About this file
This is an asbestos survey report prepared by Enercon Services, Inc. for Transnational Management Limited and Mr. Benjamin Cheng regarding a 60,000 square-foot, four-story commercial office building located at 2507 N Frazier Street in Conroe, Texas. The survey was conducted on July 21-22, 2015, in compliance with Texas Asbestos Health Protection Rules (TAHPR) prior to planned renovations. The assessment involved the inspection of 36 homogeneous areas within the facility and the collection and analysis of 107 bulk samples using Polarized Light Microscopy (PLM) in accordance with EPA Method 600/R-93/116. The building, constructed in 1983, was found to be in poor condition with evidence of water intrusion, microbial growth, broken windows, and electrical system damage. The survey identified the locations, quantities, condition, and friability status of all potential asbestos-containing materials (ACM) present throughout the four-story structure.
The laboratory analysis by Cates Laboratories, a Texas Department of State Health Services licensed facility, determined that only two materials present in the building contained greater than one percent asbestos: sink undercoating (5% Chrysotile) found on each floor with approximately three sinks per floor, and thermal system insulation (TSI) (20% Chrysotile) associated with heating, cooling, and plumbing systems distributed throughout the building. The sink undercoating was observed in good condition while localized damage was noted with the TSI. The survey report recommends that all identified ACM must be removed by a licensed Texas Asbestos Abatement Contractor prior to any renovation or demolition activities that would disturb these materials. The Texas Department of State Health Services must be notified at least 10 business days prior to any renovation or demolition work involving asbestos-containing materials. The report notes that as-built drawings were not available for review and that any suspect materials hidden within walls, above ceilings, or beneath floors must be presumed to be asbestos-containing material (PACM) until analytical sampling proves otherwise.

1.0 INTRODUCTION
This document presents the results of an asbestos survey performed at the facility located at 2507 N Frazier Street, in Conroe, Texas, on July 21 and 22, 2015. Mr. Paule Patterson and Ms. Rachel Lichau, Texas Department of State Health Services (DSHS) licensed employees of Enercon Services, Inc. (ENERCON), evaluated suspect asbestos-containing building materials (ACBM) at the facility proposed to be impacted during future renovations.
2.0 PURPOSE AND SCOPE
The purpose of the survey was to locate, identify, and assess the condition of asbestos-containing materials (ACM) present in the facility and to develop recommendations based on existing and potential asbestos-related hazards. The survey was performed in accordance with Texas Asbestos Health Protection Rules (TAHPR), which require surveys in public buildings prior to renovation, construction, or demolition activities.
The property consists of approximately 14 acres of land improved with a 60,000 square foot, unoccupied four-story commercial office building that was constructed in 1983. In general, the interior of the building was in poor condition on the day of the site visit with evidence of water intrusion and microbial growth throughout, as well as several broken windows and damage to the electrical systems. ENERCON performed the following scope of work during this assessment:
o Visibly inspect accessible areas to identify the location of potential ACM o Assess the status, degree of friability, and condition of potential ACM o Collect samples of any potential ACM for laboratory analysis o Quantify the amount of ACM o Provide recommendations based on survey data for the management of ACM on site o Prepare a report discussing the findings and management recommendations
3.0 FIELD INVESTIGATION
On July 21 and 22, 2015, Mr. Paule Patterson and Ms. Rachel Lichau performed a building materials survey for the purpose of identifying ACM in the facility located at 2507 N Frazier Street, in Conroe, Texas. The facility is a four-story, unoccupied commercial office building comprising approximately 60,000sf.
The building was constructed of concrete frame on a concrete slab-on-grade foundation with a flat roof.
The exterior consisted of metal and concrete with glass windows. The main entry to the building was located on level two, with level one being partially sub-grade. The roof was not sampled, nor was it accessed as part of this survey. Interior finishes varied by floor, but generally consisted of carpet, ceramic tile and wood or laminate floors, textured gypsum board walls, textured gypsum board ceilings, and lay-in ceiling tiles.
The building was in poor condition and was made accessible at the time of the site visit by a representative of the Property Management Company.
Thirty-six (36) homogeneous areas of potential ACM were identified in the building structure. A homogeneous area is a group of materials that appear to have the same attributes (size, color, constructed material). One hundred-seven (107) bulk samples were collected from the building for analysis (see Appendix A).
The potential ACM found in the homogeneous areas includes (asbestos-containing materials indicated in bold):

