Performance Work Statement Summary – Janitorial Services, Devils Postpile National Monument

This Performance Work Statement (PWS) issued under RFQ 140P8526Q0038 outlines janitorial services requirements for Devils Postpile National Monument (DEPO) in Mammoth Lakes, California. The contract is a firm-fixed price award with a one-year base period and four one-year options exercisable at government discretion. Services are performed seasonally from mid-June through mid-October annually. The scope encompasses daily cleaning of three public restroom facilities (Upper Campground Loop A, Lower Day Use Area Section 1, and Lower Day Use Area Section 2, totaling approximately 551 square feet of flush toilet facilities and 105 square feet of vault toilets) and weekly cleaning of a 988-square-foot community building used by park employees and volunteers, including three unisex restrooms, three shower stalls, and common kitchen/lounge areas.

The contractor must furnish all labor, materials, equipment, supplies, and supervision necessary to meet commercial cleaning standards and achieve specified performance objectives. Key tasks include emptying and re-lining waste containers; restocking paper products and soap/disinfectant dispensers; mopping and disinfecting floors; and cleaning toilets, sinks, fixtures, and high-touch surfaces. Public restrooms require daily service seven days per week including federal holidays; the community building requires weekly service. The government furnishes storage, utilities, refuse removal, keys, and building access. The contractor must provide recycled paper products, environmentally friendly materials, and chemicals meeting federal, state, and local codes, with Safety Data Sheets maintained on-site. Performance is evaluated via customer complaint validation by the Contracting Officer's Representative using an Acceptable Quality Level metric. Invoices are adjusted for missed services when facilities are inaccessible due to road construction, weather, or facility closures. In 2026, Reds Meadow Road construction will limit access Monday-Wednesdays and during shoulder seasons; the Lower Day Use Area main restroom will be demolished and rebuilt in late summer 2026 for the 2027 season.
