About this file
This document is an Amendment to a Screening Information Request (SIR) for the Federal Aviation Administration (FAA) ASH-IV Acquisition contract opportunity.
The amendment updates the SIR solicitation number 693KA9-24-R-00004, including changes to the pricing instructions in Section L. Key details include: 1) Subcontractors can submit pricing information directly to the Contracting Officer, 2) Offerors must provide a single fully burdened ceiling labor rate for each labor category inclusive of all contract periods, 3) Offerors may not change the estimated labor hours provided, and 4) Offerors must provide a narrative explaining their labor rate and escalation rate development. The amendment states the government anticipates adequate price competition and may request additional information, but does not require certified cost or pricing data. All other terms and conditions of the SIR remain unchanged.

Screening Information Request (SIR) Number 693KA9-24-R-00004
Amendment 0002
Screening Information Request (SIR) DTFAWA-24-R-00004 is hereby amended as follows:
Section L, “Instructions, Conditions, and Notices to Offerors”
Amended:
L.16 VOLUME VI: Price Proposal
a) The pricing instructions are applicable to the prime contractor and all subcontractors, as outlined in this Section.
b) In cases where a subcontractor does not want to share the rate buildup with the prime contractor, the subcontractor can submit Attachment L.2 Price Model with the applicable rates in Tab E, directly to the Contracting Officer, following the applicable instructions to subcontractors. If a subcontractor submits directly to the Contracting Officer, it must identify the prime contractor the subcontract offer relates to on each copy of the proposal submitted.
The subcontractor proposals must be submitted in accordance with the instructions outlined in Section L.11. The proposed rates by the subcontractors must match and be traceable to the prime contractor’s proposal. However, the prime contractor remains responsible for Attachment L.2 Tab C to be completely populated regardless if the rate is proposed by the prime or a subcontractor. Information from the prime contractor will take precedence over any conflicting information from the proposed subcontractor.
c) The Government anticipates that adequate price competition will exist, so Offerors are not required to submit certified cost or pricing data with their proposals. The Government anticipates that the data required by this SIR will be adequate for its price evaluation; however, the Government reserves the right to request information other than certified cost and pricing data, if it is determined necessary to ensure a fair and reasonable price.
d) Price information must be limited to Volume VI; if an offeror includes any price information in any other volume, the offeror may be eliminated from consideration for award.
L.16.1 Price Volume Content
The prime contractor must provide the following information on the first page of the pricing proposal:
1) Solicitation number;
2) Name and address of Offeror, CAGE code(s) and UEI Number(s);
3) Total offered price (fully burdened rates times FAA-provided hours, plus NTE amounts provided for CR CLINs);
4) List of Proposed Subcontractors – identifying which subcontractors submitted Attachment L.2 Price Model directly to the CO.
4) Name, address, telephone and email address of the Government cognizant contract audit office, if available.
5) Name, address, telephone and email address of the Government cognizant contract administration office, if available.
L.16.2 Price Proposal Bid Model
a) Each Offeror’s completed Price Model must be submitted to the FAA in a format compatible with Microsoft Excel 2016. The submitted Price Model must not be read-only, must not contain any locked cells, and must not be password-protected, in whole or in part, other than the cells already protected by the FAA. Each Offeror’s Price Model must comply with these requirements for the Offeror to be eligible for award. The FAA reserves the right to reject proposals that do not comply with these requirements.
b) Prime Offerors must complete the T&M Rate Buildup in Tab C of Attachment L.2. The Offerors must propose a single fully burdened ceiling labor rate for each labor category inclusive of all contract periods, utilizing the labor category descriptions within Attachment J-1, Labor Category and Skill Descriptions. The fully burdened labor rates must include all direct labor and indirect costs applicable to that direct labor (such as fringe benefits; overhead; cost of money, if applicable; and G&A), and profit. Offerors must also input the escalation factor applicable to each Option Year after the Base Year. Once Tab C is completed, Tab A – TEP Summary, and Tab B – T&M Rate Table will be automatically populated because Tab C is linked to Tab B and Tab B is linked to Tab A. The information provided in the cells of Tab C must not be password protected, and the formulas must be visible and unbroken. In cases where subcontractors do not share the rate buildup with the prime, the subcontractor fully burdened rate(s) must be input in the columns for the Base Year, and Option Years 1-4 of Tab C.
c) Subcontractors must complete the Sub T&M Rate Buildup in Tab E of Attachment L.2, with the applicable rates, to be submitted to either the prime contractor or directly to the Contracting Officer. For the applicable rates, the subcontractors must propose a single fully burdened ceiling labor rate inclusive of all contract periods, utilizing the labor category descriptions within Attachment J-1, Labor Category and Skill Descriptions. The fully burdened labor

cost of money, if applicable; and G&A), and profit. Subcontractors must also input the escalation factor applicable to each Option Year after the Base Year. Tab E is not linked to any other tab.
d)The hours in attachment L.2 are estimates and are provided for evaluation purposes only. Offerors may neither change these hours nor propose alternate hours.
d)Offerors must provide the indirect cost rate that would be applied to travel, materials, and ODCs in Tab D of Attachment L.2. The indirect rate must comply with the instructions provided in SIR SectionB.7.
L.16.3 Price Proposal Narrative
a) The prime contractor must provide a narrative that addresses the following areas:
• Rationale used for development of the proposed fully burdened Labor Rates. Offerors must clearly explain the rationale and methodologies used to buildup and develop the rates, including blended rates, if applicable. The information provided must address the direct labor and the indirect rates separately. The Offerors must identify all proposed indirect rates, to include allocation bases, and describe the company’s accounting practices for application of the rates.
• Discuss the application and rationale of escalation rates, if proposed.
b) The prime contractor must identify and support any exceptions or assumptions included in its proposal.
Except as stated herein, all other terms and conditions specified in the SIR are unchanged and remain the same.
