About this file
This Statement of Work (SOW) details requirements for KC-46 aircraft seat repairs at McConnell Air Force Base in Kansas. The contractor must be an FAA Part 145 Repair Station capable of performing maintenance according to the Component Maintenance Manual (CMM) 25-11-37 and specification 107-20237456. Key requirements include repairing seats within 30 days of receipt, providing a one-year workmanship warranty, and maintaining compliance with the Continuous Analysis Surveillance System (CASS) program.
The SOW specifies that McConnell Logistics Readiness Squadron will transport seats to and from the repair facility, which must be within 200 miles of the base. The contractor is responsible for providing all materials and consumables, documenting repairs on FAA Form 8130-3, and passing a detailed inspection checklist that includes verifying leg extensions, fabric condition, stitching integrity, and printed data legibility. The government will conduct a 100% inspection and require zero discrepancies, with potential for contract discrepancy reports if performance standards are not met.

C.5.0 CONTINUOUS ANALYSIS SURVEILLANCE SYSTEM (CASS)
5.1 KC-46 AIRCRAFT SCOPE. The KC-46 is a Military Commercial Derivative Aircraft (CDA), which maintains the Boeing, 767-2C type and supplemental type certifications in accordance with 14 CFR 121, Operating Requirements: Domestic, Flag, And Supplemental Operations from the Federal Aviation Administration (FAA), as well as a Military Type Certification in accordance with DAFI 62- 601, Developmental Engineering USAF Airworthiness. In order to maintain its airworthiness certification, the USAF has gained the support of the FAA to implement a “Meet-the-Intent (MTI)” approach, which allows USAF military maintenance personnel to perform maintenance on the KC-46 and still ensure airworthiness from maintenance of the aircraft.
In order to maintain compliance of the MTI, the KC-46 Program implemented a Continuous Analysis Surveillance System (CASS) to provide oversight and auditing of our maintenance program to include any approved maintenance providers or contractors in accordance with Technical Order 00-25-266-KC- 46 Continuing Analysis and Surveillance System Program. Any company, organizations, or entity that performs maintenance on the KC-46 falls under the guidelines of our CASS program and is subject to maintenance compliance audits.
The contractor of this SOW is included in the CASS requirements and shall fall under the guidelines and requirements of the CASS program. The contractor is also subject to maintenance compliance audits under this program. The contractor must obtain and maintain approval from the CASS office (AFLCMC/WLC) before performing any aircraft wash or maintenance tasks related to the KC-
46. The contractor shall possess and maintain an adequate organization, adequate facilities and equipment, training programs, and competent personnel with the capability of performing the work consistent with the requirements of the KC-46 maintenance program.
