Biscayne National Park
STATEMENT OF WORK (SOW)
Tree Trimming
NATIONAL PARK SERVICE
Contractor shall provide all labor, supervision, material, tools, equipment, supplies, transportation and incidentals necessary to trim hazardous trees at the headquarters, residential housing areas, maintenance yard, Dante Fascell Visitor Center (VC) and the VC parking lot within Biscayne National Park Convoy Point.
Hours of Operation: Monday through Friday between the hours of 7:00 am to 3:30 pm. Any days or hours outside the primary work schedule will have to be requested in advance and approved by the Contracting Officer’s Representative (COR) in advance. If there are any schedule delays due to lead time of materials notify the COR immediately. Weekend and holiday work will not be permitted, unless tree removal falls behind schedule due to inclement weather, equipment problems, etc. with the prior approval of the COR
Hurricanes: The government requires closing of operations between 72 and 48 hours of anticipated landfall of a tropical storm or hurricane as determined by the National Park Service. If applicable, all materials will be adequately secured or removed from the site within that time frame.
Key Personnel: The awardee shall have an on-site ISA certified arborist and superintendent/foreman present at all times while work is being performed.
Tasks include (but not limited to)
1. Prune Trees.
2. All material and waste removed or generated by work of this contract shall be properly disposed of offsite daily.
3. Contractor shall verify the quantity of materials needed to complete the task identified.
4. Contractor will provide a work site and environment that is safe for employees, visitors to the park, and NPS staff. The work area will be cordon off and secure.
5. No company signs shall be installed on government property. Smoking and eating will be performed in areas designated by the park. Employees shall always wear appropriate clothing and visible identification. Identification may be in the form of t-Shirt with company name, badge, hard hat with company name, etc.
6. Contractors will notify the COR of scheduled site visits to ensure access to secure areas.
7. The contractor shall notify the COR of any schedule changes or delays.
8. Contractor will confine the staging of materials, equipment, and vehicles, and all other operations in connection with this contract to areas designated by the COR.
9. Inclement weather in town does not necessarily mean inclement weather at the park.
Contractor shall still notify the COR by 7:00 am of any intention to cancel for the day.
10. Contractor shall utilize Miami Dade County best practices and guidelines to trimming and pruning.
11. Contractor shall follow mangrove trimming guidelines in accordance with Mangrove Trimming and Preservation Act and the Florida Department of Environmental Protection guidelines.
12. All trees and palms are to be trimmed to ANSI A-300 standards and an ISA certified arborist will be on-site for all tree cutting operations.

13. Most of the work needed is upper crown thinning, these trees have been over lifted in the past and the crowns have been allowed to overgrow. Correcting this overgrowth for lessened wind load and long-term health and safety of the trees is the paramount reason for the issuance of this contract.
14. Stub cut branches will be corrected.
15. Crossing and rubbing limbs will be corrected be selectively removing one of the two crossing limbs.
16. Deadwood will be removed.
17. All Palms in areas 1 through 9 will have dead fronds removed, will be cut 9-3 cut, and seed pods removed.
Refer to Map (found in Atch 3) for areas:
(1) BISC Visitors center
• Prune all trees and palms to create a better view, thin lower vegetation.
(2) Visitors center Parking & Maintenance Yard
• Prune all trees and palms. Prune trees by lifting, thinning, removing dead wood and light clearance.
(3) Visitor Center Parking (North)
• Prune Mangroves by vista pruning to create windows.
(4) Visitor Center & Bridge area
• Prune all trees and palms. Prune trees by lifting, thinning, removing dead wood, building clearance and sign clearance.
(5) Visitor Center walk towards Jetty
• 25% Height reduction of all vegetation along water’s edge on both sides; to provide increased ocean view.
(6) Headquarters (Rear)
• Prune all trees, palms, and Mangroves. Prune trees by lifting, thinning, building clearance and to regain property line.
(7) Headquarters Waterfront
• Prune all trees, palms, and Mangroves. Prune trees by lifting, thinning, removing dead wood and dock clearance.
(8) Headquarters Parking
• Prune all trees and palms. Prune trees by lifting, thinning, removing dead wood and light clearance.
(9) Headquarters Housing
• Prune all trees and palms. Prune trees by thinning, removing dead wood and building clearance.
Quality Assurance: The COR will perform unannounced routine inspections to evaluate the contractor’s performance in accordance with the statement of work. The contractor shall develop and maintain a quality control program to ensure services are performed in accordance with commonly accepted commercial practices. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. At a minimum, the contractor shall develop quality control procedures addressing the critical areas identified in this statement of work. Any damages by the contractor will be fixed and repaired at no cost to the government.

Safety Plan:
1. Proposals must include a site/project specific written safety and accident prevention program containing the following:
a. Name of responsible supervisor and ISA certified arborist to carry out the program.
b. Site specific information including emergency response contact information and emergency response protocols.
c. Provide and submit a safety plan outlining your safety program specific to this site before beginning work.
d. Outline of each phase of the work, the hazards associated with each major phase, and the methods proposed to ensure property protection and safety of the public, National Park Service personnel, and Contractor's employees.
e. Hazardous materials (HAZMAT) to be used (if applicable)
i. Copies of safety data sheets must be provided to the parks
ii. Storage of HAZMAT
f. Heavy equipment operations (if required)
g. Equipment operations
h. Personal protective equipment
2. The contractor shall provide a safe and workplace for all employees while on NPS site and ensure all CDC guidelines are being followed.
3. The contractor shall follow all Occupational Safety and Health Administration (OSHA) requirements, EPA, Federal, State, and local safety, and health requirements.
4. The contractor shall report all accidents to the Contracting Officer as soon as possible and assist the Contracting Officer and other officials as required in the investigation of the accident.
5. The contractor shall provide a level of public safety commensurate with exposure at NPS worksite.
6. The contractor shall comply in rectifying all unsafe or unhealthful conditions called to his attention by the contracting officer.
7. The contractor shall allow for informal and formal, announced, and unannounced safety inspections by the COTR and the appropriate safety officer at the worksite.
OTHER UNIQUE REQUIREMENTS: The contractor shall identify and avoid any nests in shrubs and trees prior to cutting, look for and avoid any ground nests or eggs when trimming trees, and report potential nests and downed nests and injured wildlife to the COR.
