About this file
This document is a Request for Qualifications (RFQ) for Architectural and Engineering (A-E) services to produce a Concept Design for repairing the HVAC system in Building 8500 at Vandenberg Space Force Base, California.
The RFQ requires interested A-E firms to submit an SF330, Architect-Engineer Qualifications, for government evaluation. The A-E firm considered most highly qualified after review and discussions will be eligible to receive the Request for Proposal. The evaluation factors include professional qualifications, specialized experience and technical competence, capacity to accomplish the work, past performance, and knowledge of the local area. The estimated construction cost for this project is between $1,000,000 and $5,000,000. Responses to the RFQ are due by April 29, 2024. This acquisition will be procured as a total small business set-aside.

1.0 INTRODUCTION
The Architect-Engineer (A-E) shall conduct field investigation and prepare a complete and usable
Conceptual Design/35% Design with all relevant design contract documents for the Government. This
Statement of Work (SOW) sets forth the requirements for a full and complete Design delivery method for this effort at Vandenberg SFB, CA. The A-E is to provide the government with an engineering design for a new HVAC system for Bldg. 8500.
1.1 CURRENT SITUATION
The current HVAC system was upgraded approximately twelve (12) years ago. However, not long after the upgrade, the system was found to still be inadequate to handle the square footage of the building, as well as the system was not operating properly. The inadequate nature of the system affects the numerous organizations in the building that depend on temperature-controlled environments, thus affecting their ability to perform their mission support objectives.
2.0 SCOPE OF WORK
The A-E shall perform the services described in this document.
2.1 GENERAL DESCRIPTION OF PROJECT
The A-E shall investigate, research, and design a solution to bring the below issues up to code compliance and to meet all base, state, federal, and user requirements and standards. This is not a description of construction, rather a statement of performance. The A-E shall develop a Concept Design that researches the current situation and provides an engineering solution to meet these performance requirements with sufficient information to perform a Cost Analysis, Environmental Analysis, and Design Specifications.
The A-E’s scope includes, but is not limited to, all research, investigation, and design to:
2.1.1 Design to remove, update, and replace the existing HVAC systems in Building 8500. The A-E shall develop a phased work approach that will allow the facility to remain occupied during repair efforts to maintain all facility users’ missions.
2.1.2 Determine temperature and/or humidity requirements of Building 8500.
2.1.3 Determine which existing HVAC System are to be replaced.
2.1.4 Design new HVAC system to include but not limited to: chillers, air handlers, VAV’s, fan coils, and computer room air conditioning units.
2.1.5 Design to repair all chilled or hot water piping systems. The Contractor shall verify the piping to be in good working order and flush the line.

4.7 DESIGN DEFICIENCES
Government approval of the 35% design submittal does not relieve the A-E from the responsibility to comply with all applicable codes and regulations. The A-E shall be responsible to correct design deficiencies and provide appropriate revised drawings and specifications to the Government within 5 calendar days of notification by the CO. These design deficiencies may be identified at any time between approval of the 35% design submittal and final inspection.

All tradesmen performing work in a trade which has a California A-E’s license available shall be licensed or under the direct supervision of a tradesman licensed in the trade being performed.
5.2 AIR FORCE PROPERTY
All materials gathered and/or developed in the performance of these tasks listed shall be returned to and become property of the Air Force; and shall not be used and/or distributed by the A-E without specific written permission of the PM.

Where there is a conflict between the referenced standards, the most stringent shall take precedence. All work accomplished by the
A-E shall comply with these criteria unless a waiver is obtained from the Air Force when conditions warrant such consideration. The A-E is responsible for all research, interviews, and investigation required for the project.
6.0 GOVERNMENT FURNISHED ITEMS
The following is a list of specific items of support that the Base CE will provide:
None Specific to the project.
6.1 STAGING AREA
The A-E, in coordination with the end user and Base CE, will identify space on the jobsite or in a base A-
E staging area where the A-E may deliver nonhazardous materials within the installation. Approval of the staging area is required from Base Planning as part of the AF Form 103.
6.2 EXISTING ENGINEERING PLANS AND RECORD DRAWINGS
The Base CE will provide the A-E access to any existing, available and allowable engineering plans, drawings, diagrams, aerial photographs, digitized map files, etc., to facilitate evaluation of the site(s), as needed or requested. The primary method of access is for the A-E to be allowed into the 30CES Design
Vault for research on available documents. Access to the 30CES Design Vault will be granted to the A-E after award. The A-E’s use of any existing plans, drawings, diagrams, etc. does not relieve the A-E from ensuring the design matches existing site conditions or complying with Vandenberg SFB CAD Standards.
6.3 BASE REQUIREMENTS
The Base CE will advise the A-E of the location and processes to obtain the following as needed
6.3.1.1 Access to utilities (electrical, water, sewer, phone, etc.) This includes a supply (e.g., fire hydrant or stand pipe) of large quantities of potable water.
6.3.1.2 Security escorts for work in restricted areas.
6.3.1.3 A paved area where equipment can be cleaned.
6.3.1.4 A set of keys to locks as necessary.

7.2 DESIGN QUALITY CONTROL PLAN (DQCP)
The A-E shall submit a DQCP that analyzes all project specific design quality concerns and addresses how the prime A-E will ensure a quality design is submitted throughout each design submittal phase and during construction of the project.
8.0 OTHER REQUIREMENTS
The A-E is also responsible for the following:
8.1 WRITTEN SUMMARIES
The A-E shall prepare written summaries of all meetings, field investigations, and design review conferences held in conjunction with this contract. The A-E shall submit them to the Air Force Project Manager for concurrence.
All action items shall clearly state the requested information and the party responsible for providing the information. This summary should be submitted within 2 calendar days.
8.2 RECYCLABLE MATERIALS
The A-E shall make every effort to use recyclable materials for all submittal documentation.
8.3 CONTRACTOR PAYMENT INVOICE
The A-E shall submit an invoice for payment in accordance with (IAW) DFARS Clause 252.232-7006 Wide Area
Work Flow.
8.4 ENERGY EFFICIENCY
Energy-efficient technology and equipment is required for all projects at Vandenberg SFB as mandated by the
Energy Policy Act of 1992.
8.5 SUSTAINABLE FACILITY DEVELOPMENT
In an effort to comply with the affirmative procurement requirements of Section 6002 of RCRA and
Executive Order 13101, the Government strongly promotes the use of recycled and recovered materials and products identified in the Environmental Protection Agency's Comprehensive Procurement
Guidelines. These materials and products must meet the requirements of the Specifications, must not delay the progress of work, and must not be cost prohibitive. EPA guideline items are seen as the minimum that should be considered when evaluating recycled/reuse materials. Other materials and products not listed, but commonly used in industry outside of the Government should also be considered.
Material and product submittals for all recycled-content items should list the recycled and recovered materials used and the percentage content.
