Statement of Work
Scope of Requirement
The U.S. Fish and Wildlife Service (FWS) requires the services of a contractor to design, fabricate and ship 308 entrance signs of various sizes. These specifications describe the need for graphic design, fabrication, shipping and warranty. Sign types will include entrance signs, footers, secondary entrance signs, and welcome signs to help recreational users feel welcome and orient them to FWS lands. The contractor shall be responsible for providing all labor, supplies, and equipment specified herein to complete the Statement of Work.
Introduction
The U.S. Fish and Wildlife Service’s National Wildlife Refuge System requests proposals for sign design and fabrication to support recreational visitors accessing Service lands.
Background
Signs are frequently the first things visitors see when visiting U.S. Fish and Wildlife Service lands. They are important for branding our identity, providing a welcoming experience, ensuring public safety, and minimizing or avoiding wildlife and habitat disturbance. Signs are one of our most effective tools for offering quality customer experiences, sharing key messages with the visiting public, sharing key resource messages, and assisting with navigation both off- and on-station.
An effective sign system enhances our public image and identity. Signs need to share clear messaging and information, be simple and understandable to visitors, and respond to visitors’ needs and interests.
Signs are a standard tool to help visitors find their way, understand rules and regulations, and learn more about a site.
Goals of the Service sign program are to:
• Contribute to quality customer experiences on our lands.
• Increase brand recognition and identity.
• Communicate key messages and information.
• Establish a uniform and consistent appearance and format for signs on all Service lands and buildings.
• Establish a uniform sign plan and inventory strategy.
• Adhere to all regulations in the Manual for Uniform Traffic Control Devices (MUTCD) and national accessibility requirements.
• Improve the graphic and aesthetic quality of all signs.
• Increase the effectiveness of communicating to diverse audiences.
• Reduce accidents and personal injuries on Service lands.
• Develop a cost-effective program.
• Develop a sustainable and environmentally sound sign program at all levels.
• Minimize the amount of signage to reduce wildlife and habitat disturbance
Overall guidance and specifications for the Service sign program is found in the Fish and Wildlife Service Sign Handbook, with the exception of colors and fonts. Those will be similar to the examples below. All signs must meet retro reflectivity and other standards under the Manual of Uniform Traffic Control Devices (MUTCD). For this project, the Service has identified four different sign types:
• Entrance signs (96”x48”): Identify Service lands at primary entrances.
• Footers (96”x12” or 96”x24”): Signs attached below entrance signs that provide additional information, such as hours, partners, or directions,
• Secondary entrance signs (48”x24”): These are typically smaller than main entrance signs and designate access points or other less visited sites within a field station.
• Welcome signs (72”x36”): These include a standard Welcome design with a secondary graphic
(blue goose).
Specific details on numbers, sizes, and materials are found in Attachment 1.

EXAMPLE: Blue Goose/Welcome sign (72 x 36, front and back)
Scope
The contractor shall provide graphic design according to Service standards and templates, fabrication, shipping and warranty to deliver four types of signs to field stations across the country (see Attachment 1 with locations and sign types). All signs will be fabricated in ¾" HDO Plywood or .080 Aluminum, as specified in Attachment 1 and the below minimum materials specifications found on Pg 6).
The Contractor must meet all federal contracting regulations aligned with the project.
Contractor proposals shall include:
1. An overview of the vendor’s understanding of sign types, materials, and design according to U.S.
Fish and Wildlife Service guidelines and specifications.
2. Document experience in sign graphic design, materials, fabrication, and shipping to multiple locations
3. Technical expertise of the team that demonstrates ability to meet the technical specifications articulated in this document and the requirements of the Manual of Uniform Traffic Control Devices.
4. References from three different clients with similar projects. Vendor shall include a minimum of two full-color images from each project that demonstrates vendor’s work for each client.
5. Description of warranty on materials and workmanship.
6. Description of project management based on multiple orders over a period of time.
Tasks
The tasks to fulfill the scope of work include:
• Provide full design and layout for signs (see attached spreadsheet for individual sign specifications).
• Fabricate signs per order to Service specifications
• Drop ship to multiple locations in the United States, including Alaska (locations in attached spreadsheet)
• Ensure warranty work is completed.
Deliverables
1. Contractor shall fabricate signs based on Service priority order and according to Service specifications for materials, workmanship, and graphic design using FWS-specific theming-based branding guidelines and user-centered design principles
2. Wrap, package and ship to multiple locations, including Alaska.

7. Contractor begins fabrication 7 months after award
8. Contractor ships signs to destinations 11 months after award
Delivery Date The delivery date is one year from date of award.
Place of Performance
The work will be performed at the Contractor’s site. Coordination meetings shall be via telephone and virtual meeting platforms, including but not limited to Microsoft Teams and Zoom.
Information Security Requirements
The contractor shall be responsible for handling information in a safe and secure manner including maintaining all imposed restrictions for computer access, security provisions, file sharing, and document safeguards.
Government Provided Materials and Services
Government will provide animal illustrations and baseline template for a one welcome sign, two differently sized entrance signs, and footer signs. Sign designs similar to examples shown in background.
General Information
Services, Materials and Equipment:
Services: The Government will provide teleconference and virtual meeting (i.e. Microsoft Teams) services for all non-face to face meetings with the contractor.
Contractor proposals will be evaluated on their ability to demonstrate
1. Ability to provide high quality layout and design for different sign types.
2. Ability to meet specifications for fabrication.
3. Ability to effectively, wrap, ship and deliver different sign types.
4. Length of warranties for materials
5. Length of warranties for workmanship.
6. Positive client references.
Minimum Materials Specifications:
High-Density-Overlaid (HDO) ¾″ plywood
• Panel must be fabricated from HDO plywood, 60-60 non-oiled resin impregnated fiber, black in color.
• All Douglas fir exterior, marine grade, to meet product standard PS1-83; or all exterior plywood PS1- 83 group 1, with B grade veneers on both sides.
• Each panel should be edge-branded marine grade HDO EXT PS1-83; or HDO B-B G I EXT PS1- 83, 7 PLY.
• Panel must be 5/8″ thick unless otherwise specified. Panel dimensions must have a tolerance of +. 125″
• Panels must have 0.187″ safety corner radius unless otherwise specified.
• Edges must be rounded or beveled to a radius of 0.09375″.
• All surfaces must be flat and smooth. Core gaps should be filled with polyester body filler, Bondo, paintable silicone caulk, or some other filler of equal quality. Finish sand all edges and the panel face.
• The back surface must be sanded with 50–60 grit sandpaper.
Aluminum
• Panels must be fabricated from aluminum 6061-T6 or T3 alloy as per ASTM B209, to meet or exceed standards as specified in FP-85 Section 71 9.03.
• Surface of panel must be commercially flat and free of buckles, warps, dents, cockles, burrs, and any fabrication defects.
• Panel thickness must be 0.080 (signs over 3 feet in length) or 0.063 (signs under 3 feet in length) depending on type of sign.
• Dimensions for panels must have a tolerance of +0.125″.
• No cleats or joints are permitted for panels up to 900 square inches with no dimension greater than 30″. All other panels must require reinforcement using a metal framework.
• Panels must have corners with a safety radius of 1″ unless otherwise specified
Vinyl Sheeting/Reflectivity Signs must use Engineer Grade Reflective Sheeting (e.g. High Intensity Prismatic (HIP) 2900 series vinyl or equivalent).
