SECTION 1

DESCRIPTION OF SERVICES

1.1. SCOPE OF WORK.

Except for the property and services specifically stated as Government-furnished in Section 3 of this Performance Work Statement (PWS), the contractor shall furnish all personnel, equipment, tools, materials, supervision, and all other items and services that are required to perform RQ-4 “Global Hawk”, U-2 “Dragon Lady” and U-2 T-38 Companion Trainer Program (CTP) Contract Aircrew Training and Courseware Development (CAT/CWD) in support of operations at Beale AFB, CA and Grand Forks AFB, ND. The contract may be modified in the future to include additional training related to U-2, T-38 and RQ-4. The contractor shall perform to the standards specified in this contract. Estimated workload for CAT/CWD is specified in Appendix 1.

1.2. GENERAL INFORMATION.

The following sections contain those tasks required to accomplish CAT/CWD in accordance with the requirements of this PWS. The specific tasks for this contract are divided into three categories: (1) CAT, (2) CWD and (3) General Tasks.

1.3. CONTRACT AIRCREW TRAINING.

The contractor shall provide training to RQ-4 aircrew and U-2 pilot instruction in support of formal course syllabi, training plans, event instructor guides and Continuation Training (CT). Academic instruction shall be accomplished during the hours of operation as specified in Section 4 paragraph 4.6.1. Academic instruction shall include platform academic instruction and remedial training. Likewise, the training devices (to include any mission procedures trainer (MPT) sensor configuration, etc.) shall be used during the hours of operation as specified in this PWS. In addition to the specific tasks outlined below, instructor duties shall consist of revision and development of student training instructor guides as syllabus or aircraft procedures change due to mission/event or safety requirements. This includes providing Air Force or contract maintenance personnel with event data to transform training device events into software format for entry into the training device. The required mix of dual-qualified (academic and training device instructors) contract personnel shall be left to the discretion of the contractor. Refer to Appendix 1 for workload estimates applicable to the CAT.

1.3.1. Standard of Performance for Instructors. The standards of performance for instructors shall be equivalent to completion standards of the applicable Instructor Upgrade Training Course and the Academic Instructor Course (AIC). The contractor shall provide academic and training device instruction to allow students to achieve the learning objectives associated with applicable syllabi or training plans. In general, accomplishment of learning objectives shall be evaluated by written tests and flight/training device events. Deficiencies in student academic objective achievement identified by test trend analysis shall be presented at the Curriculum Reviews (refer to Section 1, paragraph 1.6.1.). The contractor shall provide measures to correct identified trends. Contract instructors shall have a working knowledge of all applicable publications listed in Appendix 3 of this PWS. Air Traffic Control service and radio calls used shall be in accordance with the most current edition of the FAA Order JO 7110.65 and local directives.

1.3.1.1. Academic Instruction Specific Tasks. The contractor shall perform academic instruction as required by the applicable syllabi or training plan using lesson plans to accomplish required lesson tasks. The contractor shall perform the following tasks:

1.3.1.1.1. Prepare classroom for instruction.

1.3.1.1.2. Issue, track and receive any lesson-related student materials or equipment as required. This does not include individual student publications distributed by Government personnel, such as, any operational Technical Order (T.O.), Air Force Handbook (AFH), Air Force Instruction (AFI), Air Force Manual (AFMAN) and/or local instructions.

1.3.1.1.3. Perform academic instruction as required by the applicable syllabi or training plans.

1.3.1.1.4. Monitor self-paced and computer-based instruction to provide academic instruction as required.

The contractor shall be responsible for the proper use of the equipment in the Learning Center and shall report any equipment problems IAW the Local Operating Procedures.

1.3.1.1.5. Provide make-up instruction of academic lessons to students who have missed class or have failed an examination.

1.3.1.1.6. Provide remedial student training. Remedial training shall be in accordance with the appropriate syllabus or training plan. Remediation shall be scheduled by the contractor and coordinated with the Government Training Subject Matter Expert (Government T/SME). Remedial training shall be scheduled to allow continued normal progression in the syllabus or training plan.

1.3.1.1.7. Provide Instrument Refresher Course (IRC) instruction as required in the U-2, T-38, and RQ-4 syllabi, and periodically for qualified U-2, and RQ-4 pilots according to estimates included in this PWS.

1.3.1.1.8. Coordinate and conduct aircraft preflight training required to support the syllabi.

1.3.1.1.9. Review desired learning objectives with students in preparation for examination/evaluation.

1.3.1.1.10. Administer, score and debrief student examinations IAW established policy. All examinations will be debriefed to one hundred percent (100%).

