Requirements for Foam CNC Router/Mill

Background:

The 704th Test Group’s (704 TG) mission is to be the premier provider of unique test and evaluation capabilities relevant to tomorrow’s warfighter through world-class people improving technical excellence, cost-effectiveness, and agility. The National Radar Cross Section (RCS) Test Facility (NRTF) is assigned to the 704 TG. The NRTF securely provides our national defense partners with accurate, impartial, and timely: RCS Measurements, Antenna Patterns, and Comprehensive Data Products.

The NRTF requires one (1) CNC foam router/mill to cut polyisocyanurate (ISO) foam blocks into columns and transitions for target support tests and fabricate models and precision calibration devices for

RCS/antenna pattern measurements.

1. Operational Requirements:

The vendor shall deliver and install one (1) CNC router/mill that meets the following requirements:

1 Physical Requirements

1.1 CNC machine shall be able to fit within a volume with dimensions of 20’x20’x20’

1.2 CNC machine shall have a minimum cutting volume of 5’x5’x5’

1.3 CNC machine shall have a minimum of 5 axes of motion

2 Performance Requirements

2.1 Cutter tool(s) shall be able to cut up to 3 lb/ft3 EPS foam

2.2 Cutter tool(s) shall be able to cut up to 2 lb/ft3 ISO foam

2.3 CNC machine bed shall meet or exceed a minimum weight limit of 300lbs

2.4 CNC machine shall cut at least 48” in Z-axis depth

2.5 CNC machine shall be accurate to less than or equal to 1/32 inches in any axis

2.6 CNC machine shall be able to accommodate a 48” tall foam block and cut saddle type shapes. It also shall be able to cut in the middle of the foam straight vertical cuts or angled cuts (for an antenna or F-16 belly fins). Sample shapes are shown below:

3 Software Requirements

3.1 CNC machine shall be able to accept CAD files and/or G-Code files generated from PTC

Creo CAD/CAM software

4 Basic on-site training to include machine operation, programming, and maintenance

4.1 On-site training shall be provided at the time of installation

5 Start-up and performance verification shall be accomplished prior to the Government accepting the product

5.1 Start-up: The Contractor shall complete the start-up for the router and make all the necessary adjustments until it is fully operational in accordance with (IAW) the Original

Equipment Manufacturer (OEM) specificationsPerformance

5.2 Verification: The Contractor shall perform an onsite performance verification in accordance to OEM specification. The Contractor shall perform at least two verifiable cuts to the surface of contractor provided material, with all axes engaged or utilized. The contractor shall provide a certificate of calibration showing conformance to the above specifications.

6 Electrical Requirements:

6.1 The available power for the router is 480 V to the building. The router must operate with this supply.

2. Delivery:

The vendor shall deliver all hardware and documentation (operators and maintenance manuals) FOB
