About this file

This document contains a comment and question matrix from a market survey related to replacing the Airport Surveillance Radar Model 9 (ASR-9) Processor Augmentation Card (9PAC) Circuit Card Assembly (CCA). Key details include that the Federal Aviation Administration is seeking to replace the obsolete 9PAC CCA and has full schematics and Gerber files available. The source code is in C language and was originally developed for the Texas Instrument 320C4X compiler and GCC compiler. No incumbent contractor currently supplies the FAA with this commodity. Evaluation criteria and period of performance will be determined upon release of a Screening Information Request or Request for Proposal. Responses indicate the FAA will provide additional requirements documentation and potentially legacy equipment after contract award to support evaluation.

Comment and Question Matrix

DateMarket Survey SectionPage NumberQuestion/Comment/RationaleFAA Response
11/17/23Does the DoD have any schematics and is the code in a Hex file format, or is it found in an original C code with the C programming language format? Or is the original code in composer studio? The FAA (not DOD) has the full schematics, and Gerber files for this CCA. The source code is in C language, edited with programs such as EMACS and GVIM. The source code has not been maintained in any development environment. The source code is compiled for the CCA environment using the Texas Instrument 320C4X compiler, and compiled for the Sun Solaris environment using GCC. A Technical Data Package will be provided as part of a Screening Information Request (SIR)/Request For Proposal (RFP).
11/17/23Who originally manufactured this CCA?This CCA was manufactured by the Defense Electronics Division of Westinghouse Electric Corporation, which was later acquired by Northrop Grumman.
11/20/231Are there specific technological improvements desired in the redesign or is redesigning out obsolete components the main design goal?Market Survey feedback from industry will help determine specific technological improvements.
11/20/231Is there a technical data package available for the 9PAC that includes schematics, gerbers, BOM, etc.The FAA has the full schematics, and Gerber files for this CCA. A Technical Data Package would be provided as part of a Screening Information Request (SIR)/Request For Proposal (RFP).
11/20/231Can any software modifications be made if a newer processor is used? If not, the obsolete processor may have to be aquired. The need for software modifications would be determine based on feedback from industry from the market survey as the Screening Information Request (SIR)/Request For Proposal (RFP) is developed.
11/20/231What is the planned period of performance for this effort?A period of performance would be provided as part of a Screening Information Request (SIR)/Request For Proposal (RFP).
11/20/231Will a functional legacy 9PAC unit be provided for evaluation upon contract award? To Be Determined. All required Government Funished Equipment (GFE) and Government Funished Material (GFM) will be provided to the vendor after contract award.
11/20/231Are there any test sets available that are used to verify a 9PAC unit is operating correctly and meets performance requirements? If a test set is required it will be provided as part of Government Funished Equipment (GFE) and Government Funished Material (GFM) after contract award.
11/20/231What operating system is used on the 9PAC?The OS is a custom real-time configuration of UNIX that only has the needed functions.
11/20/231What programming language is the software written in?The source code is in C language. The source code is compiled for the CCA environment using the Texas Instrument 320C4X compiler, and compiled for the Sun Solaris environment using GCC.
11/21/23Kindly state the name of the incumbent (if any) for the current sources sought posted. There is no incumbent contractor supplying the FAA with this commodity.
11/22/23How will the bids be evaluated and weighted for the contract selection?Evaluation and weighting of bids would be determined as part of a Screening Information Request (SIR)/Request For Proposal (RFP).
11/22/23Will the bid be looked at from the standpoint of the overall cost of the project, including not only the contract price but also any additional costs that may be incurred, such as installation, training, and maintenance?Evaluation and weighting of bids would be determined as part of a Screening Information Request (SIR)/Request For Proposal (RFP).
11/22/23Will a bidder's technical approach be weighted and evaluated to be equal to or better than price? Technical approach, meaning consideration for the bidder's past experience with the DSP family of products, qualifications, and proposed methodology.Evaluation and weighting of bids would be determined as part of a Screening Information Request (SIR)/Request For Proposal (RFP).
11/22/23How will the bidder's past performance on similar projects be assessed? What information will be required such as NAICS codes, contacts, NSN numbers, contract delivery deadlines, deliver quality work, effective problem resolutions?Evaluation and weighting of bids would be determined as part of a Screening Information Request (SIR)/Request For Proposal (RFP).
11/22/23Will repair and support services be part of the maintenance requirement after the warranty period? The repair and support services after warranty period would be determined as part of a Screening Information Request (SIR)/Request For Proposal (RFP).
11/22/23Is the C44 upgraded from an earlier version of the TMS320C40 family of processors? If so, what version? The initial design used 3 TMS320C40 processors, with half the DRAM (8 MB, 16 MB, 8 MB) than was implemented on the production model (16 MB, 32 MB, 16 MB).
11/22/23What is the targeted lead-time after contract award for the first article delivery and production run?The targeted lead-time would be provided as part of a Screening Information Request (SIR)/Request For Proposal (RFP).
11/22/23Will the issuing contract be a firm-fixed contract or other form of contract type? The contract type would be determined as part of a Screening Information Request (SIR)/Request For Proposal (RFP).
11/22/23Will environmental testing be required as part of the manufacturing/production process?Environmental testing requirements would be determined as part of a Screening Information Request (SIR)/Request For Proposal (RFP).
12/1/23Is the FAA considering a larger SLEP or tech refresh in conjunction with this post processor CCA replacement project? I understand that you won't be able to give me a definitive answer on that, I'm just attempting to get a feel for what direction the FAA is planning or hoping to go in regarding the suite of radar systems, ARSR's, CARSR's, ASR's, in light of ADS-B and Mode S. Are they planning on maintaining these systems? Replacing? Or just relying on ADS-B for all long haul stuff and keep the ASR's for terminal stuff? There is a parallel concurrent on ongoing investment analysis regarding a larger SLEP/tech refresh/system replacement for the ASR-8/ASR-9/ASR-11 systems (ANSR program).
12/5/23Will there be an ATE (Automatic Test Equipment) requirement? If so, will this test equipment be provided, or will there be a third party providing a custom test suite?Final requirements will be determined based on market survey industry input and be provided as of part of a Screening Information Request (SIR)/Request For Proposal (RFP).