1.3.1.1.11. Accomplish and archive trend analysis and evaluation as described in AFMAN 36-2234 and DAFH 36-2675, Volume 8. Analyze all examination results for trends toward faulty questions and deficient instruction. Maintain analysis in corresponding lesson production folder. Analysis results will be documented in the Training Evaluation Report (Refer to PWS Attachment 11).

1.3.1.1.12. Develop, review, and respond to end-of-phase and end-of-course critiques of academic instruction.

1.3.1.1.13. When required, perform as flight evaluation board or mishap (i.e., safety and/or accident) investigation board witness.

1.3.1.1.14. Manage academic programs (i.e., configuration control) to comply with AFRs, AFIs and other publications as instructed in Appendix 3 of this PWS.

1.3.1.1.15. Develop and maintain continuity folders, production folders, and student grade books.

1.3.1.1.16. Maintain audiovisual library, films, tapes and lesson courseware. This includes as a minimum, posting changes and maintaining the master lesson courseware (approved contractor produced courseware only) for all syllabus and CT-required lessons (including Air Force taught lessons).

1.3.1.1.17. Manage and control academic equipment (i.e., projectors, televisions, computer learning stations). If applicable, this includes uploading of Computer-Based Training (CBT). It is the responsibility of the contractor to maintain positive control of the equipment and ensure that the equipment remains in the assigned room.

1.3.1.1.18. Maintain reference material used in support of academic courseware. This includes any T.O., reference notes, publications, IRC material and publications, etc.

1.3.1.1.19. Maintain Training Tasks List (TTL) for U-2/T-38 and RQ-4 aircrew training.

1.3.1.2. Flight/Training Device Event Instruction Specific Tasks. The contractor shall perform training using event instructor guides to accomplish required event tasks and objectives. The contractor shall perform the following tasks:

1.3.1.2.1. Review each applicable student's grade book prior to brief.

1.3.1.2.2. In accordance with the approved mission pre-briefing guide, conduct a thorough event pre-brief for all training events. All syllabus required items will be covered.

1.3.1.2.3. Address 100% of all required items in the mission briefing guide within the allotted briefing time period.

1.3.1.2.4. Accomplish 100% of the specified event tasks during the training period, unless lack of student progress or maintenance problems will not allow completion. Non-effective training events will be rescheduled.

1.3.1.2.5. Instruct students in such a manner that with normal student progression the end-of-course level of proficiency shall be met by the end of the academic phase.

1.3.1.2.6. Critique students verbally on all errors committed during the course of the training.

1.3.1.2.7. Instruct students in techniques and corrective procedures to help students avoid repetition of errors.

1.3.1.2.8. IAW the approved debriefing guide, conduct a thorough event debrief for all training events. All syllabi required items will be covered.

1.3.1.2.9. Record student performance on individual event grade sheets IAW ACCI 11-464. End-of-course minimum standards are listed in the applicable formal course syllabi. Tasks that are not accomplished shall be annotated on the student's "not accomplished" task logs.

1.3.1.2.10. Develop, review and respond to end-of-phase and end-of-course critiques of flight/training device instruction.

1.3.1.2.11. Provide Air Force and contract maintenance personnel with event data required to transform training events into software format as required for training.

1.3.2. Training Workload Management Plan. The contractor shall develop and submit a plan concurrently to the CO with their proposal which outlines its management approaches, methods, innovations and policies for ensuring all required aircrews shall be trained in accordance with this PWS. This plan will include the contractor’s workload analysis to include short range and long range planning, as well as the contractor’s proposed scheduling procedures.

1.4. COURSEWARE DEVELOPMENT.

1.4.1. Contractor personnel shall produce, update and revise U-2/T-38 and RQ-4 aircrew and operational support personnel courseware to support academic, training device, and flight events of the training systems covered under this contract. The contractor shall develop all courseware using the current model of Instructional Systems Development (ISD) as defined in AFM 36-2234 and DAFH 36-2675. Courseware materials will support formal course programs, CT programs and U-2/T-38 and RQ-4 operational support programs, and may be used for resident and non-resident training. Courseware materials are affected by aircraft hardware, software, tactics, local course rules, flight information publications and safety publications. Courseware updates may be driven by changes in Air Force or joint Doctrine.

1.4.2. ISD Management Plan. The contractor shall develop, produce, and provide an ISD Management Plan to the Contracting Officer concurrently within 10 business days of contract award. The contractor's ISD Management Plan will describe the ISD activities to be performed during the analysis, design, development and implementation of the training system. The primary use of this ISD Management Plan is to provide the program management agency a basis for evaluating the effectiveness of applying the ISD process over the life cycle of the training system.

