National Park Service Fort Frederica National Monument
Statement of Work (SOW) Keys/Cores
Project Description: The work of this contract consists of replacing and installation of a new physical security system of cores, keys, locks, locksets and hardware for Fort Frederica National Monument. The contract and scope of work will replace the existing Best six-pinned system for approximately 63 doors and 15 padlocks.
This project will consist of a base project and one optional line item. The base project includes a master key plan, cores, locksets, related hardware, and training. The base project is to provide and install the latest security core system for all key controlled access locations and consists of the following requirements:
1. Master Key Plan: Contractor shall field verify the park’s inventory of locks, conduct site visits, and hold meetings with stakeholders in order to develop a master key plan that meets the managements goals for hierarchy. Contractor will field assess the park to complete inventory of the cores, locks and locksets to be replaced.
2. The plan shall address access for permanent staff, seasonal employees, interns and volunteers and shall be submitted to the Contracting Officer’s Representative (COR) for review and approval.
3. Contractor shall replace all locksets, deadbolts, padlocks, and any other hardware that accepts a Core. Park request as a unit cost for each style, type and finish.
4. The work shall include removal of old hardware and installation of new and shall be keyed according to the master key plan. Please list each type of lockset or deadbolt anticipated to be used for this contract, estimated quantity, unit cost installed and submit as an attachment to the required forms for your quote.
5. Cores: Contractor shall supply and install new cores compatible with a comparable lock system / hardware and keyed in accordance with the new master key plan. Each new core made part of the system shall be provided with a minimum of 6 keys regardless of the actual need identified in the master key plan.
a. Small format interchangeable cores (SFIC) should be used.
b. Cores will have these standards:
c. Tight tolerances to provide the highest level of mechanical security and enhance the integrity of the lock
d. 6- and 7-pin options to allow for a hybrid solution and ensure greatest number of

e. Masterkeyed shear lines allow you to build multi-level access
f. Brass alloy construction that is tough, strong and corrosion-resistant
g. Individually capped chambers for easier maintenance and service
h. Constructed pin segments that help control tolerance and quality
i. Stringent quality control that ensures every part of the core and lock meet our industry-high standards
j. Premium core, constructed from corrosion resistant brass alloy
k. Color of core to be dark bronze coated, or similar
l. Industry standard, commercial grade entry certified
6. Padlocks: Contractor shall replace all padlocks park wide with new and provide a minimum of 6 un-cored locks of each type to be used for future replacements.
7. Keys: Contractor shall provide the following: a minimum of 4 core keys, 20 Grand Master Keys, 35 Sub-Master Keys, and 6 keys for each core.
a. Key stamping will be provided for each key.
b. Model 1aP keys will be utilized (premium keys)
8. Training: Training shall be scheduled with the COR.
All items removed as a part of this contract are the property of the government and shall be turned over to the COR or designated representative during or prior to project closeout.
Hours Of Operation: The contractor's normal working hours shall be confined to 7:30 am and 4:30 pm - Monday through Friday. No work will take place on weekends or on official government holidays without prior notice and approval from the COR.
Housekeeping: All trash shall be cleaned up daily, at the end of each workday and placed in an area designated by COR.
Field Verification: Field verify quantities/sizes, equipment needed and obtain COR for approval before ordering materials.
Optional Item/Bid Additive: (Line Item 0020): Provide pricing for 1 unit of programmable, electronic locksets designed with cores and keys capable of electronic programmable access and data logging access for certain locations within the park. These devices that are proposed should be operable without hardwiring to an electrical system; and installed in specific locations such as personnel files, telecommunication, cultural resource rooms and other high security areas as identified in the master key plan. This electronic lock and core system shall be programmable, auditable and compatible with the new system, whereas it would accept the same key and core as the rest of the system.