4.0 BULK SAMPLE ANALYSIS AND RESULTS
Cates Laboratories, a DSHS Asbestos Licensed Laboratory (TDSHS License # 30-0287), analyzed all samples using Polarized Light Microscopy (PLM) coupled with dispersion staining in accordance with the “Method for the Determination of Asbestos in Bulk Building Materials” (EPA/600/R-93/116). Based on the analysis of the samples, the following materials sampled contained greater than one percent (>1%) asbestos.
Sink undercoating
TSI
These materials identified as asbestos-containing were found on each of the four floors. Approximately three sinks with the asbestos-containing undercoating were found on each floor. The asbestos-containing TSI is present throughout the building, associated with the heating/cooling and plumbing systems.
ENERCON was not able to accurately assess the amount of TSI in this building, due to the majority of the material being located behind walls, in chases, and otherwise not visible. As-built drawings were not viewed as part of this survey. Complete analytical results are presented in the Cates Laboratories Bulk Sample Analysis report in Appendix A.
5.0 ASBESTOS HAZARD ASSESSMENT
In the event that renovation or demolition is planned for this building, it ACMs must be removed prior to disturbance. ACMs must be removed by a licensed abatement contractor. Generally, the materials are in good condition, or exist underneath other layers of non-asbestos material. The material only needs to be removed if it will be impacted by renovations. Should the ACMs need to be removed, they would need to be removed by a contractor that is licensed in the State of Texas to abate asbestos. All identified ACM shall be abated in accordance with appropriate state and local laws.
6.0 CONCLUSIONS AND RECOMMENDATIONS
The purpose of the survey was to identify and assess the status and condition of potential ACM found within the facility located at 2507 N Frazier Street in Conroe, Texas. One hundred-seven (107) bulk samples were collected from a total of 36 homogeneous areas for analysis. Cates Laboratories analyzed all samples using PLM in accordance with EPA/600/R-93/116. Based on the analysis of the samples, the following materials sampled contained greater than one percent (>1%) asbestos:
Sink undercoating
TSI
The sink undercoating was observed to be in good condition while localized damage was observed associated with the TSI.
Based on the results of this survey, ENERCON recommends that in accordance with the TAHPR, ACMs must be removed prior to any activity that might be expected to disturb them. If the facility will not be renovated in the near future, appropriate steps should be taken to reduce the potential for asbestos exposure from the ACM.
Any suspect materials possibly hidden above the ceiling, within walls or beneath floors must be considered PACM according to DSHS regulations and must be treated accordingly until analyzed samples prove otherwise. If PACM is to be disturbed during demolition activities, a DSHS-licensed Asbestos Inspector must first collect and submit samples for analysis to an analytical laboratory accredited under the NVLAP and licensed by DSHS.
DSHS requires that ACM be removed by a Licensed DSHS Asbestos Abatement Contractor prior to the renovation or demolition activities. DSHS must be notified at least 10 business days prior to any renovation of asbestos-containing material or demolition work. Please contact ENERCON Services, Inc. if you have any questions or need additional information.

These samples were analyzed by layers. The overall percent asbestos for the sample is reported when relevant. The EPA considers a material to be asbestos containing only if it contains greater than one percent asbestos by Calibrated Visual Area Estimation (CVAE). EPA regulations also indicate that Regulated Asbestos Containing
Materials (RACM) – materials that are friable or may become friable – be further analyzed by point counting when the results indicate less than ten percent asbestos by
CVAE. CatesLab utilizes CVAE on a routine basis and does not include point counting unless specifically requested by the client. The results may not be reproduced except in full.
