Question #1: What is the approximate number of trees in each of the nine areas that need to be serviced?

Answer: The number is unknown. Not every tree/palm will need to be serviced. Contractors are welcome to come visit the park between the hours of 7am to 5 pm.

Question #2: Does the government have an approved plan with the county/state agencies in regard to permitting for the thinning of the mangroves? A 25% reduction of existing mangroves is an aggressive thinning project which may not be permitted through the county and/or applicable environmental offices without prior approval.

Answer: The park has an approved permit to trim mangroves by 20%.

Question #3: What is the approximate acreage of the areas requiring this work?

Answer: Around 4.5 acres.

Question #4: Regarding the work site boundaries, can you provide more precise details regarding the work site boundaries? The current descriptions seem vague, making it difficult to determine the exact areas that require work.

Answer: See Question #6

Question #5: Regarding the tree removal, the scope mentions the removal of "deadwood," but there are also dead or dying trees in the park that may require complete removal. Should these trees be addressed as part of the project, or are they excluded from the current scope of work?

Answer: Only the deadwood would be required. The park will address any dead or dying trees.

Question #6: Regarding the areas adjacent to the water (such as area #3), will the work need to extend beyond the waterline? If so, can you clarify the extent of the work required in these zones?

Answer: The only areas that will need work done beyond the water line are highlighted in red in the image below.

Question #7: What is the expected start date for this project?

Answer: No later than two weeks after the award date.

Question #8: Can the General Foreman be a certified arborist, or do I have to have a certified arborist and a general foreman on project at all times?

Answer: The general foreman can be the certified arborist.

Question #9: Will mangroves be permitted to be trimmed by boat, or will the contractor be required to wade into the water? This would seem less safe and more of a liability, but a question that certainly needs to be clarified.

Answer: Yes, mangroves can be trimmed my boat.

Question #10: Is the 45 days start to finish including weekends (Saturday Sunday) or 45 actual working days? 45 actual working days would be 9 weeks of work, can you please clarify?

Answer: The expected period of performance is no more than 45 days including weekends, however, no work will be performed on weekends unless work falls behind schedule due to inclement weather, equipment problems, etc. with the prior approval of the Contracting Officer Representative (COR)

Question #11: Is it the contractor's responsibility to pull the permits for the mangroves or is that completed by your agency?

Answer: That is completed by the National Park Service.

Question #12: Will we be permitted to leave any of our trucks and equipment like a chipper and the truck there or will that have to be removed every evening?

Answer: Yes, equipment can be stored in designated areas. Those areas will be identified after the contract has been awarded.

Note: Any answers or clarifications that add to or change any information currently in the statement of work (SOW) will be incorporated before award. Acknowledgement of these answers demonstrates offeror’s receipt of updated info.