1.4.2.1. Format and Content. The report will be in contractor format. The report will include the following sections:

1.4.2.2. Executive Summary. This section will summarize the purpose and scope of the ISD effort and associated support effort. It will address program management and technical management objectives, quality control methods and procedures, and standards used to establish the organization, structure, manning and skill levels of the program team. This section will also describe how ISD organizational functions, responsibilities and support requirements are implemented in the training system. Summary scheduling information and program phasing of major task breakouts will be included. Program tasks will be correlated with key ISD tasks or events that can be observed and verified. Lastly, this section will summarize the total magnitude of the ISD effort for the training system in terms of the overall work effort, time required, impacts, expected results and products.

1.4.2.3. Technical Approach. This section will describe the specific technical approach, methods and procedures used to apply the ISD process to the training system (refer to DAFH 36-2675 for guidance). This section will describe the built-in mechanisms used to control and manage the technical requirements for the ISD process. This section will also describe how ISD principles and practices are incorporated into the design and development of the training system. ISD tasks will be correlated with the completion of deliverable products (i.e., data courseware and software). Work units will be identified with the technical requirements of the training program.

1.4.2.4. Program Management. This section will describe how the ISD effort is managed for the total training program. Special emphasis will be given to ISD management of the training system by functional areas of: Management, Administration, Delivery, Evaluation and Support (refer to DAFH 36-2675, Volume 3). Functional areas of the ISD process will be grouped by ISD phases as follows: Analysis, Design, Development and Implementation (refer to DAFH 36-2675, Volume 3).

1.4.2.5. Program Constraints and Assumptions. This section will describe constraints (i.e., limiting factors) to, and assumptions of, the ISD effort. This section will also describe any impacts these constraints and assumptions could, or will, have on the overall training program. Lastly, this section will describe any new or revised procedures that could affect the Managerial, Acquisition or Technical aspects of the program as a result of applying ISD constraints and assumptions.

1.4.2.6. Risk Management. This section will describe the systematic approach used to identify and manage the risks associated with the application of the ISD process, especially the CWD effort. This section will also include a description of the technical performance measures (i.e., metrics) used to evaluate the effectiveness of applying ISD principles and practices to the training system over its life cycle. Technical performance measures will include criteria to measure the quantity, quality, and timeliness of performance parameters selected for surveillance of the ISD effort (e.g., development hours required per hour of computer-based instruction).

1.4.2.7. Milestones. This section will identify milestones and time phasing of each task included in the Services Summary (SS) of this contract (refer to Section 2). Special emphasis will be given to the development, review, revision and delivery of courseware.

1.4.2.8. Quality Control. The contractor shall formulate and submit a Quality Control Plan (QCP) to the CO concurrently with their proposal that specifically addresses the contractor’s Quality Program. This section will describe the minimum contents of the contractor's Quality Control Plan (QCP). As a minimum, the QCP will contain the items listed in paragraphs 1.4.2.8.1 through 1.4.2.8.3 below.

1.4.2.8.1. Describe the inspection system used to cover all services listed in the SS (refer to Section 2).

The description will include specifics as to the areas to be inspected on both a scheduled and unscheduled basis, frequency of inspections and the title and organizational placement of the inspectors. Areas will include, but are not limited to, in-progress training, reviewing documentation, utilizing student critiques, questioning personnel on instructional techniques, review of courseware drafts and review of finalized courseware materials.

1.4.2.8.2. Describe the records to be kept to document inspections and corrective or preventive actions taken. The records of inspections will be kept and made available to the Government throughout the

Effective date 1 February 2023 CONTRACT NUMBER FA4890-XX contract performance period and for the period after contract completion until final settlement of any claims under this contract.

1.4.2.8.3. Specify the contractor's control procedures for Government-provided cipher combinations, keys, lock combinations and safe combinations (refer to paragraph 1.9).

1.4.2.9. Organization and Staffing. This section will describe the organizational structure that will meet the ISD requirements of the training program. The organizational elements responsible for implementing the ISD process in the training program will also be described, along with their relationship to other supporting organizational elements (e.g., System Engineering, Logistics, Test, etc.). The extent of authority delegated to each element for accomplishment of the ISD effort will be clearly defined. Organizations participating in the management of, or contribution to, the ISD effort will be identified and their specific roles, responsibilities, functions and interactions will be delineated and will be displayed in a functional matrix.

1.4.2.10. Coordination and Communication. This section will describe the plans for ensuring effective communications among all ISD participants. The processes and procedures to be used for coordination of the ISD effort and data exchange between agencies, and within the chain of authority, will also be described.

1.4.2.11. Acquisition and Utilization of Resources. This section will describe how resources will be acquired and utilized for accomplishment of the ISD effort over the life cycle of the training system. This section will also identify and describe the quantities and types of resources required for the total ISD effort.

