Airport Surveillance Radar (ASR) Model 9: Antenna Control Box (ACB)

WARNING -This document contains technical data in Attachment 5 that has been deemed as sensitive unclassified whose export is restricted by the Arms Export Control Act (Title 22, U.S.C., Sec 2751, et seq.) or the Export Administration Act of 1979 (Title 50, U.S.C., App. 2401 et seq.), as amended under Export Control Classification Number (ECCN) Category 6, Sensors and Lasers. Do not publicly disclose, export to any foreign country, or distribute to any foreign national without obtaining a proper license. Violations of these export laws are subject to severe criminal penalties.

1. Introduction / Purpose The Government is conducting a market survey to assess:

1. The existence of viable competition by interested industry participants;

2. Qualified and capable sources that can satisfy Government requirements. Specifically, to identify companies that possess the capabilities to meet Government requirements to re-design, manufacture, and test a replacement for the Antenna Control Box (ACB). Qualified offerors will need to show the capability to furnish all required labor, plant, materials, fixtures, equipment, tools, test equipment, technical data/technical and management expertise and all other facilities necessary in support of their product that fully comply with Government requirements, and

3. The potential for participation by small business (SB), service-disabled veteran-owned small businesses (SDVOSB), and eligible socially and economically disadvantaged businesses (SEDB) that are certified by the Small Business Administration (SBA) for participation in the SBA's 8(a) Program.

This announcement is being issued in accordance with the FAA Acquisition Management System (AMS) Section 3.2.1.2.1.

Interested offerors must incorporate as part of their proposed solution the following information:

a. The use of new components as replacement for obsolete parts and/or those at or nearing their service lifecycle expectancy;

b. Incorporate latest technical advancements to meet current functional, performance (Mean Time between Failure MTBF), and maintenance requirements (Decrease Mean Time to Repair MTTR);

c. Incorporate efficiencies in the servicing and operation of the proposed ACB;

d. Incorporate, in the proposed re-design, corrosion prevention processes;

e. Incorporate in the proposed solution supply chain availability considerations to ensure maintenance and spare capabilities for the planned 20-year lifecycle;

f. Adhere to all defined design, functional, and performance parameters;

g. Utilize Commercial-Off-The-Shelf (COTS) components; and,

h. Reduce parts-count and associated costs.

2. Background

The ASR-9 radar system includes an ACB, also referred to as an Antenna Control Unit (ACU), mounted on a radar tower to control and monitor the rotating antenna drive system. Each radar system (of more than 130 currently fielded around the U.S. and territories) has one ACB. Components within the ACB have become obsolete and are no longer available. In addition, systems operating in corrosive environments such as adjacent to salt-water bodies are deteriorating and must be replaced with an enclosure more resistant to corrosion.

The requirements document details specifications for a re-design of the ACB assembly that will resist the effects of a corrosive coastal environment and ultraviolet deterioration and include modern control systems technology with equal or better performance than the original design.

3. Scope The requirements document defines physical configuration, functional, and performance parameters.

4. Nature of Competition The acquisition strategy and the periods of performance for any potential procurements have not been determined at this time. The Government intends to review all responses received to establish the acquisition strategy and determine the viability for unrestricted competition. All interested sources are encouraged to respond to this market survey.

5. Standard Language

Offerors are hereby advised that:

(a) This is not a Screening Information Request (SIR) or Request for Proposals (RFP) of any kind;

(b) The Government is not seeking or accepting unsolicited proposals;

(c) The Government will not pay for any information received or costs incurred in preparing the response to the market survey;

(d) Any costs associated with the market survey submittal is solely at the interested offeror’s expense;

4. Provide examples of direct experience in machine controls systems including design, manufacturing, and testing.

5. Describe the offeror’s inventory control program. How does the offeror identify suitable sources of supply, prevent the use of counterfeit parts, verify suitability of selected components to support design, function, and performance parameters?

6. Describe the offeror’s approach to identify opportunities for the use of COTS as part of the proposed solution.
