This Request for Qualifications (RFQ) is issued by Ascension Parish Government in Louisiana for professional engineering services related to drainage improvements on the Bayou McCall project, funded through the Louisiana Department of Transportation and Development (DOTD) State Flood Control Program. The Parish seeks an engineering firm licensed in Louisiana to provide preliminary and final design services, hydraulic and hydrologic analysis, environmental permitting, benefit-cost analysis, construction bid packages, and submittal reviews for an eight-mile drainage improvements project located along the north side of Donaldsonville. The project scope includes evaluation of existing culverts and bridges, potential channel improvements through dredging and widening, and nature-based solutions such as bioretention cells with wetland plantings for approximately 20 existing crossings. Written inquiries regarding RFQ requirements must be submitted by June 30, 2026, with official responses issued July 7, 2026. Qualification packages are due July 16, 2026. The contract term is tentatively two years with two optional one-year renewals, not to exceed four years total. Contract services will commence following Parish evaluation, Parish Council approval, and DOTD review approval.
Reimbursement for engineering services will be on a cost-reimbursement "not to exceed" basis with payment terms to be negotiated with the selected firm. The maximum engineering fees allowable under DOTD funding will be determined by the state and may require adjustments to the proposed contract amount. Reimbursement is contingent upon the Parish receiving funding from DOTD. The selected firm must be a Louisiana-registered professional engineering firm with demonstrated experience in state and federal grant programs, particularly DOTD requirements. Required qualifications include at least one registered professional engineer principal, one engineer with minimum ten years of hydrologic and hydraulic modeling experience, one licensed land surveyor with minimum five years of experience, and one engineer with minimum five years of civil, geotechnical, and structural design experience. The prime consultant must be capable of performing at least 50 percent of the total scope of services. Submittals require one original and five copies in hard copy format, SAM registration documentation, and completion of Standard Form APG-1001. Selection will be based on a scorecard evaluation addressing firm qualifications, key personnel experience, project experience, proposal understanding, firm size compatibility, current workload, past performance, and compliance with RFQ special conditions, with a maximum total of 95 points.

1. GENERAL INFORMATION
1.1 Purpose
Ascension Parish Government (Parish) hereby issues a Request for Qualifications (RFQ) from consulting firms (Consultant) to provide professional engineering services for the Bayou McCall Drainage Improvements Engineering Services for the Louisiana Department of Transportation and Development (DOTD) State Flood Control Program. The Parish is soliciting Statements of Qualifications (SOQ) for Professional Engineering Design & Related Services. The services under the contract will commence after the Parish’s evaluation process, recommendation, and Parish Council approval. Responders must have experience in state and federal grant programs, including DOTD. The selected firm will be required to comply with applicable regulations identified under the funding source for this project.
1.2 Intent
The Parish seeks to retain an engineering firm licensed in the State of Louisiana and authorized under Louisiana statutes to perform the professional services sought by this RFQ. The selected Consultant(s) will perform engineering services in support of the Parish as required to prepare preliminary and final plans, and associated services for DOTD Program funds and subsequent implementation of the Bayou McCall Drainage Improvements project. Tasks associated with the project include, but are not limited to, H&H analysis, surveying, environmental services, benefit-cost analysis, project design and specifications, construction bid package, submittal reviews, and field visits as needed.
The procedures for the selection of this firm will be in accordance with the procurement requirements of the State of Louisiana and Ascension Parish. All responses received will be evaluated in accordance with the selection criteria and corresponding point system that is identified in the request for qualifications package.
That package also identifies the scope of services to be performed by the selected firm. Ascension Parish will award the contract to the respondent obtaining the highest score in the selection process; engineering and land surveying firms must be registered with the Louisiana State Board of Registration for Professional Engineers and Land Surveyors, in accordance with LA RS 37:689. A copy of the current certificate(s) of registration shall be attached to each Statement of Qualifications (Standard Form APG 1001). Failure to be registered in good standing with the aforementioned Board will result in the SOQ being rejected.
1.3 Background
This project is funded by state funds through the Flood Control Program that must meet the State requirements for the DOTD program.
The eight (8) miles of Bayou McCall Drainage Improvements Project is located along the North side of Donaldsonville. The project aims to combat frequent flooding and reduce the risk of structural damage throughout the area. Nature-based solutions will be used where applicable to comply with state initiatives.
