RFP# FA4452-20-R-0017

Instructions to Offeror/Basis for Award

This is a combined synopsis/solicitation for commercial items prepared in accordance with (IAW) the format at subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

1. Proposal Submission

A. This is a sole source in accordance with (IAW) Federal Acquisition Regulation (FAR) Part 13.5.

B. The proposal submitted in response to this RFP must be in compliance with the terms and conditions of the requirements as stated in the RFP and attachments. All claimed capabilities to meet the requirements shall be realistic and are subject to verification by the Government. Non-conformance with these instructions may result in rejection of the quote or being deemed ineligible for award.

C. Offeror shall clearly identify any exception to the terms and conditions and shall provide complete supporting rationale. The Government reserves the right to determine any such exceptions are unacceptable. Any exception determined unacceptable by the Government may result in the Offeror’s quote being determined unacceptable and ineligible for award.

D. The quote shall be clear, concise, and shall include sufficient detail for effective evaluation and for substantiating the validity of stated claims.

E. Discrepancies. If an Offeror believes the requirements in these instructions contain an error, omission, or are otherwise unsound, the Offeror shall immediately notify the Contracting Officer (CO) in writing with supporting rationale as well as the remedies the Offeror is asking the CO to consider as related to the omission or error.

F. Offeror shall complete the Unit Price and Extended Amount columns and the Grand Total in the table below. All unit and extended prices provided shall be rounded to the nearest dollar.

G. Proposal Submission. Offeror shall submit quotes electronically via email in a format readable by Microsoft (MS) Word 2010, Adobe Acrobat X Pro, MS Excel 2010, and MS-Power Point 2010, as applicable to Ms. Kristy Daugherty, CO, via email at kristy.daugherty@us.af.mil, Contract Specialist (CS), Joseph Monroe via email at joseph.monroe.2@us.af.mil. The Offeror shall submit quotes for consideration no later than (NLT) 16:00 PM Central Standard Time (CST), 15 Sep 20.

H. Please ensure that all information contained in the System for Award Management (SAM) is current and that registration has not expired.

2. Basis of Award:

A. Award will be made IAW the procedures specified in the RFP. A contract may be awarded to the offeror who is deemed responsible IAW FAR 9.1, as supplemented, whose quote conforms to the RFP’s requirements (to include all stated terms, conditions, representations, certifications, and all other information required by the RFP instructions) and is judged to represent a technically acceptable quote with a complete and reasonable price.

B. The Government will determine prices fair and reasonable through the use of one or more of the price analysis techniques at FAR 13.106-3. Additionally, other than certified cost or pricing data may be requested and reviewed if necessary.
