STATEMENT OF WORK

Remove and Install New Cooling tower tube bundle.

Joint Base San Antonio- Fort Sam Houston

SCOPE OF WORK. The contractor shall provide all labor, tools, hardware, and equipment necessary to complete the requested work. Upon notification to proceed, the contractor shall coordinate modification timelines with authorized Government personnel. This statement of work defines the tasks required for the removal, installation of a new tube bundle & extensive cleaning of the water source heat pump cooling tower Building 4119. New tower tube bundle will be located at B4119 Mechanical Room.

BACKGROUND. The Cooling Tower system is located at Building 4119 JBSA-Fort Sam Houston (FSH). This facility is a 56th Signal Battalion B4119, Fort Sam Houston. The existing cooling tower bundle froze during the Jan 2024 freeze Jan15-Jan19th and needs replacement. The soldiers/ Command leaders working here have been displaced while the system is down. 56th Command has NO flex space so it’s critical we get this facility back online.

1. SCHEDULING. 502 Civil Engineering will coordinate passes for the contractor and team.

The contractor shall schedule for all work and base passes with CEOER/RP Office: Carlos Flores at (210) 808-0191, or Cell (210) 336-8415. All work shall be completed and accepted by the government. Changes to the schedule shall be immediately identified to the inspector at 502d CE5RX JBSA-Fort Sam Houston (FSH).

2. PROTECTION OF GOVERNMENT PROPERTY. The contractor shall protect government property to the extent necessary to prevent damage to government property.

Contractor may, if applicable remove equipment as necessary that may interfere with the work.

Contractor shall reinstall equipment removed and shall ensure they are operational prior to departing the work site. The contractor shall be responsible for making repairs to damages caused by the contractor at no additional cost to the government.

3. HOURS OF OPERATION. The contractor shall perform all work during the hours of 7:00am to 4:30pm, Monday through Friday and weekends from 7:00am to 4:30pm. The contractor is not required to perform work during federal holidays. (New Year's Day, Martin Luther King Day, Presidents Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day, Christmas Day)

4. WORK TO BE PERFORMED.

Check in with building personnel.

. Disconnect the bundle from piping.

. Remove necessary walls to remove bundle.

. Crane old bundle out of tower.

. Crane in new bundle.

. Connect and leak check.

. Insulate piping where needed.

. Pressure wash and clean inside of tower.

. Get rid of debris.

. Test for proper operation.

. Clean up work area and dispose of old bundle.

a. Check out with building personnel. If applicable, Contractor shall provide and install approved all electrical, piping connections by certified technicians in their trades.

b. Contractor shall perform startup of the unit and confirm operation in accordance with manufacturer’s requirements.

c. Contractor shall guarantee all materials and workmanship for a period of one year from the date of project completion and shall within that period correct all defects in materials/workmanship within twenty-four (24) hours of being notified. Correction of all defects under this warranty shall be at the expense of the contractor. Contractor shall submit the one-year warranty that come with the chiller unit. Contractor shall inform the government of any manufactures warranty that will exceed the one-year warranty the contractor offers. A document shall have minimum the company, phone number, and an address of where the government can obtain the manufactures or extended warranty.

d. All work shall be coordinated with 502 CE in such a way as to minimize disruption to facility operations. Point of contact is Carlos Flores 210- 808-0191.

5. QUALITY ASSURANCE. The government will perform inspections of contractor work and acceptance of work will be performed by authorized personnel from 502d CE Planning Engineering.

6. ENVIRONMENTAL COMPLIANCE. The contractor shall comply with all applicable federal, state, and local environmental laws and regulations.

7. CLEAN-UP. The contractor shall dispose of all contractors generated waste components at an off-base city or state approved disposal site. Contractor shall clean-up work site at the end of each working day. However, the unit removed shall remain at the government facility and will not be disposed of by the contractor.
