TECHNICAL EXHIBIT 1 Services Summary (SS)

Lime Sludge Hauling Services January 3, 2024 Page 3 of 10

1. Requirement

1.1. Background. Whiteman Air Force Base (WAFB) generates sludge as a result of water treatment for the base community. Sludge is a white lime slurry material made up of average 20% lime sludge and 80% water. These percentages are estimates and may vary depending on the temperature. A Government Contractor provides removal, storage, and disposal of the waste.

1.2 Scope. The Contractor shall provide all services, materials, equipment, personnel, parts, and labor necessary for removal, storage, and disposal of thickened lime sludge from the Water Treatment Facility located on Whiteman AFB, Missouri, in accordance with this performance work statement (PWS).

1.3 Permits. Contractor shall obtain and maintain all required operating permits for removal, disposal, and storage of lime sludge as required by the State of Missouri Department of Natural Resources (MO DNR). The Contractor shall be liable for any monetary fines that result from the wrongful or neglectful discharge of lime sludge. At the time of notice of potential award, the potential awardee must provide proof of application submission to MO DNR. The permit must be obtained from MO DNR NLT 1 June 2024. For reference, Whiteman AFB’s Missouri State Operating Permit can be found at: https://dnr.mo.gov/water/business-industry-other-entities/permits-certification-engineering-fees/wastewater/water-treatment-plant-settling-basins-mo-g640000

2. Contractor Responsibility

Task 1 Removal

2.1.1. Lime sludge shall be removed from the lime sludge holding tank and the spent wash basin located within the fenced area of the Whiteman AFB Water Treatment Facility. The holding tank is located on Whiteman AFB South/West of intersection Mitchell Avenue and Tinian Loop. The spent wash basin is located in the south corner of the enclosed area, adjacent to a gravel driveway. Due to space limitations within the Water Treatment Facility, a semi-truck (18-wheeled) shall not be utilized to haul lime sludge.

2.1.2. Under normal circumstances, full truckloads of thickened lime sludge shall be removed per scheduled service call. The Contractor shall coordinate with an Operator whenever a load of lime sludge is removed. Operators shall check the level of lime sludge in the contractor’s hauling tank to determine if it is at the level that corresponds to the certified capacity. If a partial load of lime sludge is removed, the volume of lime sludge shall be measured by a contractor-furnished dipstick or sight-glass with the truck parked on reasonably level ground. All readings shall be taken by Operators and will be rounded off to the nearest 25 gallons. If the Contractor believes the readings taken by the Operators are inaccurate, they shall notify the Contracting Officer (CO) to have the problem resolved prior to emptying the truck tank. Once the truck tank has been emptied, the quantity entered in the Water Treatment Facility log shall be final.

2.1.3. Gravity Lime Sludge Holding Tank. The Contractor shall remove approximately 12,000 gallons of lime sludge per week from the gravity lime sludge holding tank discharge pipe, which is 12 feet above the pavement. The lime sludge holding tank is 24 feet in diameter, and 20 feet high (19 feet water level) and has a 4-inch pipe outlet that is 12 feet above ground. This is a gravity flow only tank, no pumps or pumping shall be used. The current system consists of a 4” pipe threat extends 10’ horizontally from the tank and suspends 12’ above the road that allows trucks to pull underneath to dispense the lime slurry. A valve is used to control the flow of the lime slurry. The above weekly gallonage is an estimation for reference only and does not limit the actual quantity or frequency of amounts removed.

2.1.4. Spent Wash Basin. The Contractor shall remove lime sludge from the spent wash basin as needed per direction and advanced notice from Whiteman AFB’s Water Treatment Facility management. The Government shall provide the required pumps and hoses for the Contractor to use when removing lime sludge from the spent wash basin.

2.1.5. Removal of the lime sludge shall be completed on a regular basis as scheduled with Whiteman AFB’s Water Treatment Facility management. Any changes shall be coordinated with and approved by Whiteman AFB’s Water Treatment Facility management.

Task 2 Storage

2.2.1. As needed, the Contractor shall be responsible for providing off-base storage facilities to store lime sludge for periods of time when it is not feasible or permitted by regulations to land apply the lime sludge. The storage facility shall be designed and maintained to prevent accidental discharge of the storage pond/tank into waterways. Upon award, the Contractor shall identify to the CO any storage facility to be used and provide a copy of the required permit issued by the State of Missouri. The Contractor shall have use of the storage facility within two months of notification of potential award. Contractor shall be responsible for obtaining appropriate permits and doing all necessary testing for proper disposal.

Task 3 Disposal, Testing, and Cleaning

2.3.1. The Contractor shall dispose of lime sludge in accordance with requirements established by MO DNR (see Master General Permit MO-G640000 at https://dnr.mo.gov/water/business-industry-other-entities/permits-certification-engineering-fees/wastewater/water-treatment-plant-settling-basins-mo-g640000 for requirements). Disposal location and process is at the discretion of the Contractor. The Government does not offer a disposal site. The Contractor is responsible for the proper handling and disposal of solid waste. The Contractor shall also be responsible for any enforcement action that may be taken by the State of Missouri, other state or the federal government related to handling, transportation, and the proper disposal of solid waste materials.

If notification, certifications, documentation, manifests, permits or any other written materials are required by law to be obtained, prepared and/or submitted. The Contractor shall prepare https://dnr.mo.gov/water/business-industry-other-entities/permits-certification-engineering-fees/wastewater/water-treatment-plant-settling-basins-mo-g640000 https://dnr.mo.gov/water/business-industry-other-entities/permits-certification-engineering-fees/wastewater/water-treatment-plant-settling-basins-mo-g640000 https://dnr.mo.gov/water/business-industry-other-entities/permits-certification-engineering-fees/wastewater/water-treatment-plant-settling-basins-mo-g640000

COR/GSME Surveillance with Quality Assurance Surveillance Plan (QASP). The Government, through the COR, shall periodically evaluate the Contractor’s work performance in accordance with the specific contract performance requirements. The Government will evaluate the Contractor’s performance under this contract in accordance with the Services Summary. The Services Summary is primarily focused on what the Government will do to ensure that the Contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and acceptable quality
