Performance Work Statement

Performance Work Statement Horizontal Side Eject Baler

24 January 2024

1. Scope of Work: The Contractor shall provide all personnel, equipment, tools, materials, supervision, and other items necessary to perform all work required for the delivery, installation and startup of a horizontal baler at the Recycle Center, Bldg 953, Francis E.

Warren AFB, Wyoming.

2. Description of Requirements:

2.1 Horizontal Baler: Baler will be used in an outdoor environment under a metal lean‐to and must be able to withstand Wyoming weather conditions (temperatures ranging from ‐40 to 100 degrees Fahrenheit and winds up to 90 MPH). The machine will include the following at a minimum:

2.1.1 Feed Opening (L x W): 50” x 40” minimum

2.1.2 Bale Size (L x W x H): 72” x 48” x 42”

2.1.3 Bale Material: Multi‐material processing capability

2.1.4 Bale Tie: Manual

2.1.5 Maximum Baling Force: 120,000‐150,000 lbs

2.1.6 Bale Ejection Type: Side Eject (not closed end), Full Ejection (see Appendix A)

2.1.7 Bale Door Latch: Hydraulic

2.1.8 Motor Type: Electrical

2.1.9 Motor Power: 26‐30 Horsepower (HP)

2.1.10 Motor Voltage: 460 Volts

2.1.11 Motor Amperage: 60 Amps Maximum

2.1.12 Main Cylinder: 8”

2.1.13 Reversable Ram Shear

2.1.14 Replaceable floor and ram bottom liners

2.1.15 Lower photocell

2.1.16 Keyed power “ON” with Light

2.1.17 Startup Alarm with Buzzer

2.1.18 Control Panel including Fused Power Disconnect

2.1.19 Oil heater, thermostatically controlled

2.1.20 Factory mounted side feed hopper, flared out, facing the same direction as bale ejection.

2.1.21 Horizontal Baler Total Length shall not exceed 24’

2.1.22 Minimum Warranty per Section 3.2.1.

2.1.23 Please see Appendix A for example of Horizontal Side Eject Baler.

2.2 Service Requirements: The Contractor shall provide the following incidental service requirements.

2.2.1 Delivery: The Contractor will deliver the baler to Building 953 which is an outdoor facility with several lean‐to covered areas. The Contractor is authorized to pull into the second lean‐to where the baler will be installed. Direction will be provided with coordination from Recycle Center staff.

(1) Off‐Loading: Ground Level. There is no loading dock available.

(2) Delivery Period: 150 Calendar Days after Award.

(3) Notification: A 14‐day lead time notification to the Government is needed prior to shipment arrival; along with the Contractor’s proposed setup/installation schedule.

2.2.2 Set up and Installation: The Contractor will unload the baler near the set‐up location using their own equipment. It is the Contractor’s responsibility to manage removal and disposal of packing/unloading/loading materials to an off‐ base location with the exception of materials that are recycled at the facility where they may leave for recycling; a dumpster shall not be provided to the

Contractor.

(1) Power: The Contractor shall install the baler per manufacturer’s requirements, to include hookup to disconnect box by qualified installer(s).

(2) Installation Surface: Concrete Pad. The Contractor shall install the baler per manufacturer’s requirements, to include bolting the baler to the concrete pad.

2.2.3 Start‐up and Basic Operator Training: The Contractor shall run at least 2 bales through the machine to ensure proper operational functionality. During this time, the Contractor will train a minimum of two on‐site staff on basic manufacturer operations and maintenance necessary for operations.

3. General Information:

3.1 Quality Control: The Contractor is required to control the product and service quality in delivery and setup of the baler. The overall control of quality must meet the specified performance thresholds for each requirement identified in Section 2. Description of

Requirements.

3.2 Quality Assurance: The Government will investigate complaints received from customers. The Contracting Officer shall make final determination of the validity of customer complaint(s) in cases of disagreement with the contractor(s).