Resources include manpower, personnel, equipment, materials and facilities. Long-lead items and critical items such as those that may affect concurrence of the training system with the parent system will also be identified in this section. Lastly, this section will identify resource problem areas that could affect scheduling, funding or personnel-loading and will describe feasible solutions to these problem areas.

1.4.2.12. Training of Personnel. This section will describe the training provided to personnel to accomplish the ISD effort. Special emphasis will be placed on a description of any required training in the specific technical approach, methods and procedures used to apply the ISD process to the training system. This section will also identify the quantities, types, and skills of personnel requiring ISD training. This section will present scheduling information for ISD training and include a description of the events, periods and duration of training. Scheduling information should be tied to, and correlated with, other significant program milestones.

1.4.2.13. Review/Modification Process and Acceptance of the ISD Management Plan. The contractor shall develop, produce and provide an ISD Management Plan to the CO within 10 business days of contract award. Not more than 30 calendar days after contract award, the Contracting Officer shall notify the contractor of acceptance of, or the required modifications to, the ISD Management Plan. The contractor shall make appropriate modifications and obtain acceptance of the revised ISD Management Plan by the Contracting Officer within 14 calendar days of receipt of notification for modifications. As required, the contractor shall review and update the ISD Management Plan. The Government shall have 30 calendar days to accept the updated plan or required modifications to the plan.

1.4.2.14. Other Considerations. This section will contain any ISD considerations that are not addressed in other sections of the contractor's ISD Management Plan.

1.4.3. Existing Courseware. All existing courseware is Air Force property, and will be transferred to the incoming contractor during Phase-In in its existing condition on a non-interference basis. Courseware will not be destroyed or disposed of without written approval from the CW/SME.

1.4.4. Courseware Delivery Schedule (CDS). The contractor shall develop, coordinate and produce a definitive CDS that will identify the milestones and time phasing of courseware that shall occur during the next fiscal year.

Special emphasis will be given to milestones at which key ISD tasks or events produce deliverable data or intermediate products of the CWD process. The contractor shall provide the initial CDS to the Government no later than 45 days after contract award. For subsequent option years, the contractor shall provide the CDS to the Government annually no later than 30 calendar days prior to the beginning of each fiscal year in which it is to be

Effective date 1 February 2023 CONTRACT NUMBER FA4890-XX effective. The Government shall have 15 calendar days to notify the contractor of acceptance of, or the required modifications to, the CDS, updated as necessary throughout the contract.

1.4.5. Courseware Materials. The contractor shall develop and produce the following courseware materials described in Appendix 4, Deliverables. NOTE: Refer to Appendix 1 for workload estimates applicable to CWD.

1.4.5.1. Courseware Development Specific Tasks. The contractor shall perform the following:

1.4.5.1.1. Analyze, develop and review all scheduled courseware and related materials.

1.4.5.1.2. Analyze test items and cumulative data for trends for all courseware (as defined in AFM 36- 2234 and DAFH 36-2675, Volume 2). Maintain analysis results in the corresponding lesson’s production folder.

1.4.5.1.3. Pursue the use of current technology, teaching tools and techniques that are compatible with Government media systems.

1.4.5.1.4. Contractors shall build courseware training materials IAW Instructional Systems Development (ISD) guidance set forth in AFI 36-2201, AFMAN 36-2234, and DAFH 36-2675 Vols 1-11. The contractor shall use the following standards and objectives to develop courseware:

1.4.5.1.4.1. Advanced Distributed Learning (ADL) Network, Sharable Courseware Object Reference Model (SCORM). Courseware interchange and run time requirements (such as SCORM) shall allow flexibility of content use and deployment of the courseware.

1.4.5.1.4.2. Employ metadata characteristics including a listing of commonly defined fields for each learning object. These fields shall adhere to an accepted set of rules. Creating, handling, and storing the data and electronically transferring the information shall use common standards of operability.

1.4.5.1.4.3. Contractor-developed CBT will be a minimum of level 2 interactivity as defined in ACCI 11-251.

1.4.5.2. Courseware Review and/or Revision. Courseware materials are reviewed and/or revised on scheduled, out-of-cycle and urgent requirements. The contractor shall review and/or revise courseware materials as stated in Appendix 1.

1.4.5.2.1. Scheduled Review and/or Revision. Scheduled review and/or revision occurs during the normal revision cycle according to the CDS. Review during the normal cycle is assigned a review rate of

0.1 unit and is intended to evaluate the courseware for further revision and to incorporate minor courseware changes. Revision during the normal cycle involves a more substantial work effort and is assigned a higher revision rate of 0.5 unit. As a minimum, all courseware materials and lessons will go through the review/revision process once every other year.

