Longmire and Paradise asphalt FY21 Mount Rainier National Park

Statement of Work

Longmire and Paradise area asphalt application

Contractors are encouraged to attend the site visit or familiarize themselves with the identified work sites independently if the site visit is not attended.

Longmire location

Longmire is in the southwest corner of Mount Rainier National Park. The site is located six (6) miles inside State Route 706 from the Nisqually entrance. The locations are identified on the attached map.

Site 1: Longmire Road Application.

Park crews will prepare the site approximately two hundred fifty-five feet (255’) long by twenty-eight feet (28’) wide. Park staff will remove existing asphalt and tamp the subsurface material.

The contractor shall apply asphalt to the prepared area. Work shall be completed in a manner to create a desired slope to follow drainage patterns as found on the attached map, from the northeast side of the road to the southwest. The contractor shall be responsible to ensure the catch basins identified as SDCB12 and

SDCB12A are functional for water drainage. The contractor shall be responsible for maintaining a smooth surface following the slope of the existing road after applying a three (3) inch compacted lift. This area to be patched is estimated to require one hundred thirty (130) tons.

Site 2: Housing patch.

Park crews will prepare a utility cut for asphalt patching. The site is thirty-three feet (33’) by fifteen feet

(15’) and is estimated to require nine (9) tons. Park crews will prepare the road cut by providing straight edge cuts and removing three inches of backfill.

Paradise locations

Paradise is located ten and a half miles uphill from Longmire along State Route 706.

Site 1: Paradise Picnic Area

Park crew will prepare the road cut by providing straight edge cuts and removing three inches (3”) of back fill.

The contractor shall identify whether or not the entire distance requires asphalt, dependent upon the site visit and progress of the utility installation at the time of construction.

The contractor shall install an asphalt patch to the utility road cut from the upper entry, down the length of the road to the C-Loop comfort station and from that point to the far end of the B-Loop.

A lateral cut shall be installed to A-Loop.

The length of the cut to be patched shall be approximately fifteen hundred feet (1500’).

The cut shall be approximately six feet (6’) wide.

Asphalt shall be installed and rolled by the contractor to fill the cut and create a new surface eve and not the asphalt which it adjoins. The asphalt is estimated to require one hundred fifty (150) tons.

Site 2: Paradise Lower Parking Lot

Park crew will prepare the road cuts by providing straight edge cuts and removing three inches (3”) of back fill.

The contractor shall install an asphalt patch around the perimeter of the newly installed vault and in the utility road cut which Park crews will create for installation of the utility lines between a new lower lot vault installation and the concrete curb of the lot.

The length of the cut shall be approximately six feet (6’) wide. The asphalt shall be installed and rolled by the contractor to fill the cut and create a new surface even to the asphalt and vault lid which it adjoins; it is estimated to require two (2) tons.

Specifications: All work shall be in accordance with the Standard Specifications for Construction, Washington Department of Transportation (WADOT) and as amended in this scope of work.

Work schedule

No work shall be scheduled to take place on federal holidays or weekends prior to approval in writing by the Contracting Officer.

The asphalt mixture shall be placed before the target date of September 23, 2021. Monday through

Thursday 6:00 am to 4 pm Pacific Daylight Time are the standard work hours of the Contracting Officer

Representative.

Hot mix asphalt

All hot mix asphalt shall be placed at temperatures between two hundred fifteen (215) and three hundred twenty-five (325) degrees Fahrenheit with a self-propelled laydown machine.

Re-Surfacing

Full grinds at the specified locations shall be completed in order to achieve a level-finished product.

Full grind to 3” clean and tack surface and apply 1/2 “hot mix asphalt in a three-inch (3”) lift.

Field verification shall be completed with the Contracting Officer Representative at the repair site upon completion for acceptance.

Final surfacing

Final surfacing applications shall be rolled with a unit sufficient to achieve compaction results in compliance with WSDOT standard construction specifications.

Crack sealing of the joint is required to prevent water and debris entry in the joints.

Longitudinal bituminous joints shall be vertical and properly tack coated if cold.

Transverse joints shall always be tack coated.

Longitudinal/Transverse joints.

Elevation difference shall be less than 0.25 inches.
