Statement of Work (SOW) for
Satellite Television Services Vandenberg Space Force Base (VSFB)
16 December 2024
1. SCOPE: The purpose of this Statement of Work (SOW) is to provide Satellite Television (SATV) for Space Forces Space (S4S) personnel or building 7000 users at Vandenberg Space Force Base.
For satellite television this includes the installation and maintenance of satellite dish(s), internal/external cabling, receiver(s), and any other equipment needed for continuous broadcast services.
1.1 Background: S4S utilizes SATV services for monitoring national and international news broadcasts. The service output feeds to numerous displays, data walls and VTC suites throughout the facility via unique Government-owned Video Distribution System (VDS).
SATV offers customers reliable television service for situational awareness, morale and welfare purposes within building 7000. Because of the complexity of building 7000’s VDS, the SATV services contract provided by SLD 30 is not a viable or cost-effective option to satisfy requirements in building 7000.
1.2 Objective: This SOW is to provide a method for building 7000 users to easily access SATV services via VDS. This will maintain an efficient, economical program ensuring services are provided to building 7000.
2. REQUIREMENTS:
2.1 Satellite Television
2.1.1 The contractor shall furnish all labor, materials, management, and maintenance necessary to provide high quality SATV signals and/or services to customers as required.
2.1.2 Installation services for SATV shall include industry standard installation practices, refer to Section 2.1.4, of external/internal cabling as required to provide signal. Installation services shall include programming of receivers where receivers are required for the connection.
2.1.3 Service shall be provided over contractor-owned and operated infrastructure unless Government determines utilization of Government-owned conveyance/transport (i.e. VDS) is necessary due to Government requirements and it is not cost effective to install new contractor-owned infrastructure.
Government-owned conveyance/transport may be removed without notice or penalty at any time deemed necessary by the Government. The contractor is not responsible for the labor, materials, installation or maintenance of Government-owned transport, or VDS.
2.1.4 The contractor shall perform all work using industry standards, to include ANSI/TIA/EIA 568-B Commercial Building Telecommunications Cabling Standard;
UFC 3-580-01 Telecommunications Interior Infrastructure Planning and Design, with Change 1; as well as NEC, MIL-HDBKS, STDS, Unified Facility Guide Specifications (UFGS), Unified Facilities Criteria (UFC), Caltrans Standard Specifications and Caltrans Standard Drawings.
2.1.5 The SATV provider will coordinate with the requester/customer to schedule installation/maintenance times that best fulfill military mission requirements.
2.1.5.1 Building 7000 is a secured facility for which television service is required for the performance of this contract. It is the Government’s (S4S S4/6) responsibility to provide escorts when required.
2.1.6 Programming shall include, at a minimum, all local network channels (e.g.
ABC, CBS, NBC, Fox), major US network news stations and foreign partner news stations (e.g. CNN, CSPAN, Fox News, BBC News, NASA Channel).
2.1.7 Maintenance/service calls shall be handled promptly. If on-site work is required, service technicians shall respond within three business days from initial contact.
2.1.8 Period of performance shall be from 03 February 2025 – 02 February 2030.
2.2 Connections to the VDS
2.2.1 The majority of the VDS build at building 7000 is comprised of Crestron and CISCO manufactured parts which is used to distribute and control which channel users would like to access at their location. The contractor will be required to provide an RF signal which then is converted to fiber and transported to the facility data center and converted back to RF again. The contractor must provide transport, multiple receivers and the A/V connection from satellite dish to a Crestron transmitter/receiver card.
2.2.2 The contractor must provide additional equipment to integrate with and make a connection to the VDS. This may include but is not limited to:
- Satellite dish
- Receivers
- Rack mount kit for receivers
- Fiber Sync TX – PVFS – T6V
- Fiber Sync RX – PVFS – R6V
- Power inserts SDPI-6
- Trunk Amplifiers STA-R0-09 / TAMP-6-T12
- Trunk Taps STTAP16-R0-09
- Multiswitch DSWM30S
- Splitters SPLIT8
- Power supplies PI-29
3. BILLING AND PAYMENTS:
3.1 Service invoices/billing statements shall be prepared by the contractor and sent to S4S S4/6 agency monthly via letter mail or email. Invoices will be submitted using Wide Area Workflow (WAWF).