Solutions also include more than 20 existing crossings possibly being upgraded but are not limited to bio-retention cells to incorporate wetland plantings. Channel improvements, such as dredging, widening, and optimizing, will be included as an alternate in design based on available funding. The Parish desires to select an engineering firm to perform tasks shown in the Scope of Services (Section 1.4).
The Parish is an Equal Opportunity Employer. We encourage all small minority or veteran-owned firms and women’s business enterprises to apply. Any person with disabilities requiring special accommodation must contact Ascension Parish no later than seven (7) days prior to the bid opening.
1.4 Scope of Services
The Parish is soliciting qualification statements for engineering services to assist the Parish with preliminary engineering, design engineering, and compliance with Department of Transportation and Development requirements. The agreement will be on a cost reimbursement “not to exceed” basis, with payment terms to be negotiated with the selected offeror. Reimbursement for services will be contingent on the Parish receiving funding from the Department of Transportation. The maximum amount of engineering fees that can be with DOTD funds will be determined by the state and may require adjustments in the proposed contract amount.
The services to be provided will include, but not be limited to:
1. The design standards shall comply with DOTD criteria. The format of the plans shall conform to the standards used by DOTD in the preparation of its contract plans for items of work of similar character, including plans for all drainage and utilities affected, as contained in the current edition of DOTD’s Hydraulics Manual.
2. Perform a hydraulic and hydrologic analysis (H&H), including the evaluation of both the existing and proposed conditions, and provide study results that include upstream/downstream and environmental impacts. (Existing culverts/bridges will be the priority; dredging/channel improvements will be the alternate) Based on available funding, the administration will determine what is included within the final 100% plans and specifications. The alternate will still need a 100% set of design plans in preparation for future funding if the full scope of work is beyond the available budget.
3. The administration will expect a cost estimate on channel crossing upgrades as an independent scope and design, along with the same for the proposed channel improvements.
4. Environmental permitting shall include ALL necessary services within the scope of work of the prime or the subconsultant. This may include the standard USACE 404 permitting process and the USACE nationwide permitting process; any additional environmental requirements, such as a cultural analysis, ESA, ERR, and Tribal processes, need to be included within the firm’s scope of work as well. There will be no supplements for failure to have these processes included within the scope of the environmental team.
5. Design surveys, right-of-way surveys, and the preparation of right-of-way maps shall be performed by the Sponsor in accordance with the requirements specified in the current edition of DOTD "Location & Survey Manual.”
6. After preliminary plans have been developed to show all information required, four (4) sets of prints shall be submitted to DOTD for review and comments. If DOTD determines that a plan-in-hand inspection is required, one complete set of reproducible, if required, shall be submitted to DOTD for its use in scheduling a plan-in-hand field inspection with members of DOTD, the Sponsor, and/or its Consulting Engineer at a time and date mutually agreed upon in advance by all parties.
7. After the review and comments, the Sponsor shall make such changes in the plans as necessary to reflect agreements reached at this stage and shall show existing and taking lines required for rights-of-way.
8. Following the completion of preliminary plans, four (4) complete sets of prints of the basic plans, dated and stamped “Advanced Check Prints,” together with four (4) draft copies of the bid proposal and four
(4) Copies of the Project cost estimate shall be submitted to DOTD for review and comment.
9. Specifications for the Project shall be in accordance with the current edition of the "Louisiana Standard Specifications for Roads and Bridges,” latest revision, as amended to comply with DOTD's current practices. Any exceptions to the use of these Standard Specifications must have the prior approval of
DOTD.
10. Upon completion of its review of the preliminary plans and advance draft of the bid proposal, DOTD will return one (1) set to the Sponsor with comments, if any, marked thereon, and the above documents will be revised to reflect agreements reached.
11. Upon completion of DOTD’s review of the design and right-of-way plans and written approval of the same, the Sponsor may proceed with the acquisition of the right-of-way. After the completion of DOTD's review of final plans, the acquisition of all required rights-of-way and agreements to relocate and/or adjust all utility conflicts, and the securing of the Sponsor's portion of funds, the Sponsor shall adopt a Resolution certifying completion of the above and submit a certified copy of said Resolution to DOTD.
12. Benefit cost analysis to include benefits before and after mitigation.
13. Evaluation of environmental impacts including all environmental clearance in accordance with federal regulations and providing all National Environmental Policy Act (NEPA) environmental assessments and applicable permits.
14. Provide a bid package including 100% sealed plans and specifications along with the latest front-end Parish documents as per DOTD standards.
