About this file
This Statement of Objectives (SOO) details safety measure installation requirements for nine machinery units at Laughlin AFB Fabrication Shop. The safety upgrades are based on recommendations from a safety survey evaluating compliance with OSHA, ANSI, and NFPA standards, focusing on covers, guards, controls, power disconnects, and hazardous emissions prevention.
The SOO specifies detailed safety enhancement requirements for each machine, including emergency stop stations, danger signs, shields, control assemblies, and protective guards. Specific requirements vary by machine type but generally include elements like self-latching emergency stop palm stations, NEMA 12 enclosures, interlocked shields, cable and push-button e-stop assemblies, and protective machine guards. Proposals must include a full cost estimate for turn-key installation of safety upgrades and an estimate of machinery downtime, with enhancements meeting or exceeding recommended safety measures for each specific machine.

Fabrication Shop Machinery Safety Measure Installation Statement of Objectives (SOO)
July 24, 2025
Laughlin AFB Fabrication Shop is seeking proposals for installation of requested safety measures on the following shop machines:
1. Edwards 75 Ton Ironworker
2. Dake Johnson JH10 Horizontal Band Saw
3. Clausing/Kondia FV-1 Knee Milling Machine
4. Hardinge JHLV-H Machine Lathe
5. Bridgeport EZ Trax DX2 Milling Machine
6. LeBlond RKL-1960V Lathe
7. Taumel Assembly Systems T-500 6456 Riveting Machine
8. Cincinnati Model LE ½" Upright Drilling Machine
9. Dake V-16 Vertical Band Saw
These requested safety measures are based upon recommendations from a safety survey that evaluated each of the machines for safety compliance based on OSHA, ANSI, and NFPA Standards; specifically, NFPA 79, OSHA 1910.1 paragraph (a), OSHA 1910.3 paragraph (b)(1), OSHA 1910.212 (a), and DAFMAN 91-203 25 MARCH 2022 Chapter 11 requirements.
The survey focused on required covers, guards, controls, power disconnects, user interface areas where technicians interact with the machinery, and other hazardous emissions/discharges that can cause injury to the direct operators or other technicians in the work area.
All proposals for installation of recommended safety measures for bringing discrepant machinery into safety compliance must include full cost estimate for turn-key installation of all recommended safety upgrades, and an estimate for machinery downtime for quoted safety upgrades.
Safety Measure enhancements must include, at a minimum, all recommended safety measures or better industry alternatives for each of the following machines:
Edwards 75 Ton Ironworker:
• Self-Latching Emergency-Stop Palm Station in a NEMA 12 enclosure (x2)
• Danger Sign—“Closing Ram and Die” (for rear of press brake) (10” x 12”)
Dake Johnson JH10 Horizontal Band Saw:
• Horizontal Motor Operator Station to provide a self-latching red emergency-stop palm button and motor start and stop push buttons mounted in a NEMA 12 enclosure
• Combination Disconnect/Starter—furnished in a plain-door NEMA 12 enclosure including a 30-A IEC thru-the-door main power disconnect switch and a 12-A IEC non-reversing magnetic motor starter for the main drive motor. All motor operators will be in a remote station. The unit will include a transformer and will be generically numbered and wired to terminals
• Danger Sign (for cutting or turning machine( (5” x 6”)
