About this file

Summary

This is a Scope of Work document for Alfred State College's Assessment, Planning, Accreditation Survey and Course Evaluation Software procurement. The college seeks a highly secure, cloud-based Software-as-a-Service (SaaS) platform that integrates comprehensive academic and organizational assessment, accreditation, program planning, strategic planning, and course evaluation capabilities. The system must support systematic organizational management with customizable assessment planning, unlimited assessment and strategic plan generation, institutional structure mapping, and course-to-program-to-institutional learning outcome alignment. Key functional requirements include both course- and program-level academic assessment, robust curriculum mapping with program assessment timelines, integration with Banner and Brightspace D2L learning management systems, the ability to host historical assessment data dating back ten years, and support for multiple accreditation bodies including MSCHE, ACEN, ABET, IACBE, and JRCERT. The platform must accommodate unlimited user accounts, support assessment teams of 10-25 members, enable unlimited survey projects with customizable permissions, automated response tracking and non-respondent follow-up, and provide user-friendly dashboarding for reporting and follow-up activities.

The procurement is being conducted under New York State Education Law 355(5)(a) discretionary authority as a sealed bid waiver requiring interested vendors to contact the designated campus contact within 15 business days of the advertisement notice. The incumbent contractor previously awarded an identical or substantially similar contract within the past five years is Watermark Insights LLC. Interested vendors must submit proposals directly to Alfred State College rather than through a formal sealed bid process.
