Question #1: Do you have a control key for every lock?

Answer: Every lock is to be incorporated into the proposed control system per the parks access level requests within the Key Control System hierarchy. All cores will be managed which will be managed by a single “Core Key”

Question #2: Did you want all the locks brand new or just rekeyed? We saw locks that probably need to be replaced, but I want to make so we can include the new locks in the price, instead of just and IC core.

Answer: According to the statement of work, all lock hardware is to be replaced

Question #3: The SOW specifies 6 keys for EACH lock, does that mean each individual lock needs to have 6 keys and labeled?

Answer: Each core will have “at a minimum” of six keys. Vendor will meet with the park and design a key core hierarchy. Each core will have an identifier that corresponds with the key to operate that core.

During the hierarchy setup, the number of keys will be specified for each core. The total number of keys for this project will be 125 including 4 core keys.

Question #4: Could we get blue prints of the park?

Answer: Blueprints are not provided due to the layout of the National Monument. If permissible by the CO, contractors can schedule another site visit to draft field drawings. Alternatively, interested vendors can utilize the web to locate facilities within the park.

Question #5: At the site visit, a common key was mentioned, it looks like 7 building around the park, did you want them all to have the same key( excluding the master key, you will have one key that will open every lock) did you want all the building to have the same common key, or each building rekeyed to its own key? I know the specified doors that need their own key, but the buildings, how would you like that done?

Answer: The locks and cores within the key core system will have a hierarchy. Vendor is encouraged to utilize an access level software system to generate a hierarchy to accommodate the parks wishes for access to each facility. For example, A grandmaster will open all cores, A Submaster 1 key may open all cores except for housing, curatorial, and black powder.

Question #6: At the site visit, I only saw 4 pad locks, in the SOW, it specifically asked for 15 pad locks, did you still need 15? Or just 4?

Answer: Please adhere to the SOW. 15 padlocks are required and vendor should be prepared to core the padlocks and install the hardware (where appropriate). In regards to padlocks, please be aware, black powder storage has guards to prevent bolt cutters access, please ensure the two padlocks for this area meet NPS standards.

Question #7: We noticed that the SOW mentioned installation in a few places. We have completed similar projects, and have provided training and on-site support, but have not provided the actual installation of the locks. Can you please clarify the expectation as it pertains to installation of the locks?

Answer: This project is for the complete replacement of Locks and Cores. Please plan to replace all existing hardware associated with the lock and core system.

Question #8: Can you explain the option item?

Answer: The park requested an estimate for the cost per unit for the installation of battery powered keypad locks that also receive the core for the specific access level. This will help the park determine if battery powered locking mechanisms with key cores and a key pad are feasible for entry into specific buildings. Your estimate should include the cost of the electronic lock and installation minus the estimated cost to replace in kind.

Note: Any answers or clarifications that add to or change any information currently in the statement of work (SOW) will be incorporated before award. Acknowledgement of these answers demonstrates offeror’s receipt of updated info.
