About this file

This document is a Statement of Work (SOW) for a construction project to replace the HVAC system in animal rooms at the USDA-APHIS National Wildlife Research Center in Hilo, Hawaii. The project is a small business set-aside with an estimated value between $250,000 and $500,000, targeting NAICS code 238220 for Plumbing, Heating, and Air Conditioning Contractors. The project requires furnishing and installing all labor, materials, and equipment according to contract drawings and specifications dated March 28-29, 2024.

Key project details include a total project timeline of 220 calendar days, with 80 days for submittals and material acquisition, 110 days for construction, and 30 days for commissioning and closeout. Special scheduling requirements mandate that only one HVAC system can be shut down at a time, with strict coordination requirements for heating system outages. The project involves a third-party Commissioning Agent (Coffman Engineers), and the primary government contacts are Jim Roloff (Contracting Officer), Gordon Limbaugh (Engineering Project Manager), and Larry Maybon (Contracting Officer's Representative).
