage: 12.0 kV Delta for Main and North Base and 12.470 kV for South base
• Secondary Voltage: As required.
• 3-Phase Transformer.
• Frequency: 60Hz.
• Windings: HV/LV copper
• Mineral Oil-filled (Non-PCB): Type FR-3 Fluid.
• Standard impedance.
• Mild steel high-voltage/low-voltage compartment barriers.
• Cooling fins.
• Proper grounding provisions.
• Dial type gauges for oil temperature, liquid level and pressure/vacuum.
• Bay-O-Net fuses & current-limiting fuses: properly sized – additionally, the transformer should be equipped with three spare fuses.
• Two-position “ON/OFF” load break primary switch
• 5-position tap changer: (-5%, -2 ½ %, 0, +2 ½ %, +5%)
• Automatic pressure relief device mounted on the terminal compartment.
• Oil drain valve with sampling device, and an oil-fill/oil-level plug.
• Nameplate and NEMA safety labels: include a “UL Listed” symbol on ratings label and nameplate.
• Compliant with 2016 DOE Efficiency Standard.
• Four (4) lifting lugs.
• Entire exterior of the pad-mount transformer and terminal components shall be painted with a
Munsell-Green, outdoor color-finish.
• Guaranteed to have an average coil winding temperature of 65°C rise over an average ambient air temperature of 30°C when operated at rated voltage and load conditions.
• Provide DGA test to verify conformance to performance requirements as outlined in the latest revisions of ANSI C57.12.00 and ANSI C57.12.90.
2.1 Delivery Location
Contractor shall deliver the purchased equipment to the address below:
1172 Iceland Avenue
Building 11439 Electric Shop
Vandenberg Space Force, CA 93437
3.0. GOVERNMENT-FURNISHED PROPERTY AND SERVICES
No property or services shall be provided under this contract, except as noted below. All other items needed to fulfill the requirements of this contract are the sole responsibility of the Contractor.
3.4 Medical Response Services

It shall be the responsibility of the Contractor or Contractor employee to seek continued medical treatment, if needed. The Contractor or employee shall reimburse the Government for all Government-provided medical services. The emergency phone number is 606-3911 (LE Desk).
4.0 Main Base Access Requirements
Current security access restrictions at the Santa Maria Gate (Main Base entry gate) require all Contractor vehicles (that are the size of a standard bread delivery truck or larger) to enter only through the Lompoc Gate (located at intersection of Santa Lucia Road and Pine Canyon Road). There is a vehicle check pull-off area at that gate and the Contractor may be required to submit to a vehicle search prior to gaining