1.4.5.2.2. Out-of-Cycle Changes. These revisions are minor in nature and occur outside the normal review and/or revision cycle. The contractor shall update existing academic and training device courseware in response to formal syllabus, T.O., equipment modification, or AFI changes which affect the content of the lesson. Government CW/SME or Government T/SME will notify the contractor of the requirement for the change and will furnish all required event details. The revised courseware will be completed by the contractor within 14 calendar days of notification, or completed and approved by the COR or the CO prior to instruction (whichever is later).

1.4.5.2.3. Urgent Action Directive (UAD). The contractor shall develop new courseware or revise existing courseware in response to each UAD issued by HQ ACC on an as-required basis. Government CW/SME or Government T/SME shall furnish all required event details. New or revised courseware will be completed within 48 hours after notification by Government T/SME, or completed and approved by the COR or the CO prior to instruction (whichever is later).

1.4.5.2.4. Major Block or System Changes. The contractor shall develop new courseware or revise existing courseware/syllabi in response to major block or system changes to the U-2/RQ-4 aircraft and

The Government shall furnish all required event details, timelines, and all required technical data to the contractor as soon as it is available. The contractor is required to develop the new or revised courseware within 60 days after all information is provided. The Courseware Delivery Schedule (CDS) will then be updated to reflect the change as agreed to by both the Government and the contractor.

1.4.5.2.5. Courseware Delivery. Courseware in any medium, once submitted by the contractor and accepted by the Government shall be considered delivered and may be reproduced in whole or part for use by Combat Air Force (CAF). Changes to these materials that are requested after acceptance by the Government shall be considered revisions and will be included in the revision rate. Changes made prior to acceptance of new courseware will not be included in the revision rate.

1.4.6. Style Guide (SG). A Style Guide will be provided in a separate document under the supervision of ACC TRSS Det 11. The SG is used for courseware development and final approval. The SG will provide the contractor with a known acceptable courseware standard. The contractor must coordinate their processes with the Lead GSME to ensure all applicable areas are included and the style is acceptable. The SG provides continuity through a standardized method of production used by CWD GSME’s to validate deliverables. The SG can be changed without contract modification and changes to the courseware workload will be accommodated via changes to the CDS. If major changes occur based on additional workload or increased development time which exceed the workloads listed in PWS Appendix 1 then a contract modifications may be required.

1.5. REVIEWS AND MEETINGS.

1.5.1. Curriculum Reviews. As required, curriculum review meetings shall be conducted at least quarterly after training services have begun and shall be on dates recommended by the contractor and approved by the Government. These meetings shall be held at the place of performance in a facility designated by the Government. The purpose of these meetings is to develop class schedules, review course updates and assess the impact of hardware and software problems. Training problem areas, scheduling and open training issues shall be discussed and resolved. The Contracting Officer must approve any actions resolving any problem areas or training issues.

1.5.2. Courseware Working Group Meetings. As required, courseware review meetings shall be conducted and shall be on dates recommended by the contractor and coordinated by CW/SME. These meetings shall be held at the place of performance in a facility designated by CW/SME. The purpose of these meetings is to discuss revisions to current training systems and CWD progress. Courseware problem areas and open courseware issues shall be discussed and resolved. The Contracting Officer must approve any actions resolving any problem areas or training issues.

1.6. GENERAL TASKS.

1.6.1. Instructional Systems Development (ISD). CWD personnel shall have a working knowledge of the ISD model commensurate with their level of involvement in the ISD process. CWD personnel shall also have a working knowledge of all applicable instructions, procedures, T.O.s and other publications listed in Appendix 3 of this PWS.

1.6.2. Master Files. All Master Files are the property of the Government. At the completion of this contract, the contractor shall provide the Government with the Master Files for all products developed under this contract.

Requirements for the Master Files are defined in paragraph 1.6.3. During the term of this contract the Government may request access to completed and accepted Master File materials prior to the completion/termination of this contract. In this regard, upon request, the contractor shall provide the Government access to Master Files.

1.6.3. Training System Media Chart. The following chart reflects the required working documents and related Master Files for the different products of the ISD process. The Master Files will be maintained as electronic files (as is applicable), hard copies, and any other media as specified in this table. The Government shall have unlimited rights to any and all items delivered under this contract. These rights apply as soon as the Government

At the completion of this contract, all Master Files will be turned over to the Government in hard copy and electronic format. The Government shall also have access to completed and accepted master materials prior to the completion of this contract. The contractor shall provide to the Government a complete backup of all current courseware monthly.

