The contract encompasses three primary phases of work across multiple contract line items (CLINs).
Phase One focuses on initial assessment and planning activities, requiring delivery of a gap analysis within 30 days of award, an executive summary within 45 days, and a comprehensive Solution Implementation Strategy within 60 days that includes cost analysis and implementation timeline targeting August 2026 completion. Phase Two covers system deployment and validation, with critical deliverables including system deployment by August 30, 2026, test plan development within 75 days, comprehensive system documentation by July 31, 2026, and remediation support activities. Phase Three comprises ongoing sustainment operations including scanning and penetration testing support for up to 30 installations, Standard Operating Procedures development, 24/7 support services with defined Service Level Agreements requiring one-hour incident notification for suspected security breaches, training materials and programs, compliance attestation support, quarterly compliance reporting, and project management deliverables. All work supports Payment Card Industry Data Security Standard (PCI DSS) compliance at the Cardholder Data Environment (CDE). Weekly status reports beginning within 30 days of award and monthly progress and financial reports are required throughout the contract period. All deliverables must be submitted to and approved by the Contracting Officer Representative (COR). The contractor must annotate concurrent timelines for overlapping deliverables and calculate performance schedules from the actual award date.
