About this file
This document is a Statement of Work (SOW) for the replacement of a backup steam boiler at the Mexican Fruit Fly Rearing Facility (MFFRF), Building 6418, located at Moore Air Base in Edinburg, Texas. The existing 20 horsepower (HP) natural gas boiler, installed in the 1980s, is malfunctioning and obsolete.
The SOW requires the contractor to remove and dispose of the existing boiler, and furnish and install a new 40 HP, 1,339 Thousand BTU per hour steam boiler package unit. The new boiler must include a 60-gallon feed water tank, two boiler feed water pumps, and a blowdown separator with aftercooler. The contractor must also prepare the area, modify the existing steam header, install the new boiler and connections, furnish and install a new vent stack, modify the gas supply line, provide new piping and valves, and perform boiler boil-out procedures. Additionally, the contractor must provide a new carbon monoxide monitor/alarm to interlock with all boilers. The work must be performed by ASME-certified technicians in compliance with all applicable federal, state, and local codes and standards.

Statement of Work for
Building 6418 Back-Up Steam Boiler Replacement April 5, 2024
1.0 PROJECT: Building 6418 – Mexican Fruit Fly Rearing Facility – Back-Up Steam Boiler Replacement.
2.0 LOCATION: U.S. Department of Agriculture (USDA), Animal and Plant Health Inspection Service (APHIS), Plant Protection Quarantine (PPQ), Field Operations (FO), Building 6418 Mexican Fruit Fly Rearing Facility (MFFRF) – Boiler Room, Moore Air Base (MAB), 22675 N. Moorefield Road, Edinburg Texas 78541
3.0 BACKGROUND: Moore Air Base, building 6418 Mexican Fruit Fly Rearing Facility (MFFRF), Mexican Fruit Fly Program’s overall goal is the eradication of Anastrepha ludens from the Lower Rio Grande Valley in Texas and the northern municipalities of Tamaulipas, Mexico. Eradication will be followed by the establishment and long-term maintenance of a functional barrier to keep these areas free of Mexican fruit fly. The Mexican Fruit Fly Rearing Facility can produce 160 million sterile flies a week to service the entire Rio Grande Valley’s citrus Mexican Fruit Fly eradication program.
The existing Sellers back-up steam boiler, S.N.: 101604, 20hp, natural gas, located in the building 6418 boiler room, provides building 6418 with back-up emergency steam boiler redundancy providing process steam for sanitizing (killing) the, (Anastrepha ludens), fly larvae that are not of quality standards, environmental humidification, and environmental heating. The environmental heating is critical to maintain target temperatures for Mexican Fruit Fly’s larval rearing environmental control for successful production of flies. Without the environmental heating, specimen production ambient temperatures can be too cold in winter and ruin the critical stages of the Mexican Fruit Fly’s development, causing the loss of production which in turn is a loss of production hours, projects, and taxpayer/stake holder dollars.
The existing Sellers back-up boiler was installed when the building was first built in the mid-1980s. The boiler is now 30+ plus years old, dilapidated, malfunctioning, and its replacement parts are now obsolete.

4.1.1 Isolate and secure all energy sources to the existing Sellers boiler.
4.1.2 Disconnect existing Sellers steam boiler and related equipment.
4.1.3 Remove existing corrugated sheet metal from building 6418 boiler room as required to facilitate the removal of the existing Sellers boiler and installation of new boiler. Contractor shall reinstall the corrugated sheet metal after the new boiler is installed such that the space is watertight.