1.6.4. Academic Scheduling. The contractor shall develop, produce and provide a definitive academic training schedule for Government- and contractor-taught platform academic sessions and training device events. The training schedule will be delivered to the Government/SME weekly and is due by the end of the second to last (i.e., next to the last) training day of the week. Daily schedules will be published IAW local procedures. The contractor shall develop the academic training schedule to closely integrate academic requirements with flying training requirements to ensure maximum training efficiency.

1.6.5. Conference/Meeting Minutes. The contractor shall prepare and submit the minutes from the Curriculum Review, and Courseware Review Meetings, and any other conferences/meetings required by the terms of this contract. Conference/meeting minutes will include, but are not limited to, the following: Purpose and objective of the conference meeting, location, summary of discussions, summary of decisions or agreements reached, resultant action items and a list of attendees (by name, rank, position or title, and activity represented). The contractor shall publish and distribute the minutes to each attendee, the COR and the CO within 5 business days of the conference/ meeting. In the event Performance Evaluation Meetings are requested and conducted by the

Contracting Officer or the contractor, the contactor shall prepare the minutes and submit them to the contractor and appropriate Government personnel.

1.6.6. Transition Plan. The contractor shall develop a Phase-In/Phase-Out-Plan. This plan shall be delivered to the CO concurrently with the contractor’s proposal. The Phase-In portion of this plan shall detail how the contractor shall meet Phase-In requirements including discussions of workload estimates, priority allocations of personnel and resources, scheduled completion dates of key events, and plans for mitigating risk factors. The initial cadre of instructors shall be certified by the Government, if required, IAW the contractor's approved training and certification plan, prior to the beginning of their training responsibilities. The incoming contractor shall interface with Government personnel in a manner that minimizes disruption of training activities during the phase-in period. Alternate plans addressing the need to train and certify new contractors if the incumbents are not retained, are also required. The Phase-Out portion of this plan shall address how the contractor shall ensure continuity of services in the event the incumbent contractor does not receive the follow-on award, including discussions of workload estimates, priority allocations of personnel and resources, scheduled completion dates of key events. The contractor shall also provide all continuity books and software user guides. The contractor shall coordinate with any offices/agencies, as required, to establish transfer of site licenses for contractor provided software that shall be retained by the Government. The plan shall also address how the incumbent contractor shall train and certify new instructors if the incumbents are not retained. The plan must also address how the contractor shall provide for a smooth/uninterrupted transition of the incumbent personnel if the incoming contractor wants to retain such personnel.

1.6.7. Required Reports. The contractor shall prepare and submit reports as required by this contract. For a list of required reports, refer to Appendix 4 and the Style Guide.

1.6.8. U-2/T-38 & RQ-4 Academic Database.

1.6.8.1. The contractor shall utilize and maintain the current U-2/T-38 & RQ-4 student academic training and courseware development tracking database provided at the U-2/T-38 & RQ-4 FTU. The contractor shall update and maintain the Excel database system to identify and track student progress and deficiencies, provide graduate critiques, and provide the capabilities defined in Paragraph 1.6.9 below. Access to certain parts of the database (e.g., Master Question Bank) may be restricted to on-site locations as approved by the TRSS Detachment commander.

1.6.8.2. The database shall contain redundant master file system(s) and equipment to prevent any loss of data in case of catastrophic events (i.e., hardware and/or software failure, server malfunctions, fire, flood, electrical failure, etc.). The database will be available to authorized users 24 hours per day, seven days a week. Other than due to circumstances outside the contractor’s span of control and during RQ-4/U-2 pre-approved maintenance down-time, the database will have at least a 97% fully functional capability rate.

Down time response shall be less than three hours from notification by users or the contractor’s own monitoring systems.

1.6.8.3. Classified material will be located on a classified server that can be accessed via a SIPRNET web page, with password controls (if SIPRNET is not available, then electronic media will be made available to the instructors). SIPRNET access to the classified system will be granted based on proper security clearances through Det 11 and the 9 RW/319 RW. LAN access shall be approved IAW Local Operating Procedures

(LOP).

1.6.8.4. Contractor will provide the following functions/tasks for the U-2/T-38 & RQ-4 associated with the Academic Database:

1.6.8.4.1. Contractor will manage unclassified system passwords provided to all current students, instructors, and operational unit personnel. Password requests will be coordinated through Det 11.

1.6.8.4.2. Contractor will possess a system maintenance capability sufficient to support the academic database and to meet the computer/network needs of all contractor personnel.

1.6.8.4.3. Contractor will manage worldwide access to CBTs for requalification students and operational units at deployed locations.

