About this file
This document is a Statement of Work (SOW) for the construction of a 60,000-gallon ground water storage tank at the USDA Animal and Plant Health Inspection Service (APHIS) Plant Protection Quarantine (PPQ) Moore Air Base in Edinburg, Texas.
The SOW requires the contractor to furnish all labor, equipment, and materials necessary to install and construct the new tank, including the foundation, piping, instrumentation and controls, and integration with the existing water treatment plant. The contractor must also coordinate the work with an ongoing raw water pipe study and upcoming water treatment plant upgrade project. Key requirements include submitting a phasing plan to maintain water service, hiring an independent testing and inspection agency, and adhering to various USDA design standards, regulations, and sustainability requirements. The SOW provides detailed information on the project background, scope, contacts, and other requirements. The new tank is being added to provide redundancy and increased storage capacity for the facility's water system.

Statement of Work
For
Construction Services
April 2024
1.0 PROJECT: Construction services for 60,000 Gallon Ground Water Tank
2.0 LOCATION:
U.S. Department of Agriculture (USDA)
Animal and Plant Health Inspection Service (APHIS)
Plant Protection Quarantine (PPQ) Moore Air Base (MAB)
22675 N. Moorefield Road
Edinburg, Texas 78541
3.0 PROJECT BACKGROUND:
Moore Air Base (MAB) was originally constructed in the early 1940s. The base was acquired by the USDA in 1961 for scientific research operations on a national and international basis. The base produces its own portable water using a water treatment plant (WTP) that draws raw water from the reservoir through 16” gravity pipe to produce potable water. The existing reservoir is approximately 1.2 miles away from the WTP location.
The existing reservoir has an approximate capacity of 5.7 million gallons and constructed by excavated earthen impoundment. The source of water in the reservoir is the Rio Grande River, delivered through a canal and pipelines owned and managed by the Hidalgo County Irrigation District #6 (Irrigation District).
Construction of the WTP upgrade is currently underway to add one new “waterboy,” repair existing “waterboy,” modify raw water pump, including repair of chemical feed pumps, associated electrical and control work, conduits and cabling, additional piping and valves, modification of SCADA system and all necessary accessories to operate the facility unmanned.
Upon completion, the existing water treatment system (waterboy) will meet Texas Commission on Environmental Quality (TCEQ) standards, operates unmanned with lead/lag modes, and will have sufficient capacity to handle future upgrades.
The existing ground water storage tank (GWT), with 40,000-gal storage capacity, is located adjacent to the WTP to store potable water before water is pumped into the distribution system. Upon treatment of raw water, potable water is stored in the existing tank.
The existing 40,000-gal ground storage tank has rusted inside, needs repainting and other maintenance, and create redundancy. USDA intends to add a new GWT, with 60,000-gal capacity, to boost future storage capacity, for redundancy purpose to avoid service disruption and for use as an active storage while the existing GWT is down for repair.
Currently, the reservoir water level is read manually by WTP operators. Construction shall be coordinated with the raw water pipe study by Stanley Consultants, conducted in February 2024, for installation of instrumentation for reservoir level monitoring, potable water feed pump control and potable water feed system turbidity monitoring.
Based on applicability, construction of GWT shall be coordinated with new WTP upgrade, and an underground utilities improvement project The new 60,000-gal GWT will be constructed adjacent to the existing 40,000-gal GWT.
4.0 PROJECT SCOPE:
The purpose of this Statement of Work is to procure construction services for the 60,000 Gallon GWT as listed per the solicitation documents.
The Contractor shall furnish all labor, equipment, and materials necessary to install and construct the items for installation of GWT.
Install foundation of GWT and attach to foundation, including but not limited to concrete support for pipe and pumps and other accessories as necessary, guardrails, ladders, piping (interior or exterior) and piping brackets, Install new inlet valve, tank drain outlet, isolation valve (inlet and outlet), program SCADA system to monitor GST service status (in service or isolated manually to put out of service) and all necessary accessories to meet contract requirements.
Install equipment attached to the tank, including alarms, gauges, heating equipment, controls, communication, necessary electrical wiring, lightning protection equipment tank heaters and/or insulation as required by code to prevent freezing and other accessories per the contract documents.
Contractor shall coordinate with the new WTP, raw water pipe and reservoir construction and submit any conflict for USDA’s review. Determine best conduit routing, install instrumentation and controls, including modification of existing MTU SCADA panel as required.
Prior to commencement of work, Contractor shall recommend and submit a phasing plan for review by USDA to maintain minimal or no service interruption of water supply during installation of the new 60,000-gal GWT to the WTP and future operation when one storage tank is down for maintenance or repair.
The Contractor and designer of record shall determine the location of GWT and coordinate location with USDA for final determination.
Contractor shall hire and pay for services of a third-party independent testing and inspection agency and laboratory.
