About this file
This document is an Asbestos Survey Report for Building 5800 at Fort Bliss, Texas, conducted by ESS Environmental and Safety Solutions on November 17-18, 2022. The survey identified forty-two (42) suspect asbestos-containing homogeneous materials throughout the building, from which one hundred thirty-two (132) bulk samples were collected. The survey was performed in accordance with National Emission Standards for Hazardous Air Pollutants (NESHAP) and other federal regulations.
The laboratory analysis by Micro Analytical Services revealed that ten (10) of the forty-two materials contained asbestos, with chrysotile being the primary asbestos type detected. Materials containing asbestos included vinyl floor tiles, rubber matting, floor carpets, wall drywall, and ceiling tiles, found in various rooms and hallways. The report recommends that if planned renovation or demolition activities will disturb these asbestos-containing materials, they must be abated by a licensed/accredited contractor in compliance with federal, state, and local regulations. A mandatory 10-day notification is required prior to the start of any abatement work.

The suspect asbestos containing homogeneous materials were then assessed in terms of friability, condition, and quantity. The term "friable" means a material that when dry can be reduced to a powder using hand pressure (25 TAC§ 295.32 (45)). Prior to sampling, each suspect asbestos material was properly wetted, and then eachbulk sample was carefully extracted and placed in its own self-sealing container. Each containerwas wiped, sealed, and labeled with a unique sample number.Appropriate chain of custody paperwork was completed listing each sample collected.
Laboratory Analysis
All samples were shipped under standard chain of custody protocols to Micro Analytical
Services, Inc. (MAS) in Houston Texas. This facility is accredited by the National Voluntary
Laboratory Accreditation Program (NVLAP) for asbestos analysis, and licensed by the TDSHS as an asbestos laboratory (license number 30-0341 ).
The bulk samples were analyzed by Polarized Light Microscopy (PLM) coupled with Dispersion
Staining in accordance with EPA Method 600/M4-82-020. The laboratory report with chain of custody documentation is attached to this report.
