RFQ 140P8523Q0031

SOIL HAULING FOR YOSEMITE NATIONAL PARK

Questions and Answers

The following are questions and answers received during the RFQ:

1. Is this a brand-new contract or is there an incumbent performing these services?

a. Answer: This is a new service. There is not an incumbent.

2. The NPS's website for Yosemite Park outlines that no commercial driving is allowed through the park, will this be waived for the contract?

a. Answer: Yes, as this is not considered commercial driving.

3. Will an onsite visit be permitted after the contract is awarded before the work begins in October to better understand the scope of work?

a. Answer: Yes, offerors and the awarded contractor are allowed to visit the site at their own expense. Offerors or quotes are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award.

Please contact Erin Dickman by email at erin_dickman@nps.gov for site visit scheduling or site visit information.

4. Are there any limitations for the Prime Contractor on subcontracting services for this contract?

a. Answer: No.

5. Do the subcontractors need to be registered in SAM?

a. Answer: No.

6. Is the material at the north side of the Lower Pines Campground in a raised pile or is it level with the ground? If it is level to the ground what is the maximum depth at which we can extract material?

a. Answer: It is in a raised pile and the contractor is asked to remove soil to ground level, flush with adjacent grade.

7. Not including the tunnels at the park, are there any other known height restrictions?

a. Answer: No.

8. Are there any weight limitations for the roads in the park for non-wintertime driving? If so, can an overload permit waive this restriction?

a. Answer: The weight limit for Yosemite Valley bridges and roads is 80,000 lbs, unless otherwise regulated by CalTrans.

9. The park will be closed during the contracts work period, will passes be granted to the workers during this period to allow entrance into the park?

a. Answer: The park is not planned to be closed during this work period. Unless there was a hard closure due to a safety issue, the contractors’ vehicles will be issued passes for park entrance.

10. What kind of traffic density can be expected in this section of the park in October?

Specifically, will this cause flaggers to be needed?

a. Answer: The soil pile is accessible via a normal campground road so flaggers will not be needed. The park will still likely have a fair amount of traffic in October.