1.6.8.4.4. Contractor will track student progress on CBTs including time spent using individual CBTs.

1.6.8.4.5. Contractor will provide ability to upload and view files created on Air Force standard programs (e.g. Microsoft PowerPoint) by any user.

1.6.8.4.6. Contractor will track student progression from start through full course completion through student gradebooks.

1.6.8.4.7. Contractor will manage and maintain grade book templates used to track and record student accomplishments, training records, and progress throughout all syllabus training events.

1.6.8.4.8. Contractor will manage and provide instructor documents (e.g., Training Accomplishment Reports, Mission Comment Sheets etc.) to be used by all contract and FTU instructors.

1.6.8.4.9. Contractor will provide back up of all courseware at least monthly to ensure no data/files/training material is lost in the event of primary system failure (hardware, software or combination of both).

1.6.8.4.10. Contractor will provide, maintain and track student critiques.

1.6.8.4.11. Contractor will provide a comprehensive assessment of student progression throughout the training program to Det 11/CC, U-2/T-38 FTU/CC and RQ-4 FTU/CC.

1.6.9. U-2/T38 & RQ-4 Electronic Gradebook

1.6.9.1. The contractor will be responsible for Beale U-2/T-38 and Grand Forks RQ-4 electronic gradebook management. The EGB will identify and track student progress and deficiencies, track mission/task effectiveness, provide graduate critiques, serve as a central location for instructor and student academic feedback and are capable of creating routine and on-demand reports.

1.6.9.2. The contractor will produce, update, and revise academic training database products, and that 100% of required data is accurately entered, that access is controlled and available to appropriate government personnel. This includes electronic gradebook maintenance, ensuring all syllabus items and changes are made correctly and in a timely manner.

1.6.9.3. The contractor will ensure the electronic gradebooks are maintained on a server system which will be accessible to instructors and students via their electronic flight bag and iPad.

1.7. EMPLOYEE TRAINING.

1.7.1. Continuation Training (CT) for Contractor Personnel. Training device instructors are required to meet AFMAN 11-2U-2 Volume 1, AFMAN 11-2E/RQ-4 Volume 1, and RAP Tasking Memo CT requirements for training devices (e.g., MPT). Requirements are based on experience level. Missions flown will be representative of the events that the instructor teaches.

1.7.1.1. The RQ-4 Contractor shall conduct formal course syllabi, academic, training device, flight (SO only) instruction and continuation training (CT). Training shall be given to formal course students and UAS operational support personnel to accomplish required event objectives and specific event tasks. Academic instruction shall be accomplished during the hours of operation as specified in Paragraph 4.6. Academic instruction shall include platform academic instruction, remedial training and monitoring of computer-based and self-paced instruction periods. Likewise, the Aircrew Training Devices (ATD), which include but are not limited to, Pilot Stand Alone Trainer (PSAT & Desktop PSAT) and Sensor Operator Part Task Trainer (SOPTT), shall be used during the hours of operation. The instructor shall also operate the TDs in support of

Effective date 1 February 2023 CONTRACT NUMBER FA4890-XX training events. Instructor duties shall consist of revision and development of student training instructor guides as syllabus or aircraft procedures change due to mission/event or safety requirements.

1.7.1.2. As required by Government T/SME, contract personnel shall attend scheduled phase briefings, flight safety meetings, crewmember meetings and intelligence briefings. When available, contract instructors should observe Air Force taught academics to ensure they keep up with current procedures and tactics. Attendance will not be required if it precludes performance of academic or training device events.

1.7.1.3. As agreed by both the contractor and the ACC TRSS COR contract personnel shall attend Air Force special schools to enhance the instructors’ expertise and any other appropriate meeting or conferences as requested by the Government T/SME. A 30-day notification, to include a tasking letter by the TRSS Det 11/CC will be required to initiate the travel process. In the event the Government requests the contractor to travel in performance of this contract, travel will be IAW FAR Part 31.205 and the contractor shall be reimbursed under the travel CLIN.

1.7.1.4. Per the ACC supplement to AFI 11-290, “Cockpit/Crew Resource Management Program”, all contract instructors are required to take continuation training CRM every two years. Contract instructors are also required to take the Instructor CRM training once. Taking the instructor CRM course refreshes the contractor’s two year training requirement.