3.2.1 Equipment Warranty: The Contractor shall provide at least the same warranty terms, including offers of extended warranties, offered to the general public in customary commercial practice. At a minimum, the Contractor shall provide a five‐year or 10,000‐hour run‐time structure warranty, whichever comes first, and one‐year parts and labor warranty for all components installed during the performance of the contract.

**Damaged/scratched/dented/broken equipment shall not be accepted. The

Contractor is responsible for replacement of equipment at no additional costs to the Government.**

3.3 Security Requirements: The Contractor shall be responsible for all passes issued to his/her employees under this contract. Background checks are mandatory and pre‐ vetting applications are required for Contractors entering the base. Applications shall be coordinated through the Contracting Office. Follow the following procedures:

3.3.1 Driver/Delivery Contractor(s) shall register in https://dbids‐global‐ enroll/dmdc.mil/

3.3.2 Driver/Delivery Contractor(s) shall receive QR code after registration.

3.3.3 Forward QR code print out to the Contracting Office POC’s via emailing rebecca.behne@us.af.mil and laura.hunter.6@us.af.mil no later than 7 calendar days prior to base arrival.

3.3.4 Contracting Office will provide digital passes to Driver/Delivery Contractor(s) via email. Driver/Delivery Contractors shall utilize their respective digital passes to gain entrance to the base.

3.4 Physical Security: The Contractor shall be responsible for safeguarding all Government property provided for Contractor use. At the close of each work period, Government facilities, property and materials shall be secured.

3.5 Base Access: Large trucks and trailers shall enter the base with a signed copy of their contract through Gate 5, Commercial Gate, on Central Avenue Cheyenne, WY. Digital passes issued by the Contracting Office shall be utilized to pre‐vet Contractors.

3.6 Work Schedule: The Contractor shall coordinate delivery and installation with the 90th

CES Environmental Office and 90th Contracting Squadron at least 14 calendar days in advance of shipment arrival.

3.7 Hours of Operations: The Contractor shall perform the services required under this contract during the hours of 7:30 a.m. to 4:30 p.m., Monday through Friday, excluding

Saturdays, Sundays and legal holidays. Work shall be performed in a manner with minimal disturbance and inconvenience to the Recycle Center customers. Contractor personnel shall be limited to work areas.

3.8 Recognized Holidays: The Contractor is not required to provide service on the following days: New Year’s Day, Martin Luther King Day, Presidents Day, Memorial Day, Juneteenth, Independence Day, Labor Day, Columbus Day, Veteran’s Day, Thanksgiving

Day and Christmas Day. If the holiday falls on Saturday, it is observed on Friday. If the holiday falls on Sunday, it is observed on Monday.

3.9 Safety Requirements: In performing work under this contract, the Contractor shall:

Conform to the safety requirements contained in the contract for all activities related to the accomplishment of the work. Record and report promptly (within one hour), to the

Contracting Officer or designated representative, all available facts relating to each instance of damage to government property or injury to either Contractor or

Government personnel.

In the event of an accident/mishap, take reasonable and prudent action to establish control of the accident/mishap scene, prevent further damage to persons or property and preserve evidence until released by the accident/mishap investigative authority through the Contracting Officer.

4. Contractor Personnel:

4.1 Contract Manager: The Contractor shall provide a Contract Manager who shall be responsible for the performance of the services. The name of the Contract Manager shall be provided to the CO in writing prior to the beginning of the performance period.

The Contract Manager must be able to read, write, speak and understand English. The

Contract Manager shall have full authority to act for the Contractor on all contract matters relating to daily operations of this contract.

4.2 Contractor Employees: The Contractor shall not employ persons for work on this contract if such employee is identified to the Contractor by the CO as a potential threat to the health, safety, security, general wellbeing or operational mission of the installation and its population. Contractor personnel shall present a neat appearance and be easily recognized as Contractor employees. This may be accomplished by wearing distinctive clothing bearing the name of the company or by wearing appropriate badges which contain the company name and employee name in English.
