About this file

This document describes a Blanket Purchase Agreement (BPA) for Hot Asphalt Products for Fort Drum, NY. The BPA covers two specific asphalt concrete specifications: DOT 402.098201 - 9.5 mm F2 and DOT 402.198901 - 19.0 mm F9, along with miscellaneous asphalt concrete and binder for special projects. Quantity requirements range from 1 to 18,000 Net Tons per individual BPA call, with Fort Drum personnel responsible for picking up materials from a contractor located within 10 miles of Fort Drum.

Payment and invoicing terms are structured based on purchase amount: calls below $10,000 will be paid via Governmentwide Purchase Card, while calls above $10,000 must be invoiced through Wide Area Workflow (WAWF) in accordance with DFARS Clause 252.232-7006. The contractor must round up invoiced quantities to the nearest whole Net Ton. Calls for material can be placed and drawn on the same day, providing flexibility for Fort Drum's operational needs. The BPAs will be evaluated annually and may remain in place for up to five years.