1.7.2. Instructor Training, Certification, Qualification, De-Certification, and Retraining and Re- Certification:

1.7.2.1. Instructor Training and Certification Plan. The contractor shall develop, deliver, and implement an ITCP to the CO concurrently with their proposal. The plan shall discuss how the contract instructors shall meet the standards outlined in this PWS. Government/SME personnel at local units shall review the ITCP and shall forward comments to the COR. The CO shall notify the contractor of acceptance or required modifications to the plan not less than 15 calendar days after contract award. As required, the contractor shall make appropriate modifications and obtain acceptance of the revised plan from the CO within 15 calendar days of receipt. Upon acceptance of the plan, the contractor shall deliver a copy of the plan to the appropriate Government/SME within 5 calendar days. The plan shall include as a minimum, the instructor qualification requirements for each major block of lessons and each training device event to be instructed, qualification/evaluation performed before a previously qualified instructor instructs, and written notification of each instructors’ qualifications for conducting unmonitored student instruction. Instructor qualification consists of satisfactory instruction of students in the presence of a qualified instructor. Instructors shall be qualified in each lesson and training device mission that they instruct. All individuals who perform instructor duties must be certified prior to formal student instruction. This section shall also describe the ISD training provided to personnel to accomplish the CWD effort. Special emphasis shall be placed on a description of any required training in the specific technical approach, methods, and procedures used to apply the ISD process to the training system. This section shall also identify the quantities, types, and skills of personnel requiring ISD training. This section shall present scheduling information for ISD training and include a description of the events, periods, and duration of training. Scheduling information should be tied to, and correlated with, other significant program milestones.

1.7.2.2. Instructor Qualification. The outgoing contractor shall provide qualification training for the initial cadre of contractor instructors only. Qualified contractor instructors shall accomplish all subsequent instructor qualification. Instructors shall qualify in each lesson and each training device event that they instruct.

Instructor qualification consists of satisfactorily demonstrating instruction of students under the observation of a qualified instructor. The contractor shall provide the Government/SME written notification that an individual is qualified to instruct, without supervision, a major block of lessons or training device event prior to actual unsupervised instruction by that instructor in that major block of lessons or training device event.

Written notification will include the name of the individual upgrading to instructor, a description of the qualification received and the name of the instructor certifying the accomplishment of the training.

1.7.2.3. Instructor Certification. The Government (T/SME) will certify the initial cadre of contractor instructors only. This certification will be accomplished after the qualification training is complete. The

Effective date 1 February 2023 CONTRACT NUMBER FA4890-XX contractor shall ensure that each initial cadre who shall perform instructor duties is certified by Government T/SME prior to that individual performing formal student instruction.

1.7.2.4. Instructor De-certification and/or Removal of Substandard Performance. As a result of observation by a Government T/SME, valid customer complaint or student critique, the Contracting Officer may direct the contractor to de-certify or remove any instructor under this contract. Reasons for de-certification and removal will include, but are not limited to the following:

1.7.2.4.1. Substandard performance during academic instruction.

1.7.2.4.2. Training device event aborted or non-effective due to inept instructor performance.

1.7.2.4.3. Failure to protect or properly care for Government property or equipment.

1.7.2.4.4. Acts that endanger the health or safety of Government or contractor personnel.

1.7.2.4.5. Inappropriate conduct or behavior.

1.7.2.4.6. Derogatory comments.

1.7.2.5. Instructor Re-training and Re-certification. Re-training and re-certification of contractor employees de-certified will be done at no expense to the Government. The COR and the Government T/SME will approve the re-certification of an individual prior to that individual resuming instructor duties.

1.8. QUALITY ASSURANCE.

1.8.1. Government shall evaluate the contractor's performance under this contract using the approved Quality Assurance Surveillance Plan (QASP) for those tasks listed on the SS Chart (refer to Section 2), the Government T/SME will follow the methods of surveillance specified in this contract and the QASP. Government personnel will record all surveillance observations. Government surveillance of tasks not listed in the SS, or by methods other than those listed in the SS may occur during the performance period of this contract. Such surveillance will be done according to standard inspection procedures or other contract provisions. Any action taken by the Contracting Officer as a result of surveillance will be according to the terms of this contract.

1.8.1.1. Performance Evaluation Meetings. The Contracting Officer may require the contractor to meet with the Contracting Officer and other Government personnel as deemed necessary but no less than once annually.

Likewise, the contractor may request a meeting with the contracting officer when they believes such a meeting is necessary. Written minutes of any such meetings shall be recorded and maintained in the contract file by the site manager and signed by the contractor and the contracting officer or contract manager. If the contractor does not concur with any portion of the minutes, such non-concurrence shall be provided in writing to the contracting officer within ten (10) calendar days following receipt of the minutes.

1.9. PHYSICAL SECURITY.

The contractor shall generate classified documents and shall require access to classified information/areas at Beale AFB and Grand Forks AFB. The Government shall provide storage capability for all classified material required for this contract. The contractor shall be responsible for safeguarding all Government property provided for contractor use. At the end of each work period all Government facilities, equipment and materials will be secured.
