Solicitation 140F1B23Q0013 Amendment 0001 Questions (Q) and Answers (A):

Q1: When printing the regular Brown and the new Blue plywood signs for the kick/start program we always paint the edges on all the signs and the backs of the single sided signs either blue or brown. Would that be the same for this quote?
A1: Yes, we would want the sides/backs painted.
Q2: We are going to bid this project with some modifications and stipulations as it would be impossible to forecast exact shipping costs, raw material costs and supply chain issues so far in advance. Would a formal quote with details attached be acceptable?
A2: This will be a firm fixed price contract. There will be no price escalations or requests for equitable adjustments after award. Contractor shall ensure their quote adequately covers shipping costs and raw material costs. There does not seem to be major supply chain issues at the current time. Should there be supply issues after award, that issue will be considered at that time. Per the statement of work in the solicitation, contractor shall ship all signs not later than 11 months after award and all signs must be received by the station not later than one year from date of award.
Q3: Would a partial payment be made to the awarded vendor once approved for production?
A3: No; payment will be made for work completed, after it is completed and inspected (no damages) and received by the government.
Q4: Once shipments begin to the sites would monthly invoicing be allowed?
A4: Monthly invoicing is allowed but only for work completed, inspected and received by the government.
Q5: As we produced all of the new Blue Entrance signs, we have on file all of the full color animal images. If there are new ones will the artwork be created and sent to us?
A5: We will provide all animal artwork.
Q6: Sign Post Frangibility. After reviewing the USF&WS sign handbook, request frangibility (breakaway) requirements for each of the signs needed. According to the handbook, signs 30 feet of a public access road using metal posts should have a breakaway design.
A6: This contract does not include posts.
Q7: Materials for Posts. Is aluminum an acceptable alternative to wood for all posts?
A7: This contract does not include posts, only the signs.
Q8: Overall height of posts. Shall we assume the length of signpost is the ground for the footer is 30”? Please advise if any signage is to be installed on a steep incline and thus require more post length than a level installation.
A8: This contract does not include posts.
Q9: HDO Plywood Sign Faces. For improved weather resistance and durability, will you consider alternatives such as aluminum composite material (ACM), PVC or acrylic? These alternative materials can hold paint longer when exposed to harsh environments and are much more resistant to moisture than the plywood.
A9: No; we are only looking for the sign materials specified in the scope of work.
Q10: I am reviewing the solicitation and documents, but I cannot determine if installation of the signs is included in the contract. Could you help clarify this question please?
A10: Installation is not included, nor a part of this contract. Per the Scope of Requirement in the Statement of Work, contractor is responsible to design, fabric and ship 308 entrance signs.
