Statement of Work – Attachment 1
SOIL HAULING
Yosemite National Park
1. BACKGROUND AND OBJECTIVES
Yosemite National Park is ecologically restoring a floodplain in Yosemite Valley north of Lower Pines Campground. In support of this operation, 3,900 cubic yards of soil must be hauled from immediately north of Lower Pines Campground in Yosemite Valley to the Upper River staging area in Yosemite Valley, in October and November 2023. Options are included should additional work be necessary to complete project requirements.
2. REQUIREMENTS
2.1. Requirement A: Load and Haul 3,000 Cubic Yards of Soil from north side of Lower
Pines Campground
Option A-1: Load and Haul up to 900 Cubic Yards of Soil from north side of Lower Pines Campground
The Contractor will be responsible for loading, hauling, and delivering soil from the north side of Lower Pines Campground in Yosemite Valley to the Upper River Staging Area in Yosemite Valley, a round trip of approximately 4 miles (see attached Map). The Contractor shall provide the dump truck and loader.
The material to be removed will be piled on the north side of Lower Pines Campground in an area accessible by tandem dump trucks and loaders. The material is a sandy loam with up to 50% coarse gravel (1 to 3-inch diameter) and less than 1% boulders (less than 4-inches in diameter).
There is a small ephemeral stream crossing to access the soil pile. NPS will build a small temporary ramp to improve access for contractor trucks using soil from the pile. The contractor will be responsible for removing and hauling away any fill used for the ramp and match the adjacent existing grade.
The Contractor shall consult with the COR on where to dump and pile soil at the Upper River Staging Area delivery site. The Contractor will be responsible for building up pile(s) with a loader as needed to maintain the pile(s) in the designated area.
Soil may be hauled from the work site between the hours of 6:00 a.m. and 6:00 p.m., 7 days a week, and includes the following restrictions:
Hauling must be conducted after October 16, 2023, when the Lower Pines Campground is closed for the season. We recommend as much hauling as possible is done immediately after October 16th to avoid the potential for fall snowstorms covering the pile to be hauled.
For all hauling associated with this contract, there are no restrictions on:

The type of truck used, though vehicles longer than 30 feet will not be able to make the left turn from Sentinel Drive to Southside Drive at the Sentinel Bridge intersection with the new Yosemite Valley Road Circulation. Offerors should confirm that their vehicles can make this turn before planning work. More information here: https://www.nps.gov/yose/planyourvisit/roadpilot.htm.
Note: this website describes this as a pilot program in 2022, but the permanent system is currently being installed in May 2023, and updates to the website are pending.
The type of loader used; and/or The number of vehicles being used.
2.2 Contractor shall provide all equipment and crew to carry out the requirement, adhering to Department of Transportation (DOT) requirements and regulations, and Department of Labor (DOL) Service Contract Act wage rates.
2.3 Government will provide space near the delivery site for transfers, if used.
2.4 All vehicles must meet Department of Transportation requirements and regulations.
3. PERIOD OF PERFORMANCE
Lower Pines Campground: October 16, 2023, to November 18, 2023. The National Park Service COR or POC will confirm the initiation of the hauling with the Contractor.
4. PAYMENT
Requirement A shall be paid by the cubic yard as measured by truck bed capacity and number of truck loads.
5. ADDITIONAL INFORMATION
5.1. Protection from Exotic Plant Species:
Measures shall be taken to prevent the introduction of exotic species in the project area and staging areas. All equipment must enter the Park free of dirt, dust, mud, seeds, or other potential contaminants. Equipment exhibiting any dirt or other material attached to frame, tires, wheels, or other parts shall be thoroughly cleaned by the Contractor before entering the Park.
A physical inspection of the vehicles will be performed by a NPS representative and the Contractor before delivery. Equipment that does not pass inspection will be turned around to the nearest cleaning facility outside the park. The Contractor shall notify the NPS POCs (to be determined) at least two workdays (not including weekends or holidays) prior to bringing equipment into the Park. Equipment found to have entered the Park with potential contaminants will be removed from the park at the direction of the Contracting Officer at the Contractor’s sole expense.

5.2. Road Conditions and Restrictions
Visit www.nps.gov/yose to obtain the latest status and locations for road construction activities, estimated dates of construction, and estimated delays. Additionally, there exists a 45-foot length restriction and one-way controlled traffic for all vehicles 20 miles east of Mariposa on Hwy 140; see Caltrans website http://www.dot.ca.gov/ for further details. There are height, weight, length and width restrictions for commercial deliveries in and through the park; please verify current road conditions prior to hauling. These delays must be considered part of the existing conditions within the park and will not be cause for any additional compensation as a result of this or related work.
Please be advised that a temporary closure currently exists on Hwy 120 (Big Oak Flat Road), west of the park. One-lane access is anticipated to be available after June 10, 2023.
