About this file

This document contains questions and answers related to Amendment 0002 of the Screening Information Request (SIR) for the FAA ASH-IV acquisition (Solicitation Number: FAAASH_IVAMENDMENT0002). The questions focus on the instructions for submitting pricing proposals, specifically regarding the inclusion of subcontractor labor rates and the traceability of those rates to the prime contractor's proposal. The government provided clarification that the L.2 price template does not have a designated area for the prime contractor to include subcontractor T&M rates, and that the subcontractor should provide a complete Attachment L.2 Price Workbook. The government also acknowledged that the current template may not accurately represent the subcontractor's workshare, and stated that updated language would be provided in Amendment 0002.

Amendment 0001 of the SIR Section L.16 Volume VI: Price Proposal

"The proposed rates by the subcontractors must match and be traceable to the prime contractor’s proposal."

Question The Government provided and mandated L.2 price template does not have any place for the prime offeror to enter subcontractor T&M rates. The Tab C rate buildup is for the prime Offeror and Tabs A and B populate automatically from this tab. There is no designation within the pricing for the prime offeror to allocate labor hours or rates to subcontractors. Will the Government please confirm where the prime offeror should include subcontractor rates to ensure traceability?

Section L.16.2 requires the subcontractor to provide a complete Attachment L.2 Price Workbook. Per the government, this workbook only allows the subcontractor to enter their direct and indirect rate data on Tab C to formulate T&M ceiling rates. These rates then populate totals on Tabs A and B. As the subcontractor is not the prime offeror and they cannot adjust allocations on Tabs A and B, the totals presented in Tabs A and B are not reflective of their workshare and misrepresent the subcontractor price proposal. Will the Government provide a subcontractor L.2 that allows for their rate buildup only as the total evaluated price is based on the Prime Offeror ceiling T&M rates and the government estimated level of effort?

The Government provided and mandated L.2 price template does not have any place for the prime offeror to enter subcontractor T&M rates. The Tab C rates are reflective of the Prime Offeror ceiling T&M rates which feed the total evaluated price. A prime offeror may develop ceiling T&M rates that are not based on subcontractor costs. As such, how should the Prime Offeror show traceability to the subcontractor rates?

See Amendment 0002 for updated language at L.16.
